
Teachers demand old pension scheme
School education minister Dadaji Bhuse was replying to a question raised by a group of legislators, including Vikram Kale and Amol Mitkari, who sought clarity on whether teachers appointed before the cut-off date but whose schools received 100% grant-in-aid after that date are eligible for OPS benefits.
Bhuse said that while govt employees appointed before November 1, 2005, are covered under OPS, Group A and B officials in the school education department's administrative branches were brought under OPS through a resolution issued on April 28, 2025.
To address related issues, the finance department issued a resolution on March 31, 2023, followed by a directive from the school education department on June 14, 2023, allowing death gratuity, family pension, and retirement gratuity to eligible teaching and non-teaching staff in 100% aided schools if they die in service, retire on medical grounds, or retire after completing service.
Bhuse added that under a finance department resolution dated September 20, 2024, employees covered under NPS/DCPS have been given a one-time option to choose between the revised NPS of the state govt and the central govt's Unified Pension Scheme (UPS).

Teachers' past services to be considered for benefits
NEW DELHI: The decision to take a stand on the counting of past services for university teachers was finally taken up by the Vice Chancellor in an Executive Council meeting held on Saturday. The Vice Chancellor approved a proposal to send a representation from DU to the University Grants Commission (UGC), the first demand of which was that all past services of temporary and ad-hoc teachers be considered for promotion and retirement benefits. Dr Mithuraaj Dhusiya, an EC member, made an appeal to the EC to constitute a standing committee which can draft a report for the consideration of the UGC. In his letter, he demanded that the past service of teachers be considered for promotions and retirement benefits, as only those teachers with 25 years of service will be eligible for full pension under the new Unified Pension Scheme . Dr. Dhusia's letter also called for the UGC to treat post-doctoral research experience equally, whether it was done in an Indian or a foreign institution as it is unfair to those ducators who have conducted research abroad or in fields not supported by Indian institutions. 'This marks the beginning of a new chapter. It is the first of many efforts to reshape the academic landscape, or rather, a spark that could ignite change across the nation,' added Dhusiya. Rudrashish Chakraborty, Associate Professor, Kirori Mal College said, 'the counting of the entire past service of teachers has been a long-standing demand of the teachers' movement. UGC Regulations 2018 allows the counting of past services only for the first promotion and not giving recognition to the entire duration of past service is a violation of labour rights as the University has taken full service from these teachers for years, without giving them any benefits.' The teachers have been demanding the counting of the entire past service since the notification of UGC Regulation 2018, but neither the UGC nor the MoE had responded to this.

Recruitment scam: Deputy director of education suspended
On Thursday, school education minister Dada Bhuse announced in the assembly the suspension of deputy director of education, Sandeep Sangve, and ordered an inquiry into the alleged irregularities in college admissions. The twin moves came when the school education department was criticised by MLAs, over an alleged scam to the tune of ₹2000 crore in recruitment of teachers holding fake credentials in government aided schools. They also alleged that a racket comprising department officers was thriving to make money by pressurising top colleges to admit ineligible students in the junior colleges. Recruitment scam: Deputy director of education suspended BJP MLA Sanjay Upadhyay alleged that Sangve had created fake IDs on the government's Shalarth Portal to enable ineligible teachers to draw government salaries, adding that the officer had 'recruited dozens of such teachers in the aided schools' making back-dated entries. Upadhyay demanded suspension of the officer, following which Bhuse made the announcement. Another BJP MLA Mihir Kotecha alleged, 'There is a racket of officers and agents who ensure colleges admit ineligible students at the price of ₹1.5 lakh from each one. College managements are threatened with action if admissions suggested by them are not assured. I will reveal the names of the officers involved if this does not stop.' Bhuse announced the inquiry.

Trade unions' strike: Normal movement of Har Roadways impacted at some places
Hisar/Ambala: The 24-hour nationwide general strike called by the trade unions to protest against new labour codes and privatisation on Wednesday impacted normal movement of Haryana Roadways buses at some places. In places like Hisar, Bhiwani, Kaithal and Kurukshetra, the normal movement of the state transport was impacted. The Roadways employees staged a sit-in protest at the bus terminuses in support of the demands. Shops, commercial establishments and other institutions functioned normally at most places. The rail movement was also normal. Sarbat Singh Punia, the vice-president of All India Road Transport Workers Federation, claimed that Roadways buses remained off the roads on several routes. He said various roadways unions took part in the nationwide strike. Subhash Lamba, the president of All India State Government Employees Federation, claimed that several government employees from various departments also joined the strike. Besides, Anganwadi, Accredited Social Health Activist workers, and rural sanitation workers also joined the strike, Lamba said. According to the employee organisations in Haryana, the aim of this strike is to protest against the anti-employee and anti-labour policies of the central government and to press for the restoration of the Old Pension Scheme (OPS). In Kurukshetra, while commercial establishments including shops, banks and government offices worked normally, a 'chakka jam', on the call of the Roadways union, had some impact on normal movement of Roadways buses. In Ambala, there was no major impact of the nationwide strike call. Almost all the major markets including wholesale cloth market, Sarafa Bazaar and Grain Market remained open in the district. Most of the industrial units were working as usual. However, Haryana Roadway workers affiliated to Sarv Karmchari Sangh staged a dharna in front of the Roadways office in Ambala City. The Roadways union leaders claimed that bus service in the district was affected. Meanwhile, workers affiliated to Safai Karmchari Sangh, took out a protest march at Ambala Cantt and submitted a memorandum to the Sub Divisional Magistrate related to their demands. Sarbat Punia said that when Haryana had a population of one crore in 1990-91, the Haryana Roadways had a fleet of 3,884 buses. 'Now, the population has increased three-fold and against the requirement of 12,000 buses in the fleet, we have less than 3,000. As a result, common people, women, students, they face problems,' he said.
