
Establish intellectual property centres in varsities: Governor
Bengaluru: Governor Thaawarchand Gehlot Saturday called for urgent action to bridge the intellectual property (IP) gap in the country's booming startup ecosystem and underlined the importance of establishing IP centres in universities.
Highlighting the country's rise in the ecosystem globally (third largest now) with over 1 lakh startups and 110 unicorns, the governor warned that only a fraction is currently protected by IP rights, suggesting the need for increased awareness and institutional support.

e was speaking at the launch of Karnataka chapter of Innovasthan, a campaign focused on fostering innovation, IP and enterprise-led growth.

Quoting Patent Annual Report 2022-23, Gehlot praised Karnataka's contribution of over 6,500 patent filings, but urged universities, MSMEs and startups to further accelerate IP-related efforts. "Innovation is being encouraged at every level, from schools to industries. Our universities must take the lead by establishing IP centres in accordance with the national IPR policy and by adopting robust frameworks to manage and commercialize intellectual property," he said.
AICTE chairman TG Sitharam praised Karnataka's strong contribution to engineering and innovation, especially through premier institutions in Bengaluru. Drawing parallels with China, he stressed that India could compete globally by leveraging its vast talent pool. He also called for regional language integration in technical education, urging that textbooks be developed in Kannada, with local institutions and experts taking the lead in making education more accessible and inclusive.

71% of manufacturing MSMEs say govt-skill training schemes didn't help: Report
New Delhi [India], June 29 (ANI): The government skill and talent initiatives are not effectively reaching the Micro, Small and Medium Enterprises (MSMEs) engaged in the manufacturing activities, as a staggering 71 per cent of small firms say government-run skill-training programmes haven't helped them, according to a report by Cushman & Wakefield. The report observed that approximately 61 per cent of MSMEs stated that government skill and talent initiatives had not reached them, while 39 per cent affirmed that they had received benefits. 'Our survey indicates that government skill and talent initiatives aren't reaching the sector effectively. The gap is widest among small firms; 71 per cent say government skill-training programmes haven't helped them,' the report titled 'Elevating India's Manufacturing Resilience: Charting the Path to Self-Reliance' added. The size of the small firms in the survey was less than 500 employees. MSMEs employed four of every five manufacturing workers and produced 40 per cent of the sector's output. Yet each worker in an MSME generates only 14 per cent as much as a worker in a large plant, the report added. Similar manufacturers in emerging economies have reached almost 30 per cent; in advanced economies the gap is even smaller, the report observed. Apart from various skilling schemes, the government has earmarked Rs 2,500 crore for 12 sector-specific plug-and-play parks to speed plan setup, slash capex, help SMEs and attract Foreign Direct Investments. On the other hand, about 88 per cent of survey respondents said that government infrastructure spending has influenced their capex plans. The 93 per cent of respondents report better operating efficiency and profitability where modern parks and corridors are in place. Notably, 88 per cent of respondents plan to expand operations, driven by infrastructure projects like Bharatmala, Sagarmala, Dedicated Freight Corridors, and the National Industrial Corridor Development. 'India must address deep-rooted cost and capacity gaps--especially in logistics, integrated facilities, and MSME productivity. Plug-and-play industrial parks, multimodal logistics networks, and improved land aggregation frameworks are not just enablers; they are essential levers for converting policy momentum into production-ready outcomes,' said Gautam Saraf, Executive Managing Director, Mumbai & New Business, Cushman & Wakefield. Additionally, 95 per cent reported improved access to logistics, while 94 per cent of large enterprises credited infrastructure upgrades as central to their growth strategies. Despite these advancements, critical challenges persist. High logistics costs, low warehousing capacity (0.2 sq. ft. per urban resident vs. 47.3 in the U.S.), minimal domestic value addition (17 per cent vs. China's 25 per cent), and skill gaps, especially in MSMEs, threaten long-term competitiveness. Innovation is key to self-reliant India: Governor
Bengaluru: Karnataka Governor Thaawarchand Gehlot on Saturday said innovation is the only path for India to achieve self-reliance and global leadership in today's intensely competitive world. Highlighting India's rich heritage of innovation, the Governor said, 'India has always been a land of ideas. From the ancient universities of Takshashila and Nalanda to medical pioneers like Charaka and Sushruta, and mathematical legends like Aryabhata – innovation lies at the heart of our civilization. Today, it's not just about thinking; it's about transforming ideas into impactful reality.' He was addressing the gathering at 'Innovasthan – A Vichar to Vikas Yatra', a national campaign focused on fostering innovation, intellectual property (IP), and enterprise-led growth. The event was jointly organised by the Council for Industrial Innovation and Research and Jain (Deemed-to-be) University in Bengaluru. Gehlot noted India's remarkable rise in the Global Innovation Index, moving from 81st position in 2015 to 40th in 2023, and emphasised that innovation in India must expand beyond laboratories to influence policy, education, industry, and society at large. 'To become a global innovation leader, India must bring together its higher education institutions, startups, MSMEs, corporate sector, and policy bodies onto a common platform,' he said, adding that coordination and collective commitment must make innovation a national mission. The Governor also emphasised the growing potential in India's startup ecosystem. 'With over one lakh startups and 110 unicorns, India is now the third-largest startup ecosystem in the world. However, only a fraction of these are protected by intellectual property rights. This gap must be bridged through greater awareness and institutional support for IP protection,' he said. Referencing the Patent Annual Report 2022–23, he lauded Karnataka for filing over 6,500 patent applications but urged stakeholders to further accelerate these efforts, especially within higher education, MSMEs, and startups. 'Innovation is being encouraged at every level—schools, colleges, universities, industries. The government is also supporting this with the National Intellectual Property Policy. Our universities must be encouraged to establish IP centres and adopt frameworks to manage and commercialize intellectual property,' he said. Calling for a mindset of 'Innovate – Protect – Scale,' Gehlot stressed the importance of national initiatives like Startup India, Atmanirbhar Bharat, Innovation Mission, and Make in India in nurturing innovation ecosystems. 'An idea, a tool, a device, or an app that improves lives is more than just technology—it is development in action.' Praising Bengaluru as a hub of technology, education, and cultural vibrancy, he commended Jain (Deemed-to-be) University for its contribution to the city's emergence as a premier education centre. The Governor also described 'Innovasthan' as a movement aligned with the vision of Hon'ble Prime Minister Shri Narendra Modi to build a self-reliant and innovation-driven India.

