KUWAIT CITY - Kuwait Authority for Partnership Projects (KAPP) has referred the tender for North Al-Zour Power and Water Desalination Plant (Phases II and III) to the State Audit Bureau (SAB) for review, audit and approval following the applicable rules and regulations.
According to reliable sources; the project is poised to meet the rising demand for electricity by increasing the capacity of the electricity network, providing the basic infrastructure for implementing other projects included in the development plan, and encouraging private sector participation to benefit from its expertise in the execution of construction and development projects.
Sources confirmed that the project will be implemented under the build, operate and transfer (BOT) system for a power generation plant with a production capacity of 2,700 megawatts.
Sources said the plant will use combined-cycle technology and desalination with a production capacity of 120 million imperial gallons.
Sources added that the project is adjacent to the western part of North Al-Zour Phase I plant site and the northern part of South Al-Zour plant site -- around 100 kilometers south of Kuwait City on the Arabian Gulf coast.
Meanwhile, the Central Agency for Public Tenders (CAPT) has approved the request of the Ministry of Electricity, Water and Renewable Energy to award the tender for the annual maintenance of the equipment for the seawater reverse osmosis desalination unit at Shuwaikh plant to the lowest bidder that meets the requirements, at a value of KD7.396 million.
The project will increase operational efficiency, extend the plant's lifespan, and ensure its readiness to meet the growing demand for drinking water.

In this context, Oil Minister Tareq Al-Roumi and officials from the Environment Public Authority (EPA) presented a visual outline of the roadmap in July. This plan aims to enhance resilience against climate change by employing integrated, innovative, and technical solutions within a circular carbon economy, and it also includes supportive initiatives for environmental innovation and green investment across multiple sectors. Kuwait has strengthened coordination with China to activate memoranda of understanding (MoU) in key areas, such as low-carbon green systems for waste recycling, electrical infrastructure, renewable energy, and the environmental development of sewage treatment facilities. These agreements serve as key components in translating the country's ambitious goals into tangible steps toward a sustainable future aligned with Kuwait Vision 2035. A central aim is to preserve the environment for future generations. In parallel, Kuwait's 2050 Low-Carbon Strategy, launched by the EPA in November 2023 in collaboration with the UN Environment Programme and other state sectors, underscores its commitment to the UN Framework Convention on Climate Change (UNFCCC). Kuwait became the second Gulf country to present such a strategy. The country is targeting carbon neutrality by 2060, with a focus on diversifying energy revenue, increasing renewable energy use, replacing fossil fuels with natural gas, and utilizing waste to support environmental sustainability. The visa can be extended for six months or one year. Visitors simply pay the required fees and choose their preferred option, especially since violations in this regard are few. Sheikh Fahad Al-Yousef asserted, 'We are building a huge airport and we want to bring back all airlines that have left the local market. Our objective is to market Kuwait as a whole.' He explained the cancellation of the local carrier requirement by indicating that the State is not a marketer for airlines; they must market themselves. Regarding kinship, the First Deputy Prime Minister disclosed, 'We have made room for it to be up to the fourth degree, which did not exist previously. Starting Tuesday, the university degree requirement is cancelled.' He added that 'those with security restrictions will be immediately notified and they must defend themselves. It is not within the purview of the platform or its administrators to address this matter. This is practiced in all other countries around the world, especially the Gulf countries.' He confirmed that he reviewed all the comments, along with the ministry's staff and the platform administrators on Monday. He stated 'we accept the comments with open hearts, because our goal is to make Kuwait a leader. Therefore, everything raised will be developed from Tuesday. We will push toward facilitating procedures and adopting whatever serves Kuwait.' On the fees, the Minister of Interior revealed 'we will present the fees for visits to the Council of Ministers on Tuesday for approval, as well as the measures that will facilitate Kuwait's openness to the world as soon as possible, to avoid any inconvenience or obstacles.' Asked about those who do not add value to the country's commercial activity or groups that accumulate without any purpose, he pointed out that 'The logical conditions set in this regard prohibit them from visiting Kuwait unless they can support themselves or their sponsor has such ability. Otherwise, they should remain in their countries.' Emphasizing that his intention for the 'Kuwait Visa' platform is to be an important reference, superior to its counterparts in the region, the Minister of Interior concluded his phone call with the editor-in-chief by saying, 'I reiterate that the State is open to any comments. The objective is to develop the platform and achieve everything that makes our country a tourist and commercial destination. As we said earlier, perfection belongs to Allah alone; thus, the platform will be developed whenever necessary.' Given the above and under the directives of the Kuwaiti immigration and civil aviation authorities, Middle East Airlines is now permitted to carry all passengers holding a family visit visa (that only Kuwaiti airlines were previously permitted to carry).
