West Bengal: Kaliganj by-poll to see several firsts
Speaking to ET, West Bengal-Chief Electoral Office (CEO) Manoj Agarwal said, 'Several new measures, including depositing mobile phones in jute bags outside polling booths, webcasting from camera placed outside the booth, live streaming in the vehicles of Paramilitary forces on duty and Quick Response Team (QRT) and naka checking getting monitored live will be done for first time in Kaliganj by-poll in West Bengal's Nadia district.'
" As per the latest ECI guidelines, maximum of 4 voters will be allowed inside the booth at any given time. This will also be implemented for the first time in Bengal and all other states which will go for by-polls on June 19," Agarwal pointed out.

In 309 booths of Kaliganj assembly Constituency in Nadia District, Rs 179 has been spent for each booth for creating the mobile depositing facility. Tokens will be given to the voters, after depositing the mobile phones. The volunteers will guard the mobile phones outside the booth. 'The whole model will be replicated in 2026 assembly polls, if successful this time,' Arindam Niyogi, Additional Chief Electoral Officer West Bengal, confirmed.
Taking the initiative of identifying dead voters in various Constituencies, in Kaliganj alone, 945 dead voters have been identified.

TAPAN MONDOL, 31, seated on the front bench in a classroom of Bele-Durganagar High School, Joynagar, in South 24 Parganas, while attending a meeting as part of the TMC government's 'Amader Para, Amader Samadhan' (Our Neighbourhood, Our Solution) initiative, which rolled out from August 2 at the booth level, pointed out, 'We lack drinking water sources, forcing us to travel 2.5 km for water. So, we are proposing at least four tubewells for our Bele-Durganagar area.' During the meeting, a government official on site pointed out, 'One tube well costs around Rs 2 lakh, and we only have Rs 10 lakh fund. Installing four tubewells would exceed our budget.' However, backing Mondol's proposal, another villager, 67-year-old Prafulla Sardar, responded firmly, 'We will handle other issues such as streetlights and poor roads later. Drinking water comes first. So, prioritise the tubewells, then do whatever else you want to.' After the 'success' of its 'Duare Sarkar' and 'Parai Samadhan' campaigns, the West Bengal government on Saturday launched a Rs 8,000-crore outreach programme aimed at resolving local issues such as setting up street lamps, repairing roads and ensuring water supply, across districts, at the level of 'paras' or neighbourhoods. As part of the scheme, a locality (para) is constituted with three booths. On the opening day, each centre had three dedicated rooms where villagers could submit their local demands. These were compiled by a neutral person and handed over to the administration. The proposals would then be reviewed and decisions made on which projects to implement. The administration also arranged a help desk to take individual problems and applications. The move comes ahead of the Assembly elections, which is less than a year away. Organised for Booth 181 of the Joynagar Assembly constituency, the voters of the three booths – 181, 182 and 183 – participated in the project camp. Inaugurating the camp, Sumit Gupta, District Magistrate of South 24 Parganas, said, 'We have supplied the scheme names which will be allowed in this programme. People will put forth their demands in today's meeting. These will be scrutinised and selected projects will be implemented from November. On the first day, we organised 56 camps across the district.' 'In this scheme, one para will be constituted with three booths. But in remote places, we are making para with one or two booths also,' he added. However, a controversy erupted when it surfaced that Bele-Durganagar High School had exams scheduled on Saturday, and the camps began before the exams were completed. The school head master Arijit Sarkar claimed, 'We do not have problems and students also did not face any problems.' Meanwhile, the DM said, 'I do not have any idea that examinations are going on. It is not desirable. We are investigating.' Another camp was organised at Champahati Nilmani Kar Vidyalaya, under the Baruipur-East Assembly constituency, with participants belonging under booth number 24, 25 and 26. Panchayat Development Officer of Baruipur, Sanjib Roy Chowdhury said, 'Many people are coming and expecting that they can submit their problems like OBC certificate, Lakshmir Bhandar application, widow pension like government schemes. We also arranged for them a help desk so that they can submit their demands also.' A local Trinamool Congress (TMC) leader, Manna Naskar, said, 'It is a new programme. But it will be useful for development as ground level general voters are participating in this programme.' 