Demand for MSME stock exchange in UP
Lucknow: Based on its on-ground experience of interaction with UP's diaspora in Maharashtra, Uttar Pradesh Development Forum — a not-for-profit social organisation working to integrate UP diaspora for development of the state — has urged the Uttar Pradesh govt to establish a dedicated MSME National Stock Exchange in Uttar Pradesh. In a letter to UP MSME minister Rakesh Sachan, UPDF president Pankaj Jaiswal wrote: "While existing stock exchanges such as BSE and NSE offer an SME platform for IPOs, these often operate under the overwhelming shadow of large-cap markets much like a sapling growing under a Banyan tree. We believe that if UP being the national leader in MSMEs takes the bold step of establishing a dedicated MSME Stock Exchange, it would serve as a catalytic financial institution for MSMEs across India." He added UP's exchange could focus exclusively on the unique capital needs of small and medium enterprises. He listed out several advantages of the exchange, such as simplified and fast-track listing procedure; tailored compliance mechanisms; sector-specific investor networks. This scheme promotes the development of private industrial parks under a "build, own, and operate" model, allowing land development from 10 to 50 acres with significant incentives, including 100% exemption on stamp duty, loan assistance at just 1% interest rate, grant support of up to Rs 4 crore, 10 years exemption on electricity duty, as well as GST and income tax exemptions. Facilities such as testing labs, effluent treatment plants, and road connectivity are also supported. He also invited entrepreneurs to invest in UP and share knowledge with local industries. On this occasion, Ashok Tiwari proposed organising a National MSME Conclave in Uttar Pradesh.
