
HM The Sultan arrives in Moscow
An official reception was held at Vnukovo International Airport in Moscow, in a manifestation of warm welcome for His Majesty the Sultan.
At the foot of the ramp, His Majesty the Sultan was received by Maxim Reshetnikov, Minister of Economic Development, some officials in the Russian Federation and members of the Omani Embassy in Moscow.
After that, His Majesty the Sultan inspected the Guard of Honour. Then, His Majesty proceeded to the dais of honour where the Royal Anthem of Oman and the National Anthem of the Russian Federation were played.
His Majesty the Sultan will be accorded an official reception protocols tomorrow 'Tuesday' at the Kremlin Palace in the Russian capital, Moscow. His Majesty will meet with President Vladimir Putin of the Russian Federation, as the two leaders will conduct official talks.

Ambassadors of Lebanon, Azerbaijan bid farewell
MUSCAT: Gen Sultan bin Mohammed al Numani, Minister of the Royal Office, received in his office on Sunday Albert Samaha, Ambassador of the Lebanese Republic, to bid him farewell at the end of his tour of duty. Al Numani lauded the efforts exerted by the ambassador in enhancing bilateral relations and cooperation, wishing him success in his future endeavours. On his turn, the Lebanese ambassador expressed his appreciation for the cooperation that was extended to him. He also praised the depth of bilateral relations between Oman and Lebanon. Ukraine drone attack disrupts Volgograd railway power
KYIV: Falling debris from destroyed Ukrainian drones disrupted railway power supply and train operations in part of the Volgograd region, the administration of the region in Russia's south said on Sunday. There were no injuries as a result of the attacks, the administration said on the Telegram messaging app, citing Governor Andrei Bocharov. Russia's defence ministry said on Telegram that its air defence units had destroyed nine Ukrainian drones over the region. In total Russia downed 99 drones overnight over 12 Russian regions, the Crimean Peninsula and the Black Sea, the ministry said. Russia's civil aviation authority Rosaviatsia said on Telegram that it had suspended flights soon after midnight at the airport in the city of Volgograd, the administrative centre of the Volgograd region. The flights had not resumed on Sunday morning. Because of the attack, trains were delayed in parts of the region, RIA state news agency reported. The extent of the damage inflicted by the Ukrainian drone attack was not clear. The Russian defence ministry reports only how many drones its units destroy, not how many Ukraine launches. There was no comment from Ukraine. Kyiv has often said that its attacks are in response to Moscow's relentless strikes on Ukraine since Moscow attacked in 2022 and are aimed at destroying infrastructure key to Russia's war efforts. Russia prefers political and diplomatic means to resolve conflict in Ukraine, but Kyiv and the West rejected that path, Russian news agencies reported on Sunday, citing Kremlin spokesman Dmitry Peskov. "Our preferred route is through political and diplomatic means," Peskov said, according to TASS state news agency. Peskov added, without providing evidence, that Moscow continues its military operation in Ukraine because "all proposals for dialogue were rejected, both by Ukraine and by Western countries." Meanwhile, Russian air defence units downed 291 Ukrainian fixed-wing drones, the Russian Defence Ministry said. "Air defence systems downed two guided aircraft bombs, three projectiles of Czech-made Vampire multiple rocket launch systems and 291 fixed-wing drones," the ministry said on its Telegram channel. It added that Russian warplanes and drones struck drone production facilities and control centres within Ukraine. Russia's Defence Ministry said on Saturday its forces had captured two more villages in eastern Ukraine, including one in Dnipropetrovsk region where Moscow says its troops have begun to make advances. Ukrainian forces made no acknowledgement that the villages had changed hands, but reported heavy fighting. Ukrainian President Volodymyr Zelensky, in an assessment of the situation along the 1,000 km front line, said the logistics hub of Pokrovsk remained the focal point of battles. He also said Ukrainian forces had recorded "successful actions" in Sumy region on Ukraine's northern border, where Russian forces have established a foothold in recent weeks. The front-line clashes were reported three days after the two sides held their third direct meeting in Turkey aimed at resolving the nearly 3 ½ year-old war. Both sides reported progress in swaps of prisoners or the remains of war dead, but no breakthroughs were announced in terms of a ceasefire or a meeting of the two countries' leaders. Russia said on Sunday a major annual navy parade had been cancelled for "security reasons", without specifying the threat or concern. "It has to do with the general situation. Security reasons are of utmost importance," said Kremlin spokesman Dmitry Peskov, quoted by Russian news agencies. The