K-RIDE to get full-time technocrat MD to steer Bengaluru Suburban Railway Project
According to the vacancy notice issued by K-RIDE, the candidate must be 55 years old or younger as of March 31, 2025. The job description states that the candidate should have a minimum of 25 years of Group A service, of which at least five years must be in a senior administrative grade. The candidate should also have at least fiveyears of experience in planning, design, and execution of railway-related infrastructure projects.
The candidate is also expected to have experience in project report preparation, sanction, resource mobilisation and coordination with other ministers/stakeholders. The tenure is for three years with possible extension as per rules. Candidates are given one month to submit their applications.
K-RIDE has not had a full-time managing director since Amit Garg's transfer in August 2022. Since then, only in-charge MDs have been appointed, including Gaurav Gupta (August 2022) and Dr N Manjula (November 2023). Manjula, who is now the incumbent MD, also holds an additional charge of secretary to the Infrastructure Development, Ports and Inland Water Transport Departments.
In June 2024, Minister of State for Railways V Somanna announced that a technically qualified full-time MDwould be appointed within 15 days; however, no action was taken. Last week, the Karnataka government appointed Dr Vasanthi Amar as special deputy commissioner for K-RIDE.
BJP parliamentarians, including Bangalore South MP Tejasvi Surya and Bangalore Central MP P C Mohan, trained their guns on the Congress government for 'failing' to comply with the advertising requirements of the Railway Board to appoint a full-time MD and for allegedly hampering the progress of this key infrastructure project aimed at decongesting Bengaluru.
According to government officials, the need for a technocrat as a full-time managing director arises due to the project's construction in close proximity to active railway lines. 'Constructing suburban railway lines alongside active railway lines with trains running at high speed is a complex task. Therefore, K-RIDE needs to be headed by an individual who can take on such technically challenging roles to fast-track the project,' said a government official.
The applications will be received by the internal HR division of K-RIDE, which will screen the candidates and shortlist them in line with the job specifications. Shortlisted candidates will be called for an interview by a board comprising representatives from the state and Central governments before the final candidate is selected.
The BSRP spans 149.348 km across four corridors: Sampige (KSR Bengaluru to Devanahalli, 41.4 km), Mallige (Benniganahalli to Chikkabanavara, 25.01 km), Parijaata (Kengeri to Whitefield, 35.52 km), and Kanaka (Heelalige to Rajanukunte, 46.24 km).
Of all corridors, only Corridor 2 has seen some progress, albeit at a slow pace, with less than 30 per cent of the work completed. Civil work tender was awarded to Larsen & Toubro on August 26, 2022, for Rs 859.97 crore. However, L&T has reportedly hinted at withdrawing from the project due to land acquisition hurdles. L&T has cited the non-availability of land as a primary reason for halting work.
Approximately 28.56 acres of private land and 91 acres of railway land are required for Corridor 2, but delays in land handover by South Western Railway and K-RIDE have stalled progress. Private landowners have obtained court stay orders, and some are demanding higher compensation, further complicating the acquisition process.
The 7.4-km section between Chikkabanavara and Yeshwantpur as part of Corridor 2 was targeted for completion by end of 2025, with the full corridor expected to be operational by December 2026. However, given the current pace of work, K-RIDE is uncertain about meeting its deadlines.
As for the rolling stock, the initial public-private partnership (PPP) model for procuring 306 rail coaches failed due to a lack of bids. A new equity model with 50:50 funding (Rs 2,135 crore from Karnataka, awaiting Railway Ministry approval) has been approved by the Karnataka Cabinet in November 2024. Tenders are ready but await the Central government order and Railway Board approval.

