Solid waste collection, citizen services hit in Mangaluru as MCC staff on strike

The Hindu2 days ago
Collection and transportation of solid waste from doorsteps in the city and all citizen centric services in Mangaluru came to a standstill after employees of Mangaluru City Corporation (MCC) resorted to an indefinite strike from July 10.
Holding placards, the staff, led by South Kanara Municipal Employees' Union, Karnataka State City Corporations' Employees' Association, and Karnataka State City Corporations' Employees' Parishat, sat at the entrance of the MCC head office at Lalbagh urging the State Government to fulfil various demands.
None of them, including pourakarmikas, attended to their duties.
Balu, president, South Kanara Municipal Employees' Union, wants the government to extend the Seventh Pay Commission benefits to the staff and officers of the corporation on par with other State Government employees.
'The government has asked city corporations across Karnataka to contribute their share, for example like 15%, to extend the Seventh Pay Commission benefits. This is not fair,' he said urging the State Government to bear the financial burden fully through the Finance Department.
He wants the Karnataka Government Insurance Department's Group Insurance Scheme to be extended to the corporation's employees. The scheme provides both insurance coverage and a lump sum payment on retirement. With this, the MCC employees and their families will have financial security, he said.
Mr. Balu said that the corporation staff should be covered under General Provident Fund (GPF) and Jyothi Sanjeevani health scheme, as provided to State Government employees, without any modification.
Seeking an amendment to cadre and recruitment rules pertaining to city corporations, he said that the officers and employees of city corporations are deprived of promotions for many years. Hence, the government should consider promotions in various posts.
Pourakarmikas demand houses
Leading the pourakarmikas in the strike was S. P. Anand who said that, since a majority of pourakarmikas are from outside Dakshina Kannada district, they should be given houses each measuring at least 600 sq. ft. Some pourakarmikas have been given houses measuring 245 sq ft, he said.
Mr. Anand said that the corporation had 312 permanent pourakarmikas, 135 loaders, and 465 pourakarmikas who are under direct payment.
He said pourakarmikas should not be made to contribute their share while paying medical bills by producing health card. Instead, the government should fully bear the cost of medical treatment.
As the five-year term of the elected council of the corporation has expired, the corporation is now under an administrator who is the Deputy Commissioner of Dakshina Kannada.

MCC staff strike enters fourth day, former CM meets protestors

The ongoing strike of the employees of the Mysuru City Corporation has entered fourth day on Friday, and the agitation has already begun to impact the city's cleanliness with the pourakarmikas staying away from their duties in support of their demands. The strike was in response to the Statewide agitation of the employees of the city corporations, seeking the extension of the 7th Pay Commission benefits to pourakarmikas, besides other demands. The members of the Mysuru City Corporation Employees' Association on Friday submitted a memorandum to former Chief Minister B.S. Yediyurappa and urged him to prevail upon the State government to fulfil their demands. He was accompanied by MP for Shivamogga B.Y. Raghavendra. Mr. Raghavendra said that Mr. Yediyurappa's visit has brought strength to the protesters, and hoped that it opened the eyes of the Chief Minister to the their demands. Like the State government employees and officers, the MCC employees are also in need of health schemes such as group insurance schemes and Jyothi Sanjeevani. They also work for the people and deserve such benefits, he said. Mr. Raghavendra said the BJP State unit President B.Y. Vijayendra and Leader of Opposition R. Ashok have taken up their cause and will prevail upon the government to fulfill their demands. 'Being the MP, I urge the Chief Minister to look into their demands.' Heaps of garbage remain uncollected near the Devaraja Market where large quantities of waste were generated, as the civic workers have stayed away from work. The MCC employees have demanded that the benefits of the Karnataka Government Insurance Department, Group Insurance Scheme, and General Provident Fund, like they are provided to the State government employees, without any modification, besides Jyothi Sanjeevani health scheme. The protesting employees said the officers and employees of the city corporations were deprived of promotions for many years and urged the government to consider promotions. They have also sought an amendment to cadre and recruitment rules.

Kerala job aspirants continue to fall victim to Myanmar scam centres

An increasing number of youths from Kerala seeking overseas employment are falling victim to cyber scam at Myawaddy in Myanmar. The latest case involves Vishnu Preetha Sreenarayanan from Kundara in Kollam, who became a victim of labour fraud and human trafficking. He re-entered Thailand on July 8 after spending over two months in the 'custody of a cyber fraud gang' in Myanmar. N.K. Premachandran, MP, said that efforts were under way to bring Vishnu back to India. According to Vishnu's relative, Balu T.S., the gang released him only after a payment of ₹5 lakh was made to three bank accounts. 'Vishnu initially tried to go to Jordan for a data entry job and paid a private agency ₹2.3 lakh. However, that opportunity fell through. Later, he received an offer for a receptionist-cum-data entry position in Thailand, which he accepted without hesitation. But after reaching Thailand, he was taken to Myanmar, only to discover that the job was at a scam centre,' Mr. Balu said. Vishnu's relatives said he was subjected to degrading treatment. 'When he realised that he was working at a scam centre, he requested to return to India. They refused, confiscated his mobile phone, and even deprived him of food. They demanded ₹5 lakh for various so-called expenses. We had no choice but to pay. He was released eight days after the payment,' Mr. Balu added. The family last contacted Vishnu on July 9 when he was at an immigration detention centre in Mae Sot, Thailand, after crossing the border from Myanmar. Meanwhile, K.C. Venugopal, MP, has written to Minister of External Affairs S. Jaishankar seeking immediate intervention to 'bring 44 Indian nationals, including five from Kerala, who are currently held by a human trafficking gang in Dongmei Park, Myanmar.' According to the Indian Embassy in Myanmar, since July 2024 a total of 840 Indian nationals have been rescued from scam centres at Myawaddy. In March this year, 283 people, including Keralites, were rescued and brought back. Sources at NoRKA Roots said that they have been engaged in rescuing Keralites duped in Myanmar for over one-and-a-half years. However, the number of people rescued so far was not immediately known and would have to check records, said a senior official. NoRKA Roots has been running awareness campaigns, including videos on social media, warning against falling for lucrative IT jobs offered on travel visas or visit visas, especially in Southeast Asian destinations such as Thailand, Myanmar, Laos, and Cambodia long before the scam was widely reported.
