The Institute of Cost and Management Accountants of Pakistan (ICMA) has released a report in its latest issue of the ICMA Economic Intelligence, highlighting the significant challenges of enforcing the newly introduced agricultural income tax.
The tax, implemented under the International Monetary Fund (IMF) conditions, has rates between 15% and 45%, with a 10% super tax on high-income landowners. This makes Pakistan's agricultural tax among the highest in the region, surpassing neighbouring countries like India, Bangladesh and Sri Lanka.
The report emphasised the difficulties in enforcement due to outdated land records, fluctuating farm incomes, weak tax collection mechanisms and political resistance. Small farmers are particularly vulnerable, with the risk of higher product prices and inflation.
ICMA suggested a gradual implementation, starting with large landowners, and called for modernising land records, enhancing digital tools and providing incentives to improve compliance.

MUMBAI: The Reserve Bank of India (RBI) bought a net of $1.76 billion in the foreign exchange market in May, data released on Wednesday as part of the central bank's monthly bulletin showed. The RBI said it purchased $9.1 billion and sold $7.3 billion during the month. In April, the central bank had sold a net of $1.66 billion. Listen to article The Pakistan Stock Exchange (PSX) commenced the week with lacklustre trading on Monday as the benchmark KSE-100 index lost momentum owing to profit-taking by investors ahead of expiry of July-end contracts. After fluctuating within a narrow range throughout the day, the benchmark index recorded a decrease of 379.78 points, or 0.27%, and settled at 138,217.58 by the close of trading. In its market review, Topline Securities commented that the KSE-100 index settled at 138,218, down 380 points. 'The market remained range bound throughout the session, fluctuating between intra-day high of 139,201 and intra-day low of 138,150, as investors engaged in profit-taking ahead of July-end contract expiry,' it said. Pressure on the index came from Fauji Fertiliser Company, United Bank Limited, Oil and Gas Development Company, Systems Limited and Hub Power, which dragged the market down by 438 points. On the other hand, HBL, Engro Fertilisers and Pakistan Aluminium Beverage Cans provided some support, contributing 152 points, Topline added. Arif Habib Ltd Deputy Head of Trading Ali Najib remarked that the 135,000 level served as initial support for the KSE-100 index, backed by strong corporate earnings and consistent foreign inflows. 'If this level is breached, the index may drift towards the 132,000 mark, where compelling valuations and expectations of monetary easing could help revive investor sentiment and reignite buying interest,' he said. Overall trading volumes decreased slightly to 608.2 million shares compared with Friday's tally of 609.4 million. The value of shares traded stood at Rs23.5 billion. Shares of 479 companies were traded. Of these, 193 stocks closed higher, 245 decreased and 41 remained unchanged. First Prudential Modaraba topped the volumes chart with trading in 58.7 million shares, up 48 paisa to close at Rs4.98 per share.

MUMBAI: The Indian rupee at open on Thursday will contend with a slide in Asian peers, US Federal Reserve leadership upheaval, and soft US inflation data that slightly strengthened expectations of a rate cut at the Fed's September meeting. The 1-month non-deliverable forward indicated that the rupee will open flat-to-slightly weaker versus the US dollar from 85.94 on Wednesday. The The dollar index whipsawed Thursday, dropping on speculation that President Trump would sack Fed Chair Jerome Powell, before trimming losses after the report was denied. Trump kept up his pressure on the central bank to cut rates. Trump has been vocal in his frustration with Powell for not cutting rates, which he thinks should be much lower. Trump confirmed that he had floated the idea with Republican lawmakers to fire the Fed chief. Investors were rattled last week by signals that the White House was paving the way to dismiss Powell — a move that would likely spark a sharp market backlash. ING Bank said in a note that the firing of Powell remains a low-probability event. However, Wednesday's market action showed how investors are likely to react if it does materialize - short-term US yields would fall, the dollar would weaken, equities would decline, credit spreads would widen, and long-dated Treasury yields would rise, ING added.
