Sarawak targets seamless 13MP execution with IRBM, value management, says Premier
KUCHING (May 28): The Sarawak government will implement a comprehensive delivery framework to ensure the successful execution of the 13th Malaysia Plan (13MP) for the state's development from 2026 to 2030, said Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.
He said the framework would incorporate Integrated Results-Based Management (IRBM), Results-Based Budgeting, and Value Management to enable seamless coordination and performance monitoring of all initiatives under the plan.
'A strong plan alone is not enough. Sarawak's future depends on how well we execute it and how accountable we are in delivering results.
'To ensure the success of the 13MP, we will implement a comprehensive delivery framework, incorporating Integrated Results-Based Management (IRBM), Results-Based Budgeting and Value Management for seamless coordination and performance monitoring,' he said in his winding-up speech at the State Legislative Assembly sitting here today.
He explained that IRBM would serve as the foundation of the framework by ensuring that all projects align with Sarawak's 2030 development goals through strategic planning, budgeting, monitoring and evaluation.
'Results-Based Budgeting will enhance resource efficiency, linking funding to measurable outcomes,' he added.
Abang Johari also stressed that every proposed project under the 13MP would undergo rigorous evaluation at the entry point to ensure its viability, readiness, and accurate cost estimation.
'Additionally, through Value at Entry, every proposed project will undergo a thorough assessment to ensure viability, readiness, and accurate cost estimation, reducing delays and improving execution,' he said.
According to the Premier, Sarawak's 13MP will be driven by 10 high-level strategies and a reinforced focus on 15 socio-economic sectors and enablers in line with the Post-Covid-19 Development Strategy (PCDS) 2030.
'The 13th Malaysia Plan (2026-2030) serves as a crucial planning framework that reinforces our long-term vision,' he said.
'As we stand at the midpoint of PCDS 2030 and the final year of the 12th Malaysia Plan, we must now advance with speed, clarity and purpose.'
He noted that the 13MP is designed to ensure Sarawak's development strategies and actions remain consistent with its aspirations, and are responsive to evolving economic, social, and governance dynamics.
Among the 10 high-level strategies outlined are accelerating the clean energy transition, building a high-quality and inclusive society, optimising land use, attracting strategic industries, enhancing public safety and disaster preparedness, and fostering a strong and resilient Bumiputera business community. 13MP abang johari DUN IRBM

The economy minister announced late on Wednesday that the salary of Boluarte - whose approval ratings are among the lowest of any leader worldwide - had been increased to 35,568 soles ($10,067), about 30 times higher than Peru's minimum wage. The president's salary had previously been fixed at 15,600 soles ($4,400), a level introduced in 2006 when former President Alan Garcia reduced it from 42,000 soles. The minister said the salary hike had already been approved by the cabinet and should come into effect immediately. The government justified the increase by saying thatcompared with 12 counterparts across Latin America, her prior pay ranked 11th, above only that of the Bolivian president. Reuters could not determine the accuracy of the government's ranking, but an evaluation by the Rio Times last year showed Latin American presidents' salaries ranging between $3,000 and $22,000, averaging at around $9,600. However, Peruvians that Reuters spoke to were not impressed. "It's a joke," pensioner Rolando Fonseca said outside a newspaper stand in the capital Lima. "There is extreme poverty all over Peru and the president needs to set an example." Peru's economy has rebounded over the past two years, following a recession triggered by anti-government protests early in Boluarte's term. However, poverty rates, which worsened during the COVID-19 pandemic, remain close to 30%. Boluarte is set to finish her term in July 2026, after presidential elections scheduled for next April. "She is about to leave and there is no need for her to increase her salary, she should be helping hospitals and sick children," said Carmen Juarez, a Lima housewife. Boluarte came to power in late 2022 after her predecessor Pedro Castillo was removed and arrested after attempting to dissolve Congress. Her approval ratings hover around 2% to 4%, according to recent polls by Datum and Ipsos Peru. She has faced accusations of corruption, including allegations of illicit enrichment involving Rolex watches. She was also investigated over her role in overseeing the police and military reaction to the anti-government protests, in which over 50 people died. Boluarte, 63, denies any wrongdoing. Repeated efforts to impeach Boluarte have been stymied by conservative political parties that support her. Peru has had six presidents since 2018, and three are currently behind bars. Opposition lawmaker Jaime Quito said he plans to promote an initiative in Congress to annul the pay rise. "This is a mockery to a country that is facing such serious problems," he said. Balance of prudence, ambition forecast in 13MP
