The UAE has been actively pursuing cloud seeding as part of its efforts to enhance water resources and address water scarcity in the region. The 7th International Rain Enhancement Forum (IREF) took place at the Conrad Abu Dhabi, Etihad Towers between January 28 and 30, 2025 and invited the world's leading experts, researchers, policymakers and weather scientists to discuss a range of topics related to cloud seeding and rain enhancement programme The conference, featured more than 65 headline speakers, and included such topics as the use of Artificial Intelligence, the deployment of drones, the potential efficacy of new cloud-seeding materials, limited-area climate interventions, hybrid AI-physics models, and completely novel approaches. Dubai recently announced that they are trialing an initiative to use drones to clean the outside of the Dubai Metro stations. The drones are able to spray water and are controlled by the team on the ground.

In December last year, with His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Board of Trustees of the Dubai Future Foundation (DFF) launched a new drone delivery system, the very first of its kind in the Middle East.
The operators behind the new delivery system are Keeta Drone, a Chinese firm, who were awarded the license by the Dubai Civil Aviation Authority (DCAA).
Sheikh Hamdan actually placed the first drone order from the Rochester Institute of Technology-Dubai (RIT-Dubai) platform in Dubai Silicon Oasis – a designated landing pad of the drone delivery network. And whilst the initial operation is boutique in its capacity, it's expected to cover 33 per cent of the total land area of Dubai by 2030. That's an impressive expansion plan. Waste management
It was announced in 2016 that drones would be used for waste management department and will'carry out inspections across deserts and beaches'.
'We initially purchased the drone to monitor the landfill sites at Al Ghusais, Jebel Ali and Al Warsan, because as per regulations, they are allowed to reach up to 30 metres high,' Abdul Majeed Al Saifaie, director of the Waste Management Department, told Gulf News.
Dubai Municipality is particularly keen on these drone patrols because they are cost effective – at first they're likely to monitor campsites and people having barbecues at beaches (as those are two of the times that litter is often left behind). The futuristic Dubai Police force have been using high-tech drones to monitor traffic since 2017, when it was first announced. The police use them to keep an eye on traffic anywhere in the city and drones are to capture live recordings of the roads, which will be broadcast back to a command room using 4G technology. Lieutenant Mohammed Omar Al Muhairi, director of the drone project, said the aerial devices were equipped with long-life batteries so they would be able to stay in the sky as long as possible. In 2026, Dubai held a drones for Good competition, where tech and drone enthusiasts descended upon Dubai Internet City to compete for an international prize pool of Dhs4.6 million, and a smaller prize pool of Dhs1 million for national entrants. Impressive stuff.

The World Drone Prix was held in Dubai in March 2016 and it was essential a race for drones. Teams flew in from all around the world to compete for an incredible prize of Dhs 3.7 million. It was also the first time a complete drone racing track has ever been custom-built for a drone racing event.

Personal use
The UAE had a ban on personal drones since January 2022 however since January of this yeat the UAE ban on the personal use of drones has been lifted, subject to strict conditions.
The Ministry of Interior (MOI) and the National Emergency, Crisis and Disaster Management Authority and the General Civil Aviation Authority announced in November 2024 that the ban on flying drones in the UAE – which has been in place since January 2022 – would be gradually lifted.

Dubai, and the neighbouring emirate, Sharjah, has also been known to use drones in a productive way during Covid 19. Sharjah's emergency crisis and disaster team joined forces with the Air Wing Department of the General Directorate of Security Support at the Ministry of Interior, and the Sharjah Police force, to launch a Covid-19 awareness campaign, using drones to enforce social distancing and deliver public safety messages. The drones are getting wiser too. Their part in the Abu Dhabi Mangrove Initiative has benefitted from a continual feedback loop of human experiential, and machine, learning. That has been channeled into more effective seed dispersal mechanism, more detailed 3D mapping, greater flight time efficiency and as a result, more seedlings making the grade.

