Land survey to begin for proposed Greenfield airport in Erumely and Manimala
According to officials, five surveyors have been deployed to kickstart the proceedings, with the physical survey expected to begin next week. The survey is being conducted under the supervision of Deputy Collector Jinu Punnoose.
'A digital survey was already conducted to estimate the land requirements. The upcoming physical survey is expected to be completed within four to six months. Although we had requested eight surveyors, the government has sanctioned only five,' an official said.
As per the government order, 1001.873 hectares (approximately 2,475 acres) of land are to be acquired for the project. However, the exact extent and corresponding survey numbers will only be finalised upon the completion of the physical survey.
Compensation
Following the survey, a basic valuation statement will be prepared, which will later be followed by a detailed valuation report to determine compensation. Residents will be notified in advance regarding the extent of land to be acquired, the official added.
In addition to the 2,263-acre Cheruvally estate, parcels of land outside the estate boundaries will also need to be acquired. The final list of land parcels to be acquired will be confirmed once the government issues a notification under Section 19(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (LARR) Act.
Currently, the General LA Tehsildar's office under the Revenue Department in Kottayam is handling the survey proceedings. However, the delay in securing continued approval for the office's functioning have created administrative hurdles in the land acquisition process.
The government, meanwhile, has initiated steps to establish a dedicated Tahsildar office in either Erumely or Kanjirappally and to appoint a special tahsildar to oversee the administrative coordination of the land acquisition process.
STUP Consultants Ltd., appointed by the Kerala State Industrial Development Corporation (KSIDC), is currently preparing the Detailed Project Report (DPR). On completion, the DPR will be submitted to the KSIDC and subsequently forwarded to the Union Ministry of Civil Aviation for further evaluation.

Yuva Sena alleges 695 institutes got illegal fee hike nod; FRA says everything as per rules
Pune: Representatives of Yuva Sena, the Shiv Sena's youth wing, recently submitted a complaint letter to Maharashtra Fee Regulatory Authority (FRA) on Friday, accusing it of illegally approving fee hikes for 695 unaided professional institutions in the state. According to the letter, the fee hikes were approved after the legally mandated date of Oct 31, in violation of Maharashtra Unaided Private Professional Educational Institutions (Regulation of Admission and Fees) Act, 2015, resulting in financial exploitation of students. Kalpesh Yadav, the president of Yuva Sena, demanded that all fee hike approvals granted after the official deadlines be immediately withdrawn. He also requested FRA to instruct institutions to charge fees based on previous academic year's approved structure. "The rules state that if FRA's decision is not acceptable to a college, it should file a re-application within 15 days, and FRA is expected to arrive at a decision before March 31. But this time, FRA extended the dates to apply for fee hikes multiple times after Oct 31, and the latest order asks colleges to apply before August 15 for any fee-related approval. It is like they are encouraging colleges to apply, which is illegal, and we will move court if they don't reverse the decisions taken on applications after Oct 31," said Kalpesh Yadav, joint secretary, Yuva Sena. "There is nothing illegal in the process of giving extensions, and FRA has the right to give extensions. We tried to explain all this to the complainant also. FRA has not done anything illegal."

Online shopping scam: Kerala HC directs transfer of provisionally attached amount to interest-bearing treasury deposit
Kochi: High court has directed the competent authority under the BUDS Act to ensure that the provisionally attached amount, exceeding Rs 200 crore and lying in various bank accounts in connection with the scam-hit High Rich Online Shopee case, is transferred to an interest-bearing treasury deposit within two weeks. The bench of Justice P Gopinath issued the order on Monday in a petition filed by High Rich Online Shoppe Pvt Ltd and its directors, K D Dasan and his wife K S Sreena, challenging the actions taken under the Banning of Unregulated Deposit Schemes Act, 2019 (BUDS Act). The directive was issued after considering the fact that the amounts on deposit admittedly exceed Rs 200 crore, and that it would be in the interest of the depositors for the funds to earn interest rather than remain idle in current accounts across various banks. HC further directed that the details of the treasury deposit, including the applicable rate of interest, be duly intimated to it by the competent authority immediately after the transfer and deposit of the amount. Accordingly, the matter was adjourned to Aug 13. Previously, a crime had been registered at the Cherpu police station in Thrissur under the BUDS Act against the petitioners, based on a private complaint in a financial fraud case. The complainant alleged that High Rich was engaged in multi-level marketing, thereby conducting a money chain business. Similar cases were also registered against the petitioners at the Ernakulam, Sulthan Bathery and Kannur police stations. In 2023, the additional chief secretary (home), acting as the competent authority under the Act, provisionally attached the assets.