PETALING JAYA: Malaysia's upcoming 13th Malaysia Plan (13MP) is set to mark a turning point for the nation's economic trajectory, aligning public policy with structural shifts at home and abroad. Amid an evolving geopolitical backdrop, the five-year development roadmap for 2026 to 2030 is expected to balance ambition with fiscal prudence while anchoring long-term socioeconomic transformation. According to BIMB Research, the government is likely to prioritise measures that cushion the economy against external headwinds and support broad-based growth. 'Given the challenging external environment, we anticipate the government will place greater emphasis on strengthening and sustaining domestic demand,' the research house said in its report. This, it added, could involve further salary adjustments for civil servants and a potential increase in the minimum wage to above RM2,000 by 2030. Development of human capital is likely to feature prominently, BIMB Research said. 'The continued rollout of training and upskilling initiatives could raise the share of skilled labour in the workforce to over 35%, which could push the national median salary to beyond RM4,000 by 2030,' it highlighted. However, BIMB Research cautioned that global uncertainty would remain a dominant factor in shaping Malaysia's macroeconomic strategy. 'US President Donald Trump is expected to remain a central figure on the geopolitical and economic stage through 2028,' it said. Over that time frame, international markets are likely to face continued uncertainty due to the potential volatility and unpredictability of US trade and economic policies, the research house added. Simultaneously, geopolitical tensions in both Europe and the Middle East are anticipated to persist well into the next half of the decade. In such a climate, commodity prices are expected to remain broadly stable at current levels through at least 2029, BIMB Research pointed out. On a positive note, the tabling of 13MP is expected to inject fresh confidence into Malaysia's capital markets. 'Malaysia's equity landscape is poised to benefit significantly from the strategic initiatives laid out in the 13MP,' BIMB Research said. Sectors including construction, technology and utilities may see renewed investor interest as positive spillovers emerge from increased alignment between public investments and private-sector participation, it added. On the macro front, the research house projects Malaysia's gross domestic product (GDP) to grow at an average of 4.5% a year between 2026 and 2030, with nominal GDP expected to rise by 6.4% annually. 'Highlighting nominal GDP is critical, as it serves as a key benchmark in shaping Malaysia's fiscal policy framework under the 13MP,' BIMB Research said. By 2030, the fiscal deficit is expected to narrow to 2.9% of GDP, helped by the reduction of subsidies, prudent spending and gradual decrease of pension payments. With development expenditure capped at 3.5% of GDP, annual allocations are forecast to reach up to RM99.4bil, BIMB Research projected. 'This is a substantial allocation that can significantly support domestic growth in the latter half of the decade, particularly through increased investment in construction and utility infrastructure,' it said. 'The 13MP is expected to be anchored on existing Madani policy frameworks such as the Public‑Private Partnership Master Plan 2030, New Industrial Master Plan 2030, and National Energy Transition Roadmap, all of which are designed with a 10-year implementation horizon,' it added. Key regional initiatives like the East Coast Rail Link, Johor–Singapore Special Economic Zone, and development projects in Sabah and Sarawak are also expected to receive further support. Overall, the 13MP would likely reflect a strategic recalibration, BIMB Research said, adding that it expects the plan to include key principles like resilience through diversification, leveraging long-term secular tailwinds, and systematically responding to changing external conditions.

Economy Ministry to ensure 13MP in line with Madani Economy framework
KUALA LUMPUR: The 13th Malaysia Plan (13MP), set to be tabled in Parliament on July 31, 2025, will be in line with the government's direction and the MADANI Economy framework, said Finance Minister II Datuk Seri Amir Hamzah Azizan. Amir Hamzah, who is currently carrying out the duties and functions of the Economy Minister, stated that his current task is to ensure that all ministries involved are aligned in planning and implementing the 13MP. "All ministries are the implementing agencies once the 13MP is tabled and approved. So, at the moment, we want to review (the 13MP) and align it with the MADANI Economy framework, which then will be implemented by the ministries,' he said during the "Keluar Sekejap' podcast session on YouTube, hosted by Khairy Jamaluddin and Shahril Hamdan. On June 27, Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, who is also Secretary to the Cabinet, announced that Amir Hamzah has been given the responsibility of carrying out the duties and functions of the Economy Minister with immediate effect, following the vacancy in the position after the resignation of the former minister Datuk Seri Rafizi Ramli on June 17. According to Shamsul Azri, the matter was agreed to by Prime Minister Datuk Seri Anwar Ibrahim and was discussed at the Cabinet meeting on June 25. In the announcement, Shamsul Azri also stated that Amir Hamzah's primary responsibility was to review and revamp the core framework of the 13MP draft, which is set to be tabled in Parliament on July 31. During the podcast session, Khairy also asked Amir Hamzah about the objective of revising the 13MP draft. Amir Hamzah explained that the process of drafting the 13MP took a considerable amount of time, and discussions between the Ministry of Economy and all other ministries were held on multiple occasions. "When we reach this stage, we have to ensure that what we finalise in the 13MP is in line with the current government's direction,' he said. He added that coordination among government ministries is crucial to ensure that the plan does not remain just a plan on paper.
