CHR calls for more legal protection for media workers

GMA Network20-06-2025

The Commission on Human Rights (CHR) on Friday called on the government to provide more legal protection for media workers "to ensure press freedom, dissent, and civic participation."
"CHR urges the Philippine government to act on the need to enhance the country's legal framework, including proposed legislation such as the Media Workers' Welfare Bill and Journalist Protection Bill, as well as existing mechanisms like Administrative Order No. 35 (creating an inter-agency task force on extrajudicial killings) and Executive Order No. 31, the decriminalization of libel, and a re-examination of key provisions of the Anti-Terrorism Act of 2020," the CHR said in a statement.
The CHR issued the statement after UN Special Rapporteur on the Promotion and Protection of the Right to Freedom of Opinion and Expression Irene Khan urged the Philippine government to ratify international human rights treaties and restore its past ratification of the Rome Statute of the International Criminal Court.
"The findings and recommendations of the Special Rapporteur align with the vision of a democratic society where every Filipino can participate in a healthy ecosystem of truthful information," added the CHR.
The CHR also said there is a need to further strengthen the implementation of the Philippine Plan of Action on the Safety of Journalists, as well as expand the mandate of the Presidential Task Force on Media Security.
On the international level, CHR echoed Khan's call for the Philippines to ratify the International Convention for the Protection of All Persons from Enforced Disappearance and to reaccede to the Rome Statute of the International Criminal Court.
"Every Filipino's right to freedom of expression and opinion is inherently linked to access to diverse sources of information, protection from threats, and meaningful participation in public life. As such, CHR remains firm in its stand that while the Philippines has seen improvements in this area, there remains a clear need for fundamental reforms to ensure that the free flow of information remains central to the country's democracy," the CHR added.
Likewise, the CHR echoed the Special Rapporteur's deep concern over the continued occurrences of red-tagging, persisting cases of enforced disappearances and media killings, incidents of arbitrary detention, and the vilification of human rights defenders.
Meanwhile, the CHR also welcomed Khan's recommendation to strengthen the independence of the Commission through the passage of the CHR Charter Bill.
CHR hopes that the recommendations set forth by the Special Rapporteur will reinforce the foundations already established toward fostering a safer environment for all Filipinos," said CHR. —VAL, GMA Integrated News

PH, Chinese diplomats play sports in rare display of camaraderie amid sea disputes

"Every act of sportsmanship and every shared victory have brought us closer," Chinese Ambassador to the Philippines Huang Xilian said. (Photo from the FB post of Ambassador Huang) Filipino and Chinese diplomats played badminton and bowling Sunday in a rare display of camaraderie amid simmering tensions between the Philippines and China over years-long disputes in the resource-rich South China Sea. The day-long sports festival hosted by the Philippine Department of Foreign Affairs in Tagaytay, a popular holiday destination south of Manila, was attended by several Chinese embassy staff and diplomats led by its Ambassador, Huang Xilliian, and more than a dozen from the DFA's Asia-Pacific Division headed by its Assistant Secretary, Evangeline Ong-Ducrocq. 'Glad to attend the ASPAC Friendlies together with my colleagues commemorating the 50th anniversary of CN-PH relations,' said Huang on Facebook. 'The bowling lanes and badminton courts were not just venues for friendly competition, but also arenas where joy was shared and friendship was deepened. Every act of sportsmanship and every shared victory have brought us closer. Let's work together for a better future. Mabuhay!' XXX (Photo from the FB post of Chinese Ambassador to PH Huang Xilian) June 9 marked the 50th anniversary of the establishment of diplomatic ties between the Philippines and China. Several activities and cultural events in the Philippines and China were held this month to commemorate the occasion. Chinese Coast Guard, Navy and suspected militia ships have had an alarming number of confrontations with Philippine Coast Guard, Navy and Bureau of Fisheries patrol ships in the disputed waters, where Vietnam, Malaysia, Taiwan and Brunei lay claims. China claims the South China Sea virtually in its entirety and has deployed much larger fleets of coast guard, navy and suspected maritime militia ships in the past years to assert that extensive claim against smaller claimant states. In 2012, former President Benigno Aquino III signed an administrative order renaming the stretch of waters in the South China Sea closer to the Philippines' western coast as West Philippine Sea. An international arbitration decision in 2016 ruled to invalidate China's territorial claims, but Beijing did not participate in the proceedings initiated by the Philippines and ignored the decision. President Ferdinand Marcos Jr. has developed closer military and defense ties with the U.S., its treaty ally, and other 'like-minded' states to strengthen the country's external defense, including in the West Philippine Sea. —LDF, GMA Integrated News

