
Firm fined RO2,200 for failing to provide services: CPA
Muscat – The Primary Court in the wilayat of Barka has ruled against a commercial establishment, convicting two of its representatives for violating the Consumer Protection Law.
The court imposed a fine of RO2,200 and ordered a refund of RO470 to a consumer.
The case followed a complaint by a customer who had purchased a refrigerator for RO470 and later discovered it was defective, failing to cool properly.
Despite repeated attempts to contact the establishment for inspection or replacement, the consumer received no response.
The Consumer Protection Authority (CPA) intervened and referred the matter to the Public Prosecution, which forwarded it to the court. After reviewing the case, the court found the two representatives guilty of failing to provide the service properly and of issuing an invoice not written in Arabic, both violations of the Consumer Protection Law issued under Royal Decree No 66/2014.
Each representative was fined RO600 for the first offence and RO500 for the second. The court ruled that the fines would be suspended if the consumer was refunded within one month. The defendants were also ordered to pay legal expenses.
In civil terms, the contract between the parties was rescinded, and the court ordered the defendants to return the full purchase amount of RO470. The CPA reaffirmed its ongoing commitment to protecting consumer rights and urged all businesses to comply with relevant laws and regulations.

CPA uncovers sand fraud in Barka
Barka – The Consumer Protection Authority (CPA), in coordination with the Barka Police Station and the Public Prosecution in Barka, has successfully uncovered an unlicensed operation involved in the adulteration and illegal sale of construction sand. The joint effort led to the seizure of quantities of tampered sand, mixing equipment, and construction waste at a covert site. The operation follows a consumer report, alleging the fraudulent sale of mixed sand. According to the complaint, fine sand was being blended with sea sand and construction debris and sold as 'plaster' sand for use in building works. Acting on the report, inspection teams launched a thorough investigation and conducted field visits to the suspected site. The investigations confirmed the illicit activity, and authorities moved swiftly to confiscate the materials and equipment used in the operation. The individual responsible for the site, along with the driver of a transport vehicle used in the scheme, were apprehended at the scene. During questioning, both admitted to knowingly engaging in commercial fraud by distributing the adulterated sand as high-quality construction material. Further investigations revealed that the site operated without the required licenses for handling or selling construction materials. A financial penalty of RO1,000 was imposed on the violators, and legal measures were taken, including referral to the competent authorities for further investigation and possible prosecution. CPA reaffirmed its commitment to protecting consumer rights and ensuring the integrity of goods and services offered in the local market. It called on members of the public to remain vigilant and report any suspicious commercial activities that may compromise product quality or public safety.

Omani students launch AI tool to aid learners with disabilities
Muscat – A group of Omani university students has developed an artificial intelligence-powered learning platform to improve access to higher education for students with disabilities, highlighting the growing role of youth-led innovation in the sultanate's digital transformation. Named Ilmify, the platform allows students to upload complex academic material, which is then simplified using AI into accessible formats such as text summaries and audio explanations. It is designed to assist learners with visual or hearing impairments, as well as students with cognitive difficulties who face challenges with standard course content. The tool was developed by nine students from different academic fields and is part of a wider trend across the Gulf and South Asia, where student entrepreneurs are using technology to address gaps in education equity. Ammar bin Rashid al Busaidi, Operations Manager, said the idea stemmed from a teammate's struggle to access course material due to a disability. 'That experience motivated us to create something useful for others in similar situations,' he said. The name combines the Arabic word 'ilm' (knowledge) with '-ify' linking knowledge and technology. It also includes an accessible interface, easy navigation and the option to switch between formats. The students worked on Ilmify while pursuing regular studies. 'Balancing classes and technical development wasn't easy, but efficient time management and a shared vision made it possible,' Busaidi said. Plans are underway to launch a mobile app and expand the platform's content to include school-level material, sign language videos and more language options for non-Arabic and non-English speakers. The team is also seeking partnerships with education institutions and organisations that support individuals with disabilities in Oman and other countries where digital learning tools for students with special needs are still limited. Although still in its early stages, Ilmify supports Oman's strategy to develop inclusive, technology-driven education under the national digital economy plan. Busaidi noted that inclusive edtech is a growing sector in countries such as India, the UAE and Saudi Arabia, where governments are investing in AI learning tools for diverse learner groups, including those with disabilities – a trend that Ilmify aims to support.
