Among the witnesses are Subang Jaya City Council officers, the developer of a project near the site, security guards, excavator operators and PETRONAS staff.
He said the report was compiled independently and without the involvement of the state.
Amirudin also dismissed claims by some quarters that the report had been manipulated.
'There is a party disputing the report and accusing it of spinning the story.
'Perceptions must be backed by accurate and scientific proof, which is what is being done,' he said, referring to the special committee that would be formed to review the findings and propose follow-up actions to the state.
Amirudin said this at a press conference during the launch of the Sepang Municipal Council, Selangor Local Draft Plan 2035 (Amendment) Publicity and Public Participation Programme at Semarak Hall in Cyberjaya today (July 3).
Although the police have classified the case as 'no further action', Amirudin said if any evidence emerges from the report, relevant parties could take action.
'The report will give an idea of what happened and who could be the responsible party.
'Anyone who wants to check the findings will be able to do so.
'I have no issue with the report being scrutinised,' he said.
On April 1, a gas pipeline fire caused widespread destruction, affecting 81 homes with more than 40% structural damage.
Another 81 houses were partially destroyed, while 57 were affected but not burned.

A developer carrying out sewage pipe works under the Subang Jaya City Council (MBSJ) had obtained prior approval from Petronas. 'Petronas set conditions, including appointing a panel company for excavations in their areas. Their recommendations are monitored under Petronas' oversight,' said Amirudin during the Selangor State Assembly sitting. He confirmed that blacklisted subcontractors had not commenced work at the site. The state has directed MBSJ to enhance contractor selection by reviewing credentials through the Construction Industry Development Board (CIDB). Amirudin assured that findings from the Special Committee on Gas Pipeline Drainage Risk Adaptation will be presented in the next assembly session. He also proposed a special briefing for state assemblymen before the next sitting. 'The technical committee report has been tabled. The special committee will now investigate thoroughly before presenting recommendations,' he added. No encroachment by developers in Putra Heights gas explosion, says Selangor MB
SHAH ALAM, July 9 — There was no encroachment involving developers or any contractors that caused the gas pipeline explosion incident in Putra Heights, Subang Jaya on April 1. Selangor Menteri Besar Datuk Seri Amirudin Shari said the development or land excavation work by the parties concerned was carried out outside the incident site. He said a developer company carrying out sewage pipe works in the area under the Subang Jaya City Council (MBSJ) had applied for and received permission from Petronas. 'However, Petronas has set conditions, including appointing a panel company outlined by them. The panel company conducts excavations in Petronas areas. The results of their recommendations are managed and monitored under Petronas' actions. 'So, there is no encroachment after permission. The companies (subcontractors) that are considered blacklisted have also not started work,' he said during the winding-up session under Standing Order 13 (i) concerning the gas pipeline explosion incident in Putra Heights during the Selangor State Assembly sitting today. Amirudin said his team had instructed MBSJ to improve the selection of contractors before the appointment was made by conducting a review through the Construction Industry Development Board (CIDB). Meanwhile, Amirudin gave an assurance that the results of the investigation report by the Special Committee on Gas Pipeline Drainage Risk Adaptation would be brought to the next assembly sitting. Amirudin said he was also open to holding a special briefing session regarding the committee's report to all state assemblymen before the next state assembly sitting begins. 'The report (technical committee) has been brought to the Dewan and tabled. After this, the committee (Special Committee on Gas Pipeline Risk Adaptation) will investigate. 'We will bring the report (carefully), giving it enough time to review and then debate it. What is more important are the follow-up steps so that such an incident can be avoided in the future,' he said. Amirudin was reported yesterday to have said that the Selangor government had agreed to appoint two experts nominated by the opposition to form the Special Committee on Gas Pipeline Risk Adaptation to ensure transparency in the report involving the explosion incident. Excavation did not cause Putra Height explosion
SHAH ALAM; The Selangor State Assembly was informed today that the gas pipeline explosion in Putra Heights, Subang Jaya, on April 1 was not caused by excavation works, nor was it the trigger for the resulting blaze. Menteri Besar Datuk Seri Amirudin Shari said investigations by the police, Minerals and Geoscience Department, and the Department of Occupational Safety and Health (DOSH) confirmed that the groundworks did not impact the gas pipeline. "According to checks with the local authorities, the 4.2-metre monsoon drain construction and the residential development took place around 2008 to 2009, before the establishment of the One-Stop Centre in 2010," he said during a briefing on the Putra Heights incident at the Selangor state assembly today. Amirudin also refuted allegations that the developer had carried out unauthorised construction near the Petronas Gas Berhad (PGB) reserve. He clarified that the company had complied with Petronas' safety conditions and obtained formal approval to proceed with works on March 20, 2025. He also denied claims that the Subang Jaya City Council (MBSJ) had failed to meet the necessary criteria when approving the planning permission for works within the Petronas buffer zone, explaining that while PGB's buffer zone requirement is 60 feet, the approved buffer zone at the Putra Heights site was 66 feet. Earlier, DOSH Petroleum Safety Division director, Husdin Che Amat, was reported as saying that the incident was caused by weak soil conditions beneath the pipeline. He said that while the pipeline met all technical specifications, the investigation revealed that the ground beneath it was weak and failed to provide proper support, leaving a segment of the pipe resting over soft, wet soil. On a separate development, Amirudin said the reconstruction and repair works for the affected homes are ahead of schedule. He said that based on assessments by the Economic Planning Unit, three homes in Taman Putra Harmoni will be rebuilt, while 46 will undergo repairs, and another 46 units are still undergoing final structural inspections. He added that in Kampung Kuala Sungai Baru, of the 17 homes affected, 11 will be rebuilt and six repaired. He said that as of now, homeowners in Taman Putra Harmoni have submitted repair claims amounting to RM458,440.50, while residents of Kampung Kuala Sungai Baru have filed claims for RM884,934. He reminded residents that they have until Oct 27 to submit all required documents, with MBSJ, which is acting as facilitator. "Following the assessment, the state government will propose to the Ministry of Housing and Local Government to raise the ceiling for repair costs from RM30,000 to RM60,000 to account for roofing tiles and replacement of fittings such as water tanks," he concluded. – BERNAMA