Majority of Pinoys back rejoining the ICC —OCTA survey

Majority of Filipinos are in favor of the Philippines rejoining the International Criminal Court (ICC), according to the results of an OCTA Research survey released on Monday. The Tugon ng Masa nationwide survey, conducted from April 20 to 24, showed that 57% of Filipinos want the country to rejoin the ICC while 37% are opposed to the move, and 6% remain undecided. Those who expressed support for rejoining the ICC was strong in most regions of the country. The survey results indicated that in Metro Manila, Balance Luzon, and the Visayas, at least 60% of respondents backed the move. However, Mindanao was an exception—with only 30% in favor of rejoining the ICC and 66% rejecting it, the highest rate of opposition recorded across regions. Across socioeconomic classes and age groups, support remains relatively consistent with at least half of the respondents in each category favoring rejoining, according to the survey. Further, opposition by class ranges from 34% to 42%, with the highest levels in Class E. By age, opposition spans 32% to 44%, with at least 40% of adults aged 18–24, 35–44, and 45–54 not in favor of rejoining the ICC. A total of 1,200 male and female respondents aged 18 and above were interviewed face-to-face for the study. The survey has a margin of error of ±3 % at a 95% confidence level. Subnational estimates for the geographic areas covered in the survey have the following margins of error at a 95% confidence level: ±6% for Metro Manila, Balance Luzon, Visayas, and Mindanao. Respondents were shown the following statement before they were asked of their stand: The International Criminal Court (ICC) is a global institution dedicated to upholding justice and protecting human rights by holding individuals accountable for the most serious crimes, including genocide, crimes against humanity, war crimes, and aggression. The Philippines withdrew from the ICC's founding treaty, the Rome Statute, in 2019 after the tribunal launched a probe into the Duterte administration's deadly drug war. When asked last March about the possibility of the Philippines rejoining the ICC, Marcos simply smiled and said the matter had not been discussed. This was after the arrest of his predecessor Rodrigo Duterte and the latter's detention in the Netherlands on charges of crimes against humanity before the ICC. However, Palace Press Officer Undersecretary Atty. Claire Castro recently said the President was open to having discussions with regard to the Philippines rejoining the tribunal. —AOL, GMA Integrated News

PH, Lithuania ink MOU to enhance defense ties

The Philippines and Lithuania on Monday signed a memorandum of understanding (MOU) to enhance the defense cooperation between the two countries. In her speech during her visit to the Philippines, Lithuanian defense minister Dovile Šakaliene said the MOU is a framework for a 'meaningful cooperation' with Manila. 'Our strategic commitment to the Indo-Pacific is laid out in our new strategy for defense and security engagement in this region, which was announced last month and we already have some defense engagements with the Philippines,' Šakaliene said. For his part, Philippine Defense Secretary Gilberto Teodoro Jr. said the signing of MOU will put into concrete terms their intended actions for 'more advanced exchanges in a bigger scale in the coming years to come.' 'There is also a lot to learn from Lithuania in technology, in resilience, as the extensive topics that were stated by Her Excellency the Minister earlier, and we look forward to deepening our ties with Lithuania,' Teodoro said. The Philippines in the past years has expanded defense security cooperation with other countries amid the tensions with China in the West Philippines Sea. —KG, GMA Integrated News
