Govt to teachers: Don't visit secretariat for transfer issues
Patna: The education dept has asked teachers not to visit secretariat to lodge their complaints over transfer issues. In a letter issued to the district education officers (DEOs) on Wednesday, additional chief secretary S Siddharth said that issues related to transfers within the district will be considered by the committee formed under the chairmanship of district officer concerned, and appropriate action will be taken. The letter also stated that all teachers have the option to register their complaints online through the e-Shiksha Kosh portal. These complaints are regularly monitored at the state-level by the district-wise nominated nodal officers, he said. All complaints lodged by the teachers and registered are simultaneously visible to the district education officer, director of primary and secondary education, director of mid-day meal scheme, and additional chief secretary of the department, he added. Under the e-Shiksha Kosh system, the DEO has been assigned the responsibility of resolving the complaints and uploading compliance reports on the portal, so that the additional chief secretary's public grievance cell can periodically review them. Only inter-district matters will be considered at the state-level in very special circumstances. The letter stated that teachers trying to contact officials at the secretariat regarding the transfer issues disrupt departmental activities. Visiting the secretariat also causes personal difficulties for the teachers, it added.

School allotment for 1.3L teachers by 15 June: Govt
1 2 Patna: The state education department has announced that the school allotment process for 1.3 lakh teachers, whose district postings have already been finalised, will be completed by June 15. These teachers were selected from among 1,90,226 applicants who submitted online requests for transfer postings. The allotments have been made based on the teachers' chosen panchayats and the availability of vacancies within those districts. In a set of school allotment guidelines issued on Friday, the department confirmed that the entire process will be conducted under the strict supervision of the respective district education officers (DEOs). Teachers who have been transferred must join their newly allotted schools between June 23 and June 30. Once the allotment process concludes, the transfer posting orders will be made available via the e-Shiksha Kosh portal. Teachers dissatisfied with their new postings may appeal to the DEO, but only after joining their assigned schools. To ensure impartiality and maintain confidentiality, the department has introduced a unique mechanism for DEOs. The DEO will be able to view essential professional details, such as category, subject, class and panchayat, but will not be shown personal details like name, school ID, previous posting or reasons for transfer. This system is aimed at helping DEOs carry out school allotments in a timely and unbiased manner, free from external influence. In cases where no vacancies are available within a teacher's selected panchayat, the DEO has been instructed to assign the teacher to a school in the nearest panchayat. The guidelines clearly state that DEOs cannot skip any teacher in the sequence; only after one teacher's allotment is complete will the details of the next teacher be displayed. For the remaining teachers whose applications are still under review, a decision will be taken in the second phase of the process. These applicants have been given the option on e-Shiksha Kosh to either withdraw their current applications or delete and resubmit them. Those wishing to revise the reason stated in their previous applications may also delete and reapply. Additionally, new teachers may submit fresh applications during this period. All second-phase applications will be considered based on district-level vacancy data and the student-teacher ratio. Priority will be given to new applicants opting for districts with high student-teacher ratios. These districts include Sheohar, Sitamarhi, Purnia, East Champaran, Araria, Katihar, Khagaria, Supaul, Banka, Jamui, Kishanganj, Lakhisarai, Bhagalpur and Madhubani.