parade was meant to be the highlight of Russia's Navy Day, which falls on the last Sunday of July each year and honours the country's sailors. But local authorities in the coastal city of Saint Petersburg, where the warships and submarines were scheduled to pass, said on Friday the parade had been cancelled without giving a reason. Russian President Vladimir Putin appeared in a video message hailing the "bravery" and "heroism" of Russia's sailors participating in the offensive in Ukraine. "We are celebrating the holiday in a working atmosphere," Putin said later on Sunday, in a video address to Russian forces involved in large-scale naval manoeuvres called "July Storm". The drills, launched earlier this week in the Baltic and Caspian seas as well as in the Arctic and Pacific oceans, involved more than 150 ships and over 15,000 troops, Putin said. Minimum periodic increment for Omani workers in pvt sector
The Minister of Labour has issued a ministerial decision setting the minimum periodic bonus (salary increment) and regulating its disbursement to Omanis working in the private sector. An Omani worker will be entitled to a periodic increment on January 1 of each year, provided that he has been employed in the establishment for at least 6 months, according to the result of his evaluation in the performance report (Ejada), and as a minimum, as follows: Four percent of the basic wage if the worker receives a very good evaluation. Two percent of the basic wage if the worker receives an acceptable evaluation. Five percent of the basic wage if the worker receives an excellent evaluation. Three percent of the basic wage if the worker receives a good evaluation. The worker is not entitled to a periodic increment if he receives a (poor performance report. Decision The Minister of Labor issued Ministerial Resolution 317/2025 on Sunday regarding setting the minimum periodic allowance and regulating its disbursement to Omanis working in the private sector. Based on the Labor Law issued by Royal Decree No. 53/2023, and Ministerial Resolution No. 541/2013 specifying the minimum periodic allowance for Omanis working in the private sector and the procedures and conditions for its disbursement, and based on what the public interest requires, it is decided. Article 2 Without prejudice to any better benefit granted to the worker, the Omani worker is entitled to a periodic bonus on the first of January of each year, provided that he has been appointed for at least (6) six months in the establishment, according to the result of his evaluation in the performance report and as a minimum as follows: - (5%) five percent of the basic salary if the worker receives an excellent evaluation. - (4%) four percent of the basic salary if the worker receives a very good evaluation. - (3%) three percent of the basic salary if the worker receives a good evaluation. - (2%) two percent of the basic wage if the worker receives an acceptable evaluation. The worker is not entitled to a periodic bonus if he receives a 'weak' performance report. In all cases, the worker has the right to file a grievance against the results of his evaluation in the performance report with the relevant administrative division in the Ministry. Article Three In applying the provisions of Article (50) of the Labor Law, the establishment in which the worker spent the longest period of one year is responsible for preparing a performance report on him, and the establishment to which he is transferred is obligated to pay the periodic bonus due to him. Article Four The employer may reduce the periodic increment if the establishment proves that there is an economic reason, provided that the committee stipulated in Article 45 of the Labor Law approves. Article 5 The employer may stop the periodic bonus in the following cases: 1 - If the worker is accused of committing a misdemeanor or felony within the workplace and is referred for investigation by the competent authorities, and in the event that a final judgment is issued acquitting him, the establishment shall be obligated to pay the periodic bonuses that were suspended, in accordance with the provisions of this decision. 2 - If the worker spends unpaid leave under the provisions of Articles (80, 83) of the Labor Law or is absent from work for a period exceeding (6) six months in the year in which the periodic bonus is calculated. Article 6 The periodic increment shall continue to be paid to the worker after the reason for the reduction or suspension has been removed, under the provisions of this decision. Article Seven An administrative fine of RO50 shall be imposed on every employer who violates the provisions of this decision, and the fine shall be multiplied by the number of workers involved in the violation. Article Eight Ministerial Resolution No. 541/2013 referred to herein shall be cancelled, as shall anything that contradicts this resolution or conflicts with its provisions. Article Nine This decision shall be published in the Official Gazette and shall take effect from the day following the date of its publication.
