NEW DELHI: The 2020 riots in northeast Delhi were not spontaneous but a well-planned and well-thought-out conspiracy aimed at creating divisions on religious lines and embarrassing the country globally, the Delhi police told the Delhi high court on Wednesday, arguing against bail to student activists Gulfisha Fatima, Sharjeel Imam, Umar Khalid, and United Against Hate (UAH) founder Khalid Saifi. Solicitor General Tushar Mehta who appeared for the Delhi police, urged the bench of justices Navin Chawla and Shailender Kaur to not treat the case as a case of 'mere riots' but as one where the accused had conspired to cause communal divide, and destabilise India's unity, law and order.
The bench has reserved its verdict.
'One of the intentions was to globally defame our nation by choosing a particular date for more rioting, arson. It's not a spontaneous riot. This is a case where riots were pre-planned, well-orchestrated, organised with the view to achieve the sinister goal of dividing the country on religious lines. The intention was to cause embarrassment at a global level since the same were committed on a day when the United States of America Donald Trump was to visit the capital,' Mehta submitted.
The top law officer said the objective of the riots, in which 100 police personnel and others were injured and one policeman lost his life, was to defame the country
Northeast Delhi erupted in violence on February 23, 2020, following clashes between Hindus and Muslims over the then-proposed Citizenship Amendment Act (CAA) that left 53 dead and hundreds injured.
The accused – which include jailed student activist Sharjeel Imam, Gulfisha Fatima, former Jawaharlal Nehru University (JNU) student leader Umar Khalid, United Against Hate (UAH) founder Khalid Saifi – were booked under the stringent Unlawful Activities Prevention Act (UAPA). They approached the high court for bail after the trial court rejected their request.
They argued that they had spent more than four years in custody and that the trial's slow pace made prolonged incarceration unjustifiable. They also asserted that they are entitled to be released on bail on the grounds of parity with co-accused Natasha Narwal, Devangana Kalita and Asif Iqbal Tanha, who were granted bail by the high court in 2021.
At Wednesday's hearing, Mehta insisted that prolonged incarceration could not be a ground for release on bail, in a case where the accused intended to cause violence in the capital and break the country into two parts.
'It's not a riot case where someone can get bail for prolonged incarceration. Prolonged incarceration is held in some cases to be ground enough per se for grant of bail but in the matter of this nature, where the capital bleeds violence and the country breaks into two parts, the same is not applicable. If you're doing something against the nation, you better be in jail until you are acquitted or convicted,' Mehta submitted.
He also submitted that the Delhi police had done a good job and recorded statements of almost 58 witnesses before the magistrate.

Rejecting the policy in a meeting held here, KMM said farmers will hand over memorandums at district headquarters on July 28, seeking its withdrawal. KMM coordinator Sarwan Singh Pandher said it will also hold a rally 'Zameen Bachao Pind Bachao Punjab Bachao' against the land-pooling policy on August 20 in Jalandhar. Speaking to reporters here, Pandher said that on August 11, a motorcycle march will be taken out to protest against the policy. Pandher said farmers do not want to part with their land and alleged that the state government wanted to 'plunder" farmers' fertile land on the pretext of setting up urban development at the behest of real estate companies. He further said that many village panchayats in the state are passing resolutions against the policy. Samyukta Kisan Morcha (SKM), which is a conglomerate of more than 30 farmer bodies, has already opposed the land-pooling policy and demanded its withdrawal. The AAP government has been facing flak from the opposition parties, which dubbed the policy a 'looting" scheme to 'rob" farmers of their land. The Punjab Cabinet last month gave its nod to the land-pooling policy, and had then asserted that not even a single yard will be forcibly acquired from land owners. Under the land pooling policy, a land owner will be given a 1,000 square yards of residential plot and a 200 square yards of commercial plot in fully developed land in lieu of one acre of land, the state government had said earlier. Agency: New Delhi, Jul 23 (PTI) The number of publications registered with the Press Registrar General of India has increased from 1.05 lakh in 2014-15 to 1.55 lakh in 2024-25, Union Minister L Murugan said on Wednesday. In a written reply in the Lok Sabha, Murugan said India has a vibrant press and media ecosystem, which has witnessed growth in recent years. He said the number of private satellite TV Channels have also increased from 821 in 2014-15 to 908 in 2024-25. 'As of today, 92 private channels and 50 Doordarshan Channels are available on DD Free Dish. Both private and DD channels operate in various regional languages, ensuring wider audience reach across the country," Murugan said. In reply to a separate question, Murugan said the government has undertaken measures for the modernisation and expansion of Akashvani and Doordarshan Kendras (DDK) across all the states. The Kendras are being upgraded under the Central Sector Scheme, Broadcasting Infrastructure and Network Development (BIND). This includes major upgrades throughout the country, including Bihar, to strengthen public broadcasting, he said. 'The scheme has been approved with a total outlay of Rs 2,539.61 crore for the period 2021-26," the minister said. HYDERABAD: Telangana Chief Minister A. Revanth Reddy on Wednesday accused the BJP of stalling 42 per cent reservation for Backward Classes (BCs) by using Muslim community as an excuse. He alleged that the leaders of saffron party were playing politics of sentiment by stating that they would back 42 percent quota for BCs if Muslims are removed from the list of BCs. Addressing a press conference in Delhi, he clarified that Muslims are being extended the benefits of reservation on the basis of their backwardness. He dared BJP to scrap reservation for Muslims in the states ruled by it or its allies. He asked why the BJP was not scrapping Muslim quota in Uttar Pradesh, Gujarat, Maharashtra and Andhra Pradesh. He alleged that BJP is adopting double standards on the issue of Muslim reservation and trying to derive political mileage by whipping up passions. 'You can't have one justice for Telangana and another justice for other states,' he remarked. He warned that if BJP oppose Backward Class reservation, the party will be wiped out from Telangana. Revanth Reddy along with some state ministers and Congress leaders arrived in the national capital to mobilise support of various parties for including two state laws for 42 per cent Backward Class reservation in the 9th Schedule of the Constitution. The Chief Minister recalled that the state legislature passed two Bills for 42 per cent quota for BCs in education, employment and public life and sent the same to the Centre for including in the 9th Schedule. Revanth Reddy also pointed out that the local body elections have to be conducted in the state by September as per the direction of the High Court. 'If 42 percent seats in local bodies are to be reserved for the BCs, the Centre will have to give its approval,' he said. The Chief Minister said there was no justification in the argument that total reservations should not cross 50 per cent. He claimed that the Centre crossed this limit long back with 10 per cent reservation for Economically Weaker Sections (EWS). The Chief Minister also demanded that a leader from Telangana should be made the Vice-President of India. Revanth Reddy said Bandaru Dattatreya, whose tenure as Haryana Governor has just ended, should be made Vice-President. He alleged that since Dattatreya is an OBC leader he was sidelined to make G. Kishan Reddy the union minister. He said similarly Bandi Sanjay was removed as state BJP president and a Brahmin was recently appointed as the state BJP chief.
