Plug-and-Play Industrial Parks: Government infrastructure initiatives boost optimism in India's warehousing sector, ET Infra

Slow pace of land aggregation, delayed government approvals, patchy utilities, and poor connectivity to highways and railheads are key factors impeding further expansion of India's warehousing sector, according to a report. The country currently offers just 0.2 sq ft of quality warehousing per urban resident, far behind China's 8.6 and the US's 47.3. This is despite 97 per cent of manufacturing companies surveyed in India by property consultancy Cushman & Wakefield acknowledging improved access to Grade-A warehousing Plug-and-play (P&P) infrastructure has emerged as a key solution. "According to our survey, 88 per cent of manufacturers are scaling up due to infrastructure-led confidence, and over 95 per cent report improved logistics access through government-backed programmes," said Gautam Saraf, executive managing director, Mumbai and new business at Cushman & Wakefield. "To sustain this momentum, India must address deep-rooted cost and capacity gaps, especially in logistics, integrated facilities, and MSME productivity ." Plug-and-play industrial parks , multimodal logistics networks, and improved land aggregation frameworks are not just enablers-they are essential levers for converting policy momentum into production-ready outcomes," Saraf added. The survey was conducted with 94 senior decision-makers across India's manufacturing and logistics sectors, including chief executives, plant heads, and supply chain leaders, capturing a mix of perspectives from large enterprises and MSMEs. These respondents represent a diverse group, with 56 per cent of companies surveyed employing over 500 people.The study revealed high optimism regarding the impact of government-led infrastructure initiatives such as Bharatmala, Sagarmala, dedicated freight corridors, and the National Industrial Corridor Development. As many as 86 per cent of respondents said these initiatives have positively influenced their business operations, while 95 per cent reported improved access to logistics and transport infrastructure "A significant takeaway from our research is the rising importance of plug-and-play industrial parks. These pre-approved, infrastructure-ready zones are helping reduce time-to-market, lower upfront capital expenditure, and mitigate operational risks, especially for MSMEs looking to scale," said Abhishek Bhutani, managing director, logistics & industrial, Cushman & Wakefield.For 88 per cent of respondents, the government's infra push has directly influenced capital investment decisions, signalling increased confidence to scale operations. For large enterprises, impact is even sharper-94 per cent say these upgrades have been pivotal in shaping their expansion plans.Report points to rising momentum in sectors such as automotive, engineering goods, electronics, and chemicals. Simultaneously, third-party logistics and FMCG operators are driving demand for Grade-A warehousing, buoyed by consumption growth and scaling of distribution networks.

Lucknow: Based on its on-ground experience of interaction with UP's diaspora in Maharashtra, Uttar Pradesh Development Forum — a not-for-profit social organisation working to integrate UP diaspora for development of the state — has urged the Uttar Pradesh govt to establish a dedicated MSME National Stock Exchange in Uttar Pradesh. In a letter to UP MSME minister Rakesh Sachan, UPDF president Pankaj Jaiswal wrote: "While existing stock exchanges such as BSE and NSE offer an SME platform for IPOs, these often operate under the overwhelming shadow of large-cap markets much like a sapling growing under a Banyan tree. We believe that if UP being the national leader in MSMEs takes the bold step of establishing a dedicated MSME Stock Exchange, it would serve as a catalytic financial institution for MSMEs across India." He added UP's exchange could focus exclusively on the unique capital needs of small and medium enterprises. He listed out several advantages of the exchange, such as simplified and fast-track listing procedure; tailored compliance mechanisms; sector-specific investor networks. This scheme promotes the development of private industrial parks under a "build, own, and operate" model, allowing land development from 10 to 50 acres with significant incentives, including 100% exemption on stamp duty, loan assistance at just 1% interest rate, grant support of up to Rs 4 crore, 10 years exemption on electricity duty, as well as GST and income tax exemptions. Facilities such as testing labs, effluent treatment plants, and road connectivity are also supported. He also invited entrepreneurs to invest in UP and share knowledge with local industries. On this occasion, Ashok Tiwari proposed organising a National MSME Conclave in Uttar Pradesh.

The Micro, Small and Medium Enterprises (MSMEs) from Andhra Pradesh are not just local champions but emerging global contenders, said Minister for MSME, SERP and NRI Empowerment and Relations Kondapalli Srinivas while addressing the participants at the International Reverse Buyer-Seller Meet (RBSM) in Tirupati on Saturday. He interacted with international buyers and hundreds of local entrepreneurs on the second day of the RBSM event. He emphasised the State government's unwavering commitment to strengthening the MSME ecosystem and connecting it with global markets. 'We are building a future where our MSMEs export with confidence, backed by quality, innovation and government support,' he said. Organised by the APMSME Development Corporation, in collaboration with the Federation of Indian Export Organisations (FIEO), the three-day meet brought together over 350 MSMEs and 30 international buyers from the U.S.A., U.K., Australia, G.C.C. (Gulf Cooperation Council) nations, Africa, and Southeast Asia. A major outcome of the event was the signing of 101 MoUs and business agreements, including contributions from 40 first-time exporters and 38 women entrepreneurs. These pacts are expected to unlock significant international trade opportunities for MSMEs, Farmer Producer Organisations (FPOs), artisans, and weaver societies across the State. MSME Development Corporation Chairman Tammireddy Siva Sankara Rao and CEO Vishwa M. addressed the gathering, highlighting the importance of such forums in enhancing A.P.'s global trade footprint. From agro-processing to engineering goods — MSMEs across a wide range of sectors showcased their products, received direct feedback from buyers, and explored potential exports. Entrepreneurs from Tirupati, Nellore, Kadapa, and Chittoor gained critical exposure to global standards, market expectations, and quality protocols. During the valedictory session, Sudarshan Babu, executive director of APMSME DC, and Unnikrishnan, joint director general of FIEO, underlined the importance of certification, sustained innovation, and preparedness to seize global opportunities. The Tirupati RBSM concluded on a high note, reinforcing A.P.'s growing reputation as a dynamic hub for export-ready MSMEs and setting the stage for stronger international trade partnerships.
