Ludhiana: State teachers' union submits charter of demands to dist officials

The members of Government Teachers' Union (GTU) submitted a detailed memorandum of demands to district education officers (DEOs), addressed to the chief minister and the state education minister, seeking urgent reforms in service conditions, salaries, and working environments. The union warned that if these demands are not met soon, the teaching community across Punjab will intensify its protest. (HT Photo) Led by the state teachers' union, the memorandum raises strong concerns over long-standing issues that have remained unresolved, despite repeated assurances. The union demanded that salaries of all employees be released by the first of every month without delay. Pending dues such as GPF advances, leave encashment, and other financial benefits should be cleared immediately. Another key demand is the generalisation of favourable court decisions across similar teacher recruitment cases, ensuring uniform relief for all affected teachers. The union also urged the state government to revoke rejected transfer requests and to stop unwarranted political interference in the formation and functioning of school management committees. The memorandum also appeals for the restoration of academic dignity by ending non-teaching duties imposed on teachers—especially tasks assigned on Sundays and holidays, such as data form submissions and document collections. Teachers insisted that all cadres, including ETT, C&V, master cadre, lecturers, principals, BPEOs, and assistant directors, receive timely promotions and vacant posts be filled on priority. The union also highlighted the need to address the staffing crisis. It demanded filling of vacant posts for clerks, data entry operators, and support staff, especially at block and district offices. Additionally, 59 contractual employees and 29 dismissed headmasters working under Samagra Shiksha should be made permanent and reinstated immediately. Teachers from Model Schools, Meritorious Schools, and Adarsh Schools, including those under NSQF, demanded inclusion under regular pay scales. A special transfer window was also requested for teachers promoted to lecturer posts or working outside their preferred districts. Importantly, the union urged the reinstatement of 1904 abolished posts of head teachers and subject-specific positions like drawing teachers and work education instructors in middle schools. On the financial front, the union demanded the restoration of the Old Pension Scheme, withdrawal of pay cuts under central scales, reinstatement of the higher grade pay introduced in 2011, and restoration of all withheld allowances. They also called for the implementation of the 7th Pay Commission's final report with 2.59 fitment factor from January 2016 and the immediate release of 125% pending dearness allowance. Another major point was the demand for periodic pay revisions every five years as recommended by the Kothari Commission. Families of teachers who lost their lives due to COVID-19 should receive ₹50 lakh ex-gratia and assured government jobs for dependents. 'The 8886 teachers should receive complete salary and allowances from April 2018, and recent central scale notifications issued after July 17, 2020, should be withdrawn. Teachers recruited under advertisement numbers for ETT (180 posts), master cadre (3582 posts), and DPE (837 posts) must be brought under uniform pay scales, revoking dual salary structures,' said Jagjit Singh Mann, district president of the union. The union warned that if these demands are not met soon, the teaching community across Punjab will intensify its protest.

Gadwal: In a major initiative aimed at addressing the long-standing pension-related grievances of retired government employees, District Collector B.M. Santosh has announced the conduct of a Pension Adalat. According to the official statement, the Pension Adalat will be held on July 25, 2025, from 10:30 AM to 5:00 PM at the Conference Hall of the Joint Mahabubnagar District Collectorate, where Drawing and Disbursing Officers (DDOs) from across the joint Mahabubnagar district will participate. The aim of this special drive is to expedite the resolution of pending pension and GPF (General Provident Fund) cases through coordination with the Principal Accountant General of Telangana and District-Level Pension Committees. The Adalat will focus on resolving complaints from pensioners, guiding departmental officers on how to promptly submit proposals, accelerating the resolution process, and reducing pension-related litigation. The event will include a workshop on pension and GPF issues involving officers from the districts of Mahabubnagar, Narayanpet, Jogulamba Gadwal, Wanaparthy, and Nagarkurnool. The workshop will provide clarity on procedures and help resolve administrative delays that are often the root cause of pension case backlogs. As part of the directive, the Collector instructed all department heads in Jogulamba Gadwal district to ensure that at least one officer responsible for handling pension matters from each department attends the workshop without fail. Similarly, District Treasury and Sub-Treasury Officers are required to participate in the Pension Adalat and workshop with all relevant records and documentation pertaining to pension and GPF matters. The Collector also warned that any negligence or delay in this matter would be viewed seriously, as the event is critical for delivering long-overdue justice to pensioners who have dedicated years of service to the government.