If the draft fake news Bill is the cure for misinformation, Karnataka may have to ban irony next
Written by Meghna Bal The Karnataka legislature recently released the Karnataka Mis-information and Fake News (Prohibition) Bill, 2025. Broadly, the Bill attempts to criminalise the spread of fake news and misinformation within Karnataka. The mechanism for enforcing this prohibition is a 'fake news on social media regulatory authority' comprising the Minister for Kannada and Culture, members of the Karnataka Legislative Assembly and council, representatives of social media platforms, and an IAS officer. If any social media users are found guilty by this authority of spreading fake news, they could be imprisoned for up to seven years. The sweeping provisions of the Karnataka Bill have sparked concern about its potential chilling effect on free speech. The Bill defines 'misinformation' as any willful or reckless false or inaccurate expression of a statement of fact. The definition also excludes 'opinions, religious or philosophical sermons, satire, comedy or parody or any other form of artistic expression', provided a 'reasonable man' would not misconstrue it as a statement of fact. A reasonable man (or person) is a hypothetical individual whose behaviour and level of care in any given situation are judged according to commonly accepted standards of good judgement and societal norms. In the context of speech, the standard is typically used in cases regarding defamation or harassment, as a means of objectively understanding whether any given speech qualifies as an offending one. Yet, 'reasonableness' is an inherently vague and subjective standard, one that shifts with socio-cultural expectations. In the context of the Karnataka fake news Bill, the reasonableness standard will also possibly be informed by politics, given that half the members of the regulatory authority, including its head, are politicians. In effect, by hinging exemptions on whether a 'reasonable man' might misinterpret them as fact, the Bill leaves all expression vulnerable to being labelled fake news. It creates a potent risk for satire as people (even reasonable ones) are often fooled into believing it is true. In 2012, the satirical news website The Onion released a story stating that North Korea's Kim Jong Un was the 'Sexiest Man Alive' for that year. The story was taken seriously by China's People's Daily Online, the digital version of the official newspaper of the Central Committee of the Chinese Communist Party, which reprinted it in full as a legitimate event. The Onion went on to claim, in jest, that the People's Daily was their subsidiary. Under the Karnataka Bill, The Onion's story as well as its subsequent joke could be treated as an offense. Fortunately, the Karnataka fake news Bill is not even remotely constitutionally tenable. There is a wealth of constitutional precedent surrounding false information and what can and cannot be policed in its name. The courts are clear on the fact that restrictions on speech must be clear, narrowly tailored, and fall within the permissible bounds on speech, recognised under Article 19(2) of the Constitution. These include grounds like sovereignty, national security, diplomatic relations, public order, morality, decency, contempt of court, defamation, or the incitement of an offense. In Kaushal Kishor vs State of Uttar Pradesh, the Supreme Court held that these restrictions were comprehensive enough to account for any attack on an individual, groups, society, the judiciary, the state or the country. And it was not open to the state to add to these restrictions. Thus, speech cannot be restricted purely on the grounds that it is fake. In addition, any law seeking to restrict speech must be proportional. The test of proportionality ensures that there are sufficient guardrails in place to keep any restriction on a fundamental right from overstepping its bounds. Here again, the Karnataka Bill fails because it opens many forms of speech up to subjective attacks from the state. The Karnataka fake news Bill is an egregious document, not only for its constitutional failings but also the clumsy way it has been put together. Part of its Statement of Objects and Reasons, which is a part of a law that sets out the rationale for why the Bill is needed, was borrowed verbatim from the Prohibition of Fake News on Social Media Bill, 2022. Indeed, the borrowing was so faithful that even the title of the 2022 Bill was copy-pasted without correction. Adding insult to injury is the fact that it also attempts to open opinion up to scrutiny, which, at its very essence, is meant to be separate from statements of fact. The whole exercise makes a mockery of the pressing problem created by the spread of malicious falsities that are wrecking the fabric of human society, not only in India, but across the world. The problem of fake news is complex. No law offers a silver bullet, especially because any law targeting speech can be weaponised. It demands thoughtful consideration and a focus on evidence-based solutions that have been shown to protect the public from the harmful effects of deliberate misinformation. Most of all, however, it requires leaders to cast expedience aside in favour of principle. That said, if the Karnataka government believes that its fake news Bill is the cure for misinformation, it may have to ban irony next. RSS wants to create caste-based, religiously divided society, says Speaker Appavu
The Rashtriya Swayamsevak Sangh wants to uproot the words secularism, socialism and egalitarian society from Indian Constitution as the outfit aims to create an unequal, caste-based and religiously divided society with the 'upper caste' ruling the roost, Tamil Nadu Assembly Speaker M. Appavu has said. During an informal chat with reporters, Mr. Appavu, after inaugurating an urban health centre at Chidambara Nagar near Thatchanallur here on Thursday, said the RSS had never accepted the ideas of secularism, socialism and egalitarian society and always advocated for a caste-based and religiously divided society with the 'upper caste' at the top of the administration.. Hence, RSS leaders were repeatedly stressing that the words secularism and socialism be removed from the Indian Constitution. 'While the Indian Constitution vociferously supports secularism, socialism and egalitarian society, the RSS works overtime to uproot it from the Constitution as this outfit sees these high ideals as the stumbling block for achieving its dream of creating caste-based, unequal and religiously divided society. Hence the Union Government is travelling towards this direction to realise its masters' dream, which is not good for the country's integrity and prosperity. Having realised this wickedness, the people of Tamil Nadu will never accept these evil designs,' Mr. Appavu said. The Speaker also said the RSS and Union Home Minister Amit Shah were keen on the obliteration of English, the country's link language, by initially pushing forward Hindi and then replacing Hindi with Sanskrit later. 'It will also not be possible in Tamil Nadu.' Terming the recent custodial death in Sivaganga district as 'unpardonable', Mr. Appavu said the Chief Minister had ensured the registration of a case against five policemen and their arrest since the brutal incident was against law and the people. 'The Chief Minister even went on to apologise to the family of the deceased, which shows his respect for high values.' Asked about the information that Ajith was brutally thrashed on the instruction from an IAS officer, Mr. Appavu said: 'The probe is on to bring out the truth. If an IAS officer is found to be involved in this incident, the Chief Minister will not spare the officer also'. On the ongoing internal squabbles in the PMK, the Speaker said they (party founder S. Ramadoss and his son Anbumani Ramadoss) would sort it out.
