NEW DELHI: The Municipal Corporation of Delhi (MCD) has extended the 10 per cent rebate on property tax payments till July 31. The decision was among several citizen-centric resolutions passed during the first meeting of the Standing Committee held at the Civic Centre on Friday. The meeting was chaired by Satya Sharma , the newly appointed Chairperson of the Standing Committee, and saw active participation from all members, who discussed a wide range of issues concerning public welfare. After the meeting, Sharma said that members raised important matters related to the civic body's monsoon preparedness. She said that the MCD Commissioner assured the committee that the corporation had undertaken more work this year compared to the previous year to tackle waterlogging and drainage issues. "New pumps have been installed, dedicated WhatsApp groups have been created for real-time updates, and helpline numbers have been strengthened to function smoothly across all zones," Sharma said. The committee also directed officials to address all concerns promptly and submit an action taken report (ATR) in the next meeting. Sharma said that around 25 agenda items were passed during the meeting, marking what she described as a "productive and decisive beginning" for the new tenure of the Standing Committee. The meeting, she added, reflects the MCD's renewed focus on transparency, responsiveness, and proactive governance aimed at improving the quality of life for Delhi residents.

Delhi's Samagra Shiksha Department has directed the heads of all government schools, including that of the Directorate of Education (DoE), Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board (DCB), to set up Special Admission Cells (SAC) for children who were never enrolled. According to a circular issued on Thursday, the department aims to 'strengthen and streamline the admission process of never-enrolled Out-of-School children (OOSC), including Children with Special Needs (CWSN)' as well as students who dropped out of the school system due to any reason. These cells need to comprise the school head, admission in-charge and an educational and vocational guidance counsellor (EVGC) or a representative of similar expertise from the management belonging to MCD, DCB or NDMC authorities. There also has to be a Cluster Resource Centre Coordinator (CRCC) to give data to the cell. The SAC has been tasked with ensuring smooth and time-bound admission of identified out-of-school children, including Children with Special Needs. It is also expected to guide and counsel parents and children during the admission process. According to the circular, the SAC should ensure minimal documentation and coordinate with the school head and Special Training Centre (STC) teachers for enrolment support. Other responsibilities listed include: According to the department's standard operating procedure for out-of-school children, their identification is done 'to admit them in regular class/STC at the earliest.' They should be given admission in a regular government school immediately in the age-appropriate class where learning assessment of the child is done. This is to mainstream the child as after the assessment, the child may be recommended schooling in regular class or STC for a bridge course, as per the stage of learning.

NEW DELHI: The Delhi government is set to deploy joint enforcement teams from the transport department, traffic police, and MCD at fuel stations to implement the ban on refuelling end-of-life vehicles (ELVs) from July 1. These teams will monitor compliance on the ground and impound any vehicles found violating the directive. 'We will deploy a team comprising transport and traffic police officials at each of these fuel stations. They will ensure that there is no law-and-order problem while implementing the system,' said Ajay Chaudhary, Special Commissioner (Traffic), Delhi Police. End-of-life vehicles are those that have crossed their permissible age limit, 10 years for diesel and 15 years for petrol vehicles. As part of a phased regional strategy to reduce vehicular emissions in the national capital region (NCR), these end-of-life vehicles (ELVs) will no longer be allowed to refuel at any of the city's fuel stations. Authorities have equipped nearly 500 petrol and CNG pumps in the capital with Automated Number Plate Recognition (ANPR) cameras. These high-speed systems automatically scan vehicle registration plates and verify them against the VAHAN database to identify outdated vehicles. Once flagged as EoL, the system alerts fuel station operators to deny fuel and logs the violation for enforcement action. Penalties for owners of such vehicles include fines of `10,000 for four-wheelers and `5,000 for two-wheelers, along with towing and parking charges. Additionally, owners must submit a written undertaking confirming the vehicle will be removed from Delhi and not used in public spaces. The crackdown won't stop at fuel denial. EoL vehicles found parked or moving in public areas will be impounded immediately and sent for scrapping at Registered Vehicle Scrapping Facilities (RVSF). A no-objection certificate (NOC) will be mandatory for transferring such vehicles out of Delhi within a year of expiry. Enforcement teams, composed of transport and traffic police, will conduct regular drives to locate and remove EoL vehicles, while daily reports will be forwarded to the Commission for Air Quality Management (CAQM). Over 62 lakh overage vehicles registered in capital With over 62 lakh overage vehicles registered in Delhi, 41 lakh of them two-wheelers, the directive aims to improve compliance with previous Supreme Court and NGT orders. The policy will extend to five high-density NCR districts, Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and Sonipat, by Nov 1, and to the rest of the NCR by April 2026.

