'Without student union elections, how can a union room function as a component of the college or university? All these issues are well known to the college or university authorities... They are spineless in front of the ruling party, TMC,' Ghosh told ANI.
'Now, the High Court has passed an order. But after such an order is passed, who will execute it? The principal governing body, run by the TMC party office, holds executive authority. They likely won't close the union room permanently, just temporarily for show. The main issue is that West Bengal's entire administrative system is broken,' he added.
The Calcutta High Court on Thursday directed the West Bengal Higher Education Department to ensure that the union rooms in all colleges and universities in the state remain locked till the time the students' union elections in those institutes are conducted and the results declared.
The Court passed the order in the case of a law student's alleged rape in the student union room of the South Calcutta Law College.
Earlier, the High Court sought a response from the West Bengal Government on three Public Interest Litigations (PILs) regarding the alleged gangrape.
The Court also questioned why the governing body of the college was not included in the case.
On July 2, Kolkata Police stated that the Detective Department of the police force would take over the investigation in the alleged gang rape case.
Earlier, BJP's fact-finding committee member Manan Kumar Mishra stated alleged that the police were 'hiding' the family of the rape survivor and not allowing anyone to meet the security guard, who is the fourth accused in the incident.
He further alleged that there was an attempt to 'tamper' with the First Information Report (FIR) to change the name of the accused. (ANI)

Social media posts: judicial magistrates cautioned against deviating from law while ordering remand
The Registrar (Judicial) of the High Court (HC) of Andhra Pradesh issued a circular on July 5, instructing the judicial magistrates in the State to satisfy themselves before ordering remand, particularly in cases relating to social media postings / comments, that the investigating officers complied with the law laid down in the Arnesh Kumar vs State of Bihar and Imran Pratapgarhi vs State of Gujarat judgments. It was mentioned in the given judgements that the magistrates should satisfy themselves that the accused committed repeated and multiple offences, and, if not ordered to be remanded to judicial custody, the accused might influence the witnesses or tamper evidence that the police require for custodial investigation. The Registrar observed that it had been brought to the notice of the HC that the judicial magistrates were remanding the accused in cases pertaining to social media postings / comments without adhering to the principles laid down in the above judgments. While quashing the FIR in the Imran Pratapgarhi vs State of Gujarat case, the Supreme Court held that, before registering an FIR involving speech, writing, or artistic expression (where the offences carry three to seven years of imprisonment), the police must conduct a preliminary inquiry under Section 173 (3) of the Bharatiya Nagarik Suraksha Sanhita, and such inquiry shall be preceded by an approval from the Deputy Superintendent of Police and the same must be concluded within 14 days. The judicial magistrates have to follow the circular scrupulously, and any deviation thereof would be viewed very seriously, and they would be rendering themselves liable for contempt of the HC, besides facing departmental inquiry.

One dead, 4 injured as Tazia touches high-voltage wire during Muharram procession in Jharkhand
At least one person died and four others were injured after a Tazia came into contact with an 11,000-volt overhead electric wire during a Muharram procession in Jharkhand's Giridih district on Sunday, officials said. The incident occurred in Chakosingha village under the Thodthambha outpost area. According to officials, as participants lifted a large Tazia on their shoulders as part of the traditional procession, it accidentally touched the high-tension wire, triggering a massive electric shock. Witnesses said five to six people collapsed immediately, writhing in pain after the shock. One of them died on the spot. The condition of two of the injured is said to be critical. All the injured have been admitted to the Giridih District Hospital for treatment. Confirming the incident Giridih Deputy Commissioner Ramniwas Yadav said that the administration responded promptly, providing immediate assistance and medical care. The tragedy led to panic and chaos in the procession, with the mood of mourning gripping the entire village. This is not the first such incident in the district. In 2023, a similar accident during Muharram in Chakmanjo village under Jamua police station limits claimed the life of a youth and left two others injured. That same year, in a separate incident in Petarwar, Bokaro district, four people were electrocuted and over 10 others sustained severe burns after a Tazia touched a high-voltage line. In view of recurring accidents, the Jharkhand State Electricity Supply Corporation (JSEB), following a directive from the High Court, issued clear guidelines last week regarding the permissible height of flags, Tazias, and tableaux in religious processions. However, despite the advisory, several processions across the state continue to flout the rules by carrying Tazias of excessive height.
