Rising cost of living delays youth marriages, says deputy minister
She cited a United Nations Population Fund (UNFPA) report stating that nearly one in five adults across 14 countries may not achieve their desired family size due to financial constraints.
'Of this group, 39 per cent cited financial constraints as the main barrier, including the cost of living, childcare, housing, and job insecurity. This is where our responsibility lies, to listen, understand, and act,' she said during the 2025 World Population Day celebration.
To address the issue, the government has introduced initiatives such as maternity and paternity leave, childcare subsidies, and financial aid for low-income families.
Awareness programmes on reproductive and family health are also being conducted.
Malaysia's fertility rate has declined to 1.7 children per woman, below the replacement level of 2.1.
Noraini noted that only 93,500 births were recorded in the first quarter of 2025, an 11 per cent drop compared to the previous year.
'These numbers are not just statistics; they represent a growing urgency for effective policies, support systems, and public awareness,' she said.
The government is implementing the Fertility Treatment Aid and Infertility Advocacy Programme (BuAI), aiming to assist 30,000 couples by 2025.
Additional programmes like PEKERTI, SMARTSTART, and Kafe\@TEEN are also being expanded to promote family planning and reproductive health.
This year's World Population Day celebration has been extended to the state level, engaging over 5,000 participants.

JKT To Provide SOPs For Community Service Enforcement
KUALA LUMPUR, July 21 (Bernama) -- The Local Government Department (JKT) will issue standard operating procedures (SOPs) to local authorities (PBTs) to ensure uniform implementation of court-ordered community service sentences for individuals convicted of littering in public areas. Housing and Local Government Minister Nga Kor Ming said the SOPs will be introduced following the passing of the Local Government (Amendment) Bill 2025 in the Dewan Rakyat today, to ensure effective implementation of the law while upholding social justice for all offenders. Nga added that capacity building is important for PBT officers, especially when dealing with young offenders. 'They must fully understand not only the provisions under the Local Government Act 1976 (Act 171) but also the Child Act 2001 (Act 611), which has been taken into account in the ministry's implementation plan to ensure effective legal enforcement,' he said when winding up the debate on the Bill. The Bill was passed by a majority voice vote after being debated by eight Members of Parliament from both the government and opposition blocs. The amendment introduces a new Subsection 104A(1), which empowers the courts to order individuals convicted of breaching by-laws under Act 171 to perform up to 12 hours of community service, in addition to any fines imposed. Subsection 104A(3) provides that authorised PBT officers shall determine the time and place for carrying out the community service once a court order is issued. Meanwhile, Subsection 104A(8) states that if the offender is under the age of 18, provisions under Act 611 regarding community service orders will apply. Nga further said the ministry has outlined several strategies to enhance the effectiveness of the law, including increasing the number of authorised PBT officers for enforcement and monitoring purposes.

Credits to PMO FB Prime Minister Datuk Seri Anwar Ibrahim has dismissed claims that multibillion-ringgit investments bring no tangible results, stating that the manufacturing sector continues to deliver direct benefits to Malaysians through job creation, wage increases and industrial value-add. 'They say billions in investments, where are the results? There's nothing to show. The reality is, 86% of the approved projects are already operational,' he said. He revealed that 3,494 manufacturing projects have been approved by the Malaysian Investment Development Authority (MIDA) from 2021 until June 2025. Of these, 3,095 projects or 86.4%, have been realised and are now operational. Speaking at the monthly assembly of the Prime Minister's Department, Anwar noted that the implementation rate of approved projects stood at 90.6% in 2023, 79.2% in 2024 and 49.8% in the first quarter of 2025. 'I've told Minister Tengku Zafrul to continue publishing the relevant data and highlight the locations of operating plants — in Kulim, Johor, Sarawak, Sabah and the Klang Valley,' he added. He said most of the realised projects focus on digital and green industries. In the first quarter of this year alone, these projects have created 50,000 new jobs in the manufacturing sector. Median wages in the sector also rose by 5.4% to RM2,745, up from RM2,600 last year, aligning with the new minimum wage policy of RM1,700. Anwar also reported that since the establishment of the Invest Malaysia Facilitation Centre (IMFC) in December 2023, a total of 28,166 investor applications have been facilitated with a resolution rate of 99.9%.
