A.P.'s Polavaram–Banakacherla project fails to get environmental clearance
In a setback to the Andhra Pradesh government, the Central Environmental Expert Committee (EAC) has refused to grant environmental clearance to the proposed Polavaram–Banakacherla Link Project. The committee cited multiple objections and emphasised that any further progress must be in line with the verdict of the Godavari Water Dispute Tribunal (GWDT), said EAC report dated June 30. The Expert Appraisal Committee (EAC), chaired by G.K. Chakrapani, held a meeting in virtual mode on June 17 to examine the proposal. During the session, the committee took into consideration a wide range of objections received through emails and other channels. Several complaints alleged that the project violates the 1980 GWDT judgment. Concerns were also raised about potential submergence issues in the neighbouring States of Odisha and Chhattisgarh, along with pending legal disputes. The committee advised that the Central Water Commission (CWC) be consulted for a comprehensive evaluation of floodwater management and to address environmental and inter-State concerns. It stressed that assessments of the Environmental Impact Assessment (EIA), Terms of Reference (ToR), and inter-State water-sharing implications should be done in collaboration with the CWC. Based on these recommendations, the Centre has returned the proposal to the Andhra Pradesh government for further clarification and revision. The EAC observes that the projected benefits of the Polavaram-Banakacherla Link Project include provision of drinking water for approximately 80 lakh people, creation of a new irrigation ayacut of 3 lakh hectares, stabilisation of an existing ayacut of 9.14 lakh hectares, supply of 20 tmc ft of water for industrial use, and development of 400 MW of hydropower generation capacity. It noted that the proposed scheme aims to divert floodwaters from the Godavari basin (Polavaram Dam) to the water-deficit basins within the State. The EAC further observed that Environmental Clearance (EC) for the Indira Sagar Polavaram Multipurpose Project on the Godavari in Andhra Pradesh was granted by the Ministry on January 25, 2005. However, due to submergence-related issues in Odisha and Chhattisgarh, the matter remains sub judice. Accordingly, the committee recommended that Andhra Pradesh should comprehensively assess the availability of floodwaters in consultation with the CWC. Furthermore, the EAC noted that several representations have been received, alleging that the proposed scheme may be in violation of the Godavari Water Disputes Tribunal Award, 1980. So, it is imperative that the Andhra Pradesh should approach the CWC for examining the inter-State issues and granting necessary clearance before submitting the proposal for framing the TOR for conducting EIA study, the panel said.

Europe's AI gigafactory push attracts 76 bids: EU tech chief
Seventy-six companies have bid to develop Europe's artificial intelligence gigafactories, the EU's tech chief said on Monday, hailing a bigger-than-expected response to the bloc's push to catch up with the US and China in this key technology. The European Commission made the announcement four months after it allocated €20 billion ($23 billion) in EU funding for the construction of four AI gigafactories across the bloc. Such facilities, in essence large-scale AI computing and data storage hubs, will be equipped with about 100,000 state-of-the-art AI chips. "We got 76 submissions proposing to set up AI gigafactories in 16 member states and across 60 different sites," EU tech chief Henna Virkkunen told a press conference. "And this exceeds far beyond our expectations and this showcases Europe's growing momentum and enthusiasm for innovating in AI in Europe," she said, declining to name the companies because of business confidentiality information. The EU executive said applicants included EU and non-EU companies, among them tech giants, data centre operators, telecoms providers, power suppliers and financial investors. "Together they have now indicated plans to acquire at least 3 million latest generation of AI processors (GPUs) in total," Virkkunen said. Expert panel rejects AP's ToR request for Polavaram–Banakacherla project
Vijayawada: In a setback to the AP govt, the Expert Appraisal Committee (EAC) of Union environment, forest and climate change ministry has turned down the state govt's request for grant of Terms of References (ToR) for taking up environmental impact assessment (EIA) study for Polavaram-Banakacherla Link Project (PBLP). The committee recommended that the state govt should comprehensively assess the availability of floodwaters in consultation with the Central Water Commission (CWC). The EAC has also noted that several representations have been received via email, alleging that the proposed scheme may be in violation of the Godavari Water Disputes Tribunal Award, 1980. "In view of the contentious issues involved in the proposal, it is imperative that the project proponent (AP govt) should approach Central Water Commission (CWC) for examining the inter-state issues and granting necessary clearance/permission before submitting the proposal for framing the Terms of Reference (TOR) for conducting environmental impact assessment (EIA) study. The EAC has decided to return the proposal to the state govt without giving any approval for ToR. The committee on Monday communicated that it deliberated proposal submitted by the AP bwater resources department before taking the decision return the proposal. EAC said AP submitted a proposal for grant of TOR for conducting EIA/EMP and public hearing for PBLP which was expected to be executed in East Godavari, West Godavari, Eluru, Krishna, NTR, Palnadu, Prakasam, Nandyala. The project falls under category A of item 1(c), 'River Valley Projects,' as per the Schedule of the Environmental Impact Assessment Notification, 2006 and requires appraisal at the central level by the sectoral EAC in the ministry.
