H.E. Khalid Al Bustani: 'Awards reflect the FTA's institutional excellence and an environment of optimum innovation'
Sharjah,May 2025: Following the 3rd edition of the Sharjah Public Finance Award, H.E. