Delhi Civic Body Lays Out Plan To Address Stray Dog Menace

NDTV3 days ago
New Delhi:
On Wednesday, the Delhi civic body chaired a meeting to address stray dog attacks in the capital, forming a Standing Committee to address the menace.
The meeting's agenda was focused on scaling up sterilisation drives, resolving bureaucratic delays, and involving more organisations to accelerate implementation.
The meeting was held by Standing Committee Vice-Chairman Sunder Singh, who heads the subcommittee, and included Chairperson Satya Sharma.
"The Corporation is committed to resolving this issue. Citizen safety comes first," said Mr. Sharma, acknowledging growing public anxiety.
"This is a public health challenge requiring immediate attention," he stated.
NGOs Re-Engaged, Area-Based Plan Proposed
The committee has decided to re-engage with NGOs handling sterilisation and invite additional organisations to address execution gaps slowing drives across wards. A constituency-wise rollout was proposed to localise accountability and enhance response to area-specific complaints.
MCD officials identified policy hurdles as a major obstacle. The committee will seek support from the Delhi government and the Centre to streamline approvals and expedite processes.
The subcommittee must submit a report within a month, with its next meeting scheduled for Monday. "This requires a coordinated, long-term response with policy-level support," Mr. Sharma said.
Rising Public Outcry, National Spotlight
The MCD's urgency follows public outcry amplified by NDTV's "Stray Dog Dilemma" campaign, highlighting daily bite incidents in Delhi-NCR, from residential colonies to school zones, and hospital admissions due to dog attacks. The campaign has raised concerns about enforcement gaps, legal ambiguities, and the lack of a city-wide strategy.
No Clear Timeline for Relief
While the formation of the subcommittee marks a step forward, on the ground, the situation remains unchanged for now. Bite cases continue to be reported from Dwarka, Rohini, Narela, and parts of South Delhi, with residents saying they have been left to fend for themselves.
Wednesday's meeting shows intent, but as the "Stray Dog Dilemma" unfolds on screens and streets, residents await tangible change.

Delhi to have unified portal to issue licences to businesses

Delhi may soon get a unified application process and a single office with all departments under one roof for issuing licences to businesses, a move which will streamline business processes and improve 'ease of doing business' in the Capital, officials said on Saturday. Delhi lieutenant governor VK Saxena. (Vice-President of India-X) Lieutenant governor VK Saxena and chief minister Rekha Gupta jointly chaired a high-level review meeting to evaluate the progress of reforms on 'Ease of Living' and 'Ease of Doing Business' parameters on Saturday. The meeting comes in the wake of the Centre's directive urging states and union territories to expedite licensing reforms, officials said. The discussion focused on overhauling Delhi's complex licensing ecosystem with challenges such as fragmented databases, multiple authorities and burdensome fee structures that have long been a barrier to investment and a source of harassment for applicants. 'Initiatives like reducing the role of Delhi Police in granting licences in various categories, deemed permission by the Municipal Corporation of Delhi (MCD) for factory licence, authority of the revenue department for cinema hall licences, 24X7 opening of shops and establishments and allowing women to work in night shifts, would go a long way in creating a business friendly environment in the national capital,' said Saxena. Key measures on the table included empanelment of third-party auditors for fire safety clearances, simplification of regulatory processes and introduction of a common application form for clearances across departments. Officials also proposed linking data systems of departments like MCD, New Delhi Municipal Council, labour, GST, DPCC and FSSAI to reduce duplication and streamline governance. Officials also discussed developing a unified portal for all licences by taking data of Shop and Establishment Act as base data, officials said. 'This portal encompassing all licences will significantly reduce red tape. Discussions also included rationalising MCD zones to align with revenue districts and requiring local departmental officers to report directly to district magistrates,' an official said. One of the most striking reforms under consideration is the adoption of the 'Tripura model' of self-certification for small industries with investment up to ₹2 crore, and third-party certification for larger enterprises. The city is also looking at extending 24x7 operational permissions for shops and establishments, officials said. Gupta called on officials to fast-track the reforms, emphasising that multiple licensing authorities were a source of unnecessary public hardship. She also asked the chief secretary to explore creation of unified office complexes in each district to co-locate all relevant government departments for public convenience. 'The reforms being carried out under the Prime Minister's guidance will firmly position Delhi as a prime investment destination,' said Gupta, while the LG praised the Delhi government's initiatives to curtail outdated procedures and bring governance closer to the people.

Amit Shah, CM review ministers' work, party coordination

1 2 Jaipur: In a significant political development Saturday, Chief Minister Bhajan Lal Sharma's second visit to Delhi within five days fuelled speculation about imminent changes in the state's political landscape. The chief minister held an hour-long closed-door meeting with Union home minister Amit Shah , following his earlier meeting with Prime Minister Narendra Modi Tuesday. While the Chief Minister's Office maintains these visits are routine, party insiders suggest otherwise. "Such back-to-back meetings with both PM Modi and HM Shah are rarely about routine work. They indicate high-level political recalibration," a senior BJP source revealed. The meetings are said to have centred on crucial issues, including potential political appointments, internal party coordination and governance concerns. Sources confirm that performance reports of several state ministers were reviewed during the meeting with Shah, indicating possible administrative changes ahead. Adding to the political intrigue is the growing internal friction within the state BJP, highlighted by former chief minister Vasundhara Raje 's recent criticism of the govt's handling of the Jhalawar school tragedy in which seven children died. While immediate cabinet changes are not expected, sources suggest potential party organisation restructuring could follow Shah's proposed visit to Rajasthan in the coming months. The party is also considering appointing a new BJP general secretary (organisation) in Rajasthan to better streamline govt-party coordination. "Talks extended to the formation of a new team under BJP state president Madan Rathore and proposed changes in the state organisation," a source said. The developments come amid concerns over the chief minister's leadership style and public image, with party sources noting "growing concern over the CM's grip on governance and lack of political narrative." As Sharma returns to Jaipur Sunday, these high-level meetings have set the stage for what could be significant changes in Rajasthan's political landscape in the coming months. "They say they are not free yet. I don't understand their mentality. They are trying to lead society in a different direction. They say mothers and sisters should not wear mangalsutras, a symbol of marital status. Do not listen to them. Be cautious of such people," Sharma said, at an event to celebrate PM Kisan Utsav Day, where over 76 lakh farmers across Rajasthan received the 20th installment of the PM-Kisan Samman Nidhi. Sharma also laid out plans to distribute Rs 25,000 crore in interest-free crop loans this year while highlighting the construction of 17.4 lakh permanent houses under the PM Awas Yojana-Gramin.