'More than 300 persons participated in the programme. They have given many proposals, mostly roads, drinking water and streetlights,' said another TMC leader and local panchayat pradhan Asit Baran Mondol. Last month, Chief Minister Mamata Banerjee, who announced the initiative, claimed, 'First such initiative in INDIA where people can voice their opinions and mutually decide the issues they need to get it resolved in their booth using Rs 10 lakh.' After its launch on Saturday, Banerjee posted on X, 'Amader Para Amader Samadhan' (APAS) is a unique flagship initiative aimed at institutionalizing participatory governance and re-imagining grassroots service delivery through people-engagement and empowerment. APAS camp is a platform where local people shall deliberate, identify and prioritize their local level infrastructure needs.' 'Rs 8,000+ crore is the outlay for APAS with Rs 10 lakh allocated per booth and 80,000+ polling booths being covered by 27,000+ camps. Today, on the first day of 'Amader Para Amader Samadhan' 632 camps are being held across the State. Duare Sarkar counters have also been set up in APAS Camps.I invite the people to visit their camps and participate in the discussions to make APAS a grand success. K'taka ex-MP Prajwal gets life term for raping domestic help
. BENGALURU: Former JD(S) MP Prajwal Revanna was sentenced to life imprisonment Saturday after being found guilty of repeatedly raping a 47-year-old domestic worker, the first of three rape cases filed against him. The 34-year-old grandson of former PM HD Deve Gowda, once seen as a rising political star, became the first former MP in Karnataka to get life term as a convicted rapist. Special court judge Santosh Gajanan Bhat delivered the sentence in a packed courtroom, a day after Prajwal was convicted under eight sections of IPC. Two of those - IPC 376(2)(k) and 376(2)(n) - triggered a life sentence for rape by a person in a position of control and for repeated rape of a woman. Prajwal stood still, wearing a striped light blue shirt with a vermilion-sandal mark on his forehead. As the sentence was read out, he broke down. "Sir, I'm a mechanical engineer, I have passed all my exams on merit," the former Hassan parliamentarian said. "I bow to the court, but I request a lesser sentence." He raped an illiterate woman earning just Rs 10,000 a month. He blackmailed her, made obscene videos, and is facing similar charges in other cases," he said. "She even contemplated suicide." Special prosecutor Ashok Nayak added: "He's a crorepati, elected to serve the public. Instead, he ruined a woman's life. The fine must be heavy so that she gets justice." The case followed an FIR in April last year against Prajwal. The woman alleged sexual abuse when she worked in Prajwal's household between 2019 and 2022. The survivor alleged Prajwal exploited her over months, filmed her without consent, and used them to blackmail her. The woman alleged sleaze videos of Prajwal surfaced during 2024 LS election campaign, and her husband began suspecting her. Prajwal was arrested in June. His conviction put his family under intense scrutiny as his father HD Revanna, a former MLA, mother Bhavani, and brother Suraj, a surgeon-turned-politician, also face serious allegations. SIT chief BK Singh praised the survivor's courage. 'She stood like a rock. The defence tried every possible way to derail the proceedings,' he said. SIT faced challenges in gathering evidence since the crime occurred nearly four years before the survivor filed her complaint. 'Despite the time gap, her testimony proved crucial,' Singh said. Prajwal's counsel Nalini Mayegowda, alleged political conspiracy. 'Why did the woman come forward only just before the elections, despite SIT inviting complaints earlier? Is this not politically timed to ensure his defeat?' she said, pleading for leniency based on his age, character, and political record. . EC doubles pay for BLOs involved in roll revision
. NEW DELHI: A day after asking its poll personnel in the field to ignore repeated threats and allegations by some opposition netas and continue working impartially, the Election Commission decided to reward the officers involved in electoral roll revision, reports Bharti Jain. For booth-level officers (BLOs), annual remuneration and incentive for roll revision stands doubled to Rs 12,000 and Rs 2,000 respectively. These rates were last revised in 2015. BLOs will also get Rs 6,000 as special incentive for special intensive revision (SIR). The BLO supervisor will receive an annual remuneration of Rs 18,000 as against Rs 12,000, in force since 2015. EROs and assistant EROs, who did not get any honorarium so far, will now receive an honorarium of Rs 30,000 and Rs 25,000 each. Stating that pure electoral rolls are bedrock of democracy, EC Saturday commended the electoral roll machinery comprising EROs, Asst EROs, BLO supervisors and BLOs for doing "a lot or hard work" and playing "a pivotal role in preparation of transparent rolls".