Poor sanitation, dog menace, monsoon preparedness, and status of desilting were among the few issues discussed on Friday at the first meeting of the Municipal Corporation of Delhi's (MCD) Standing Committee, a body set up after a delay of two-and-a-half years. The delay caused due to a tussle between AAP and BJP had ended with the appointment of BJP councillor Satya Sharma as chairperson on June 12. Every project worth over Rs 5 crore needs to be passed by this committee. At the meeting on Friday, Sharma announced that the deadline for availing a 10% rebate on property tax has been extended till July 31. Over 25 items on the agenda were passed at the meeting, including the purchase of Diflubenzuron 25% WP, used to kill mosquito larvae in its initial stage. This is in line with the initiative taken up by MCD's Public Health department to prevent and control of vector-borne diseases ahead of the monsoon. Also passed were items related to the revision of the layout plan of DDU Marg, as well as Delhi University colleges, including Shri Ram College of Commerce (SRCC) and St Stephen's College. The proposal for SRCC included the construction of a new academic block and the addition of two floors for a girls' hostel. The approval for this proposal had been pending since 2012. For St Stephen's College, the approved proposal included the addition of a new academic block, a hostel block, staff quarters, and an auditorium block. A proposal in this regard had been pending for the last 10 years. The meeting also approved the extension of contract for private security services, sanitation workers, and housekeeping staff at MCD-run hospitals such as Kasturba Hospital, Rajan Babu Institute of Pulmonary Medicine and Tuberculosis and Maharishi Valmiki Infectious Diseases Hospital. Leader of Opposition, AAP councillor Ankush Narang, meanwhile, raised the issue of poor sanitation in Central, West, and South zones, questioning the budget sanctioned to each councillor. At the meeting, councillors sought status and data on drains desilted ahead of monsoon, open drains, JJ Colony clusters, encroachments, illegal parking, and vacant posts of sanitation workers, among others. A civic body official said, 'Authorities have hastened the process of desilting. Till now, 1.56 lakh metric tonne of silt has been removed, while 37,000 small drains have been desilted against the 40,000 target.'

Delhi bans fuel for old vehicles from July 1: How will defaulters be tracked?

Starting July 1, Delhi will stop supplying fuel to all overage vehicles. As part of this effort, the Transport Department, the Traffic Police, and the Municipal Corporation of Delhi (MCD) will work together to identify hotspots that see a high number of such vehicles attempting to pass through the city. These vehicles will be identified by ANPR (Automatic Number Plate Recognition) cameras that have been installed at 498 fuel stations, officials said Friday. According to directions issued earlier this year by the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM), all end-of-life vehicles (ELVs) — 10 years for diesel vehicles and 15 years for petrol ones — will be denied fuel starting Tuesday. From October 31, the plan comes into effect in five high-vehicle-density districts of Gurgaon, Faridabad, Ghaziabad, Gautam Buddha Nagar, and Sonipat. Niharika Rai, Secretary-Cum-Commissioner, Transport Department, said the number of ELVs arriving at a fuel station will be noted, as it could be a proxy for vehicle owners residing in nearby areas. Targeted action will be taken at such fuel stations, Rai said. 'Joint teams of the transport department, traffic police and MCD will be deployed at all identified fuel stations reporting a high number of such vehicles.' Ajay Chaudhary, Special Commissioner (Traffic), Delhi Police, said, 'The departments are still assessing how the teams should be deployed as a few fuel stations work around the clock, but others work for a few hours.' He emphasised that there will be no loopholes and the plan will be implemented stringently, as all staff at fuel stations have also been trained. The ANPR cameras have been installed at 498 fuel stations in Delhi, including 382 petrol or diesel stations and 116 CNG filling stations, and 3 ISBTs across the Capital, said CAQM officials on Friday. The cameras will cross-verify the number plates, captured in a few milliseconds, with the VAHAN database containing a vehicle's registration details, fuel type, and age. The fuel station operator would then receive an alert if the vehicle is flagged as an ELV. This will also be shared with enforcement agencies to take action, such as impoundment and scrapping. According to the Standard Operating Procedure (SOPs) for fuel stations, there has to be a mandatory display of signage on denying fuel to ELVs. Staff should be trained in implementing the drive. Station operators also need to maintain logs, either manual or digital, of such fuel denial instances and report them to the Transport Department weekly. The Transport Department will deploy teams at fuel stations where maximum visits of such ELVs are observed and take action against any violating fuel stations. It has to submit a list of violating fuel stations to the CAQM and the Ministry of Petroleum and Natural Gas every week. Dr Virender Sharma, Member-Technical at CAQM, said that although laws had been in place to not allow overage vehicles to ply in Delhi, as per the Supreme Court's 2018 directions, the liquidation of such vehicles can only be done by adopting stringent measures such as denying fueling. '… These steps will ensure better air quality, especially for Delhi's elderly and children, who suffer the most due to air pollution.' The CAQM also said in a statement on Friday, 'Delhi-NCR's transport sector contributes about 28% of PM 2.5, 41% of SO2, and 78% of NOX emissions to overall air pollution'.