Collection and transportation of solid waste from doorsteps in the city and all citizen centric services in Mangaluru came to a standstill after employees of Mangaluru City Corporation (MCC) resorted to an indefinite strike from July 10. Holding placards, the staff, led by South Kanara Municipal Employees' Union, Karnataka State City Corporations' Employees' Association, and Karnataka State City Corporations' Employees' Parishat, sat at the entrance of the MCC head office at Lalbagh urging the State Government to fulfil various demands. None of them, including pourakarmikas, attended to their duties. Balu, president, South Kanara Municipal Employees' Union, wants the government to extend the Seventh Pay Commission benefits to the staff and officers of the corporation on par with other State Government employees. 'The government has asked city corporations across Karnataka to contribute their share, for example like 15%, to extend the Seventh Pay Commission benefits. This is not fair,' he said urging the State Government to bear the financial burden fully through the Finance Department. He wants the Karnataka Government Insurance Department's Group Insurance Scheme to be extended to the corporation's employees. The scheme provides both insurance coverage and a lump sum payment on retirement. With this, the MCC employees and their families will have financial security, he said. Mr. Balu said that the corporation staff should be covered under General Provident Fund (GPF) and Jyothi Sanjeevani health scheme, as provided to State Government employees, without any modification. Seeking an amendment to cadre and recruitment rules pertaining to city corporations, he said that the officers and employees of city corporations are deprived of promotions for many years. Hence, the government should consider promotions in various posts. Pourakarmikas demand houses Leading the pourakarmikas in the strike was S. P. Anand who said that, since a majority of pourakarmikas are from outside Dakshina Kannada district, they should be given houses each measuring at least 600 sq. ft. Some pourakarmikas have been given houses measuring 245 sq ft, he said. Mr. Anand said that the corporation had 312 permanent pourakarmikas, 135 loaders, and 465 pourakarmikas who are under direct payment. He said pourakarmikas should not be made to contribute their share while paying medical bills by producing health card. Instead, the government should fully bear the cost of medical treatment. As the five-year term of the elected council of the corporation has expired, the corporation is now under an administrator who is the Deputy Commissioner of Dakshina Kannada.

The corporation officers and staff, who protested by curtailing the office service at the BCC office premises, sat on the steps of the office entrance, urging that their demands be met. The employees demanded that the 7th Pay Commission benefits be extended to the corporation employees as well. They insisted that funds should be released properly from the finance department and that the cadre and recruitment rules of the Karnataka State City Corporations should be amended, with a notification issued. The KGID and GPF benefits implemented for state govt employees should be applicable to the corporation employees as well. Health services should be provided to the corporation employees under the Jyoti Arogya and Sanjeevini schemes. A sports meet should be organised for the corporation employees, just as a sports meet is organised for the state govt employees every year. Speaking on the occasion, Suresh Dyamannavar, the general secretary of the organisation's BCC unit, said that the govt is discriminating by not providing the facilities given to the state govt employees to the local body employees. All the facilities available to the govt employees should be available to the employees of the local bodies. The govt has already implemented the Sanjeevini health service for the state govt employees. However, this health service should be implemented mainly for the civic workers who clean the city. He appealed that the govt should take appropriate action in this regard. Pundalik Malagi, a BCC employee, said that the state govt facilities are not reaching the 10 corporations and more than 200 urban local bodies in the state. No order issued by the govt is being implemented properly within the corporation. The employees of local bodies, who are working hard for the development and prosperity of the city, are being deprived of the facilities they deserve. Moreover, they expressed dissatisfaction that they have reached a situation where they have to take to the streets and fight if any govt order is to be implemented in local bodies. BCC employees, including Hanumant Kaladagi, Anand P, Shaila Naikar, Suvarna H, Ujwala Hangerkar, Rajshree Jadhav, Meenakshi Togari, Shobha Mohite, and Vijayalaxmi Patil participated. In Hubballi, HDMC workers stage a walk-out Hubballi-Dharwad Municipal Corporation (HDMC) employees staged a protest by walking out from duty on Tuesday at HDMC, Hubballi, demanding the fulfilment of various demands. HDMC Hubballi, was completely shut down due to the protest. State-level employees launched the protest at Freedom Park in Bengaluru, and HDMC employees participated in it by taking leave from work. Employees who did not attend the protest in Bengaluru staged a protest on the office premises.

Bengaluru: TheSpecial Lokayukta Court has expressed deep concern over the rampant corruption within the Bruhat Bengaluru Mahanagara Palike (BBMP), noting that in the past two weeks alone, over six engineers have been caught red-handed while accepting bribes. The recent incident involves BBMP's Assistant Executive Engineer of CV Raman Nagar division, H.V. Yarappa Reddy, who was arrested by Lokayukta officials on June 18 while allegedly accepting a bribe of ₹10 lakh from a contractor for releasing pending bills. Reddy's bail plea was rejected by Judge KM Radhakrishna, who criticized the alarming spread of corruption in the civic body. In a strongly worded observation, the judge stated, 'Corruption in the government system has reached uncontrollable levels, similar to a spreading plague. Common citizens suffer the most due to the greed of officials. If such cancerous behavior is not curbed, the next generation will lose faith in public institutions.' The court also highlighted that despite orders and rules, BBMP appears to be engulfed in a bribe-for-work culture, making it nearly impossible to get work done without paying bribes. The judge emphasized that Reddy's continued custody is essential, as releasing him on bail could jeopardize ongoing investigations and lead to destruction of evidence. According to the complaint, the accused engineer had demanded ₹10 lakh from contractor G.M. Hemant to release payments for civic works executed in CV Raman Nagar limits. Based on the complaint, Lokayukta officials laid a trap and arrested Reddy while accepting the bribe. He is currently lodged at Parappana Agrahara Central Jail. Meanwhile, protesting various unmet demands, BBMP staff, along with employees of 10 other municipal corporations across the state, have planned a mass leave and protest on July 8 at Freedom Park. The Karnataka State Municipal Employees Federation president, A. Amrutraj, stated that essential services, including sanitation, would be suspended during the protest. Their key demands include extension of the 7th Pay Commission benefits to municipal employees, direct grant release from the Finance Department, and amendments to cadre and recruitment rules. They are also demanding implementation of welfare schemes such as KGID, GPF, Jyothi, and Arogya Sanjeevini.