The system supports the strategic objectives of the 'We the UAE 2031' vision and is designed to enhance government performance and service delivery. According to official reports, the system uses AI-powered data analytics, predictive tools, and in-depth analysis to convert the goals of the national vision into measurable outcomes. It aims to improve decision-making, oversight, and long-term planning across federal government entities. His Highness stated that the new performance system leverages artificial intelligence to help anticipate future challenges and opportunities. He noted the government's ongoing commitment to continuous development, excellence, and better public services. The system was launched in the presence of: His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council Mohammad Al Gergawi, Minister of Cabinet Affairs Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications The government reported that the system is capable of processing over 150 million data points per month. It is expected to generate more than 50,000 proactive insights annually. In addition, it could save over 250,000 working hours each year and deliver a 60 percent average improvement in government performance. Officials revealed that the system is based on a smart performance management framework. It uses AI tools and algorithms to monitor key indicators and provide executive summaries. It also supports predictive performance management by generating real-time insights. Further, the system introduces new features to support: Resource optimisation Enhanced service quality Timely execution of national plans Transparent and data-driven decision-making The system increases internal performance management capacity by 90 percent and enables the leadership to access proactive insights more efficiently. So far, 200 employees have been trained in data analysis and performance management. The platform will eventually support more than 250,000 users. Authorities confirmed that the platform encourages a culture of innovation and continuous improvement. It does this by promoting benchmarks, sustainable practices, and real-time data use. It also enables the government to predict future performance and measure community impact. Moreover, the system integrates data quality, security, and transparency features. It facilitates the collection, flow, and review of information across government departments. This supports quicker decision-making and reduces the administrative load. The system supports UAE's ongoing commitment to sustainable development and long-term strategic planning. It contributes to better service delivery, public trust, and overall governance outcomes. The UAE's performance measurement journey began in 2008 with the launch of the Adaa System. It advanced to Adaa 2.0 in 2013 and Adaa 3.0 in 2019. Tahnoon bin Zayed chairs ADQ Board of Directors meeting
H.H. Sheikh Tahnoon bin Zayed Al Nahyan, Deputy Ruler of Abu Dhabi and Member of the Supreme Council for Financial and Economic Affairs (SCFEA), has chaired the board meeting of ADQ. Sheikh Tahnoon commended ADQ's continued efforts to strengthen the foundations of economic resilience and sustainable development, in line with the wise vision of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, while also recognising ADQ's role in supporting the country's digital transformation and economic diversification through investments and strategic partnerships across global markets. During the meeting, the board reviewed ADQ's financial performance for Q1 2025, which remains on a strong growth trajectory. The board was also presented with a comprehensive summary of key transactions from the last quarter, including ADQ's acquisition of Aramex through a successful voluntary tender offer, subject to successful completion of the transaction. Aramex will form an integral part of ADQ's Transport and Logistics cluster, offering end-to-end supply chain integration and management while complementing existing investments within the cluster. The board was also briefed on the strategic significance of the US$25 billion investment partnership with Energy Capital Partners, the largest private owner of power generation and renewables in the US, which aims to develop new power generation infrastructure across the US. These projects are intended to meet the growing power demands of data centres driven by the proliferation of AI, while supporting the expansion of the country's broader energy infrastructure. Other notable milestones included the launch of Gridora, a joint venture established in April by ADQ, IHC, and Modon Holding to drive infrastructure development through private and public-private partnerships. Operating under Modon Holding, Gridora will collaborate with specialist partners and capital providers to deliver large-scale, high-impact infrastructure projects. During the same month, ADQ, IHC, and First Abu Dhabi Bank announced plans to launch a dirham-backed stablecoin, fully regulated by the UAE Central Bank. The stablecoin aims to simplify payments and business transactions locally and globally, reinforcing the UAE's position as a fintech leader and enhancing its digital infrastructure. In May, ADQ successfully completed its third debt capital markets issuance, launching a US$2 billion dual-tranche bond to diversify its funding sources and enhance its financial resilience. The proceeds provide growth capital for projects aligned with ADQ's long-term strategy. The issuance accomplished broad institutional distribution from major investors across Asia, the US, the Middle East, UK and Europe and was oversubscribed by more than 3.5 times, reflecting strong investor confidence in ADQ's credit fundamentals and long-term value proposition. The board was also updated on the progress of ADQ's contribution to the UAE's National Strategy for Artificial Intelligence 2031 as well as Abu Dhabi's agenda in these areas. In addition to other relevant initiatives, ADQ has launched the Sprint AI programme which is aimed at driving innovation, digital transformation and AI adoption. The programme encompasses three key pillars: pillar 1 will support the development of advanced data infrastructure, governance, and analytics capabilities; pillar 2 will facilitate artificial intelligence research, adoption, and commercialisation across key sectors; pillar 3 will mobilise the development of innovative proof-of-concept solutions and pilot projects. By strategically deploying this funding, Sprint AI will enable ADQ's portfolio companies to bring groundbreaking technologies and practices to their operations, strengthening the future-readiness and resilience of ADQ's portfolio. First adopters include Silal, AD Ports Group and Agthia Group. The board was also updated on key achievements across ADQ's portfolio. In Energy and Utilities, TAQA and EWEC agreed to develop new energy infrastructure aligned with the UAE's National Strategy for AI 2031 and Net Zero 2050 goals. As part of this, TAQA signed a 24-year power purchase agreement with EWEC to develop the one-gigawatt Al Dhafra open-cycle gas turbine project. In Food and Agriculture, Silal signed a strategic partnership with Shouguang Vegetable Industry Group to build a 100,000 sqm agritech hub in Al Ain Region. The facility will leverage AI and robotics to boost efficiency and drive sustainable innovation in agriculture. In ADQ's Sustainable Manufacturing cluster, EMSTEEL, one of the largest steel manufacturers in the UAE, partnered with MediSun Energy, a brine management company, to launch a first-of-its-kind initiative in the UAE that will transform desalination brine into renewable blue energy and magnesium carbonate. The project aligns with the UAE's goals for innovation, decarbonisation, and resource efficiency. During the meeting, the board members leveraged the latest version of ADQ's AI Board advisor that integrates multiple AI tools to support decision-making. Built on ADQ's extensive knowledge base, the AI Board advisor provides expert insights and strategic recommendations to guide board discussions. Mohamed Hassan Alsuwaidi, Managing Director and Group Chief Executive Officer of ADQ, said, 'Under the visionary leadership of His Highness Sheikh Tahnoon bin Zayed Al Nahyan, ADQ continues to strengthen Abu Dhabi's economic resilience through targeted investments in high-impact infrastructure and strategic supply chains.
