By Nur Ashikin Abdul Aziz SINGAPORE, July 21 (Bernama) -- About 20,000 individuals in Singapore were affected by a processing error in the Health Ministry's means-testing system, resulting in incorrect subsidy or grant amounts, the Ministry of Health (MOH) said on Monday. In a statement, MOH said that in the majority of cases, individuals received higher-than-intended subsidies or grants while a minority received lower-than-intended amounts. bootstrap slideshow The ministry said that in January, the Household Means Eligibility System (HOMES) was unable to appropriately account for the business income of selected individuals following changes in data processing timelines. This led to inaccurate means-testing for individuals with business income and their household members between Jan 1 and 27. 'These affected individuals represent less than three per cent of all individuals means-tested during this period. Corrections to subsidy and grant levels are in progress,' the ministry said. About 19,000 individuals were affected under MOH schemes, while around 1,000 were impacted for schemes under the Early Childhood Development Agency, Social and Family Development Ministry, Education Ministry, and Infocomm Media Development Authority. MOH said those who received an over-subsidy will not be required to return the overpaid amounts, while reimbursement payments to those who received lower-than-intended subsidies or grants will be completed by November 2025. 'Agencies will reach out to inform affected individuals progressively,' MOH said.

KUALA LUMPUR: The increasing cost of living has become the primary reason many young Malaysians delay marriage and starting families, according to Deputy Women, Family and Community Development Minister Datuk Seri Dr Noraini Ahmad. She cited a United Nations Population Fund (UNFPA) report stating that nearly one in five adults across 14 countries may not achieve their desired family size due to financial constraints. 'Of this group, 39 per cent cited financial constraints as the main barrier, including the cost of living, childcare, housing, and job insecurity. This is where our responsibility lies, to listen, understand, and act,' she said during the 2025 World Population Day celebration. To address the issue, the government has introduced initiatives such as maternity and paternity leave, childcare subsidies, and financial aid for low-income families. Awareness programmes on reproductive and family health are also being conducted. Malaysia's fertility rate has declined to 1.7 children per woman, below the replacement level of 2.1. Noraini noted that only 93,500 births were recorded in the first quarter of 2025, an 11 per cent drop compared to the previous year. 'These numbers are not just statistics; they represent a growing urgency for effective policies, support systems, and public awareness,' she said. The government is implementing the Fertility Treatment Aid and Infertility Advocacy Programme (BuAI), aiming to assist 30,000 couples by 2025. Additional programmes like PEKERTI, SMARTSTART, and Kafe\@TEEN are also being expanded to promote family planning and reproductive health. This year's World Population Day celebration has been extended to the state level, engaging over 5,000 participants. X accuses French prosecutors of politically motivated free speech probe
PARIS: Elon Musk's social media platform X has accused French prosecutors of launching a politically motivated criminal investigation, claiming it threatens users' free speech. The company denied all allegations and stated it would not comply with the probe. Earlier this month, Paris prosecutors escalated a preliminary investigation into X over suspected algorithmic bias and fraudulent data extraction. Authorities enlisted police to examine potential wrongdoing by the company or its executives. 'Based on what we know so far, X believes that this investigation is distorting French law in order to serve a political agenda and, ultimately, restrict free speech,' the platform posted on its Global Government Affairs account. 'For these reasons, X has not acceded to the French authorities' demands, as we have a legal right to do.' In a sharp rebuke, X also alleged the probe was instigated by French lawmaker Eric Bothorel, who accused the platform of manipulating its algorithm for foreign interference purposes. X dismissed the claim as 'completely false.' The Paris prosecutors' office and Bothorel did not immediately respond to requests for comment. Musk, a former ally of U.S. President Donald Trump, has repeatedly criticized European governments for what he sees as attacks on free speech. He has also expressed support for some of the region's far-right parties. The French investigation could widen tensions between Washington and European capitals over online discourse regulations.
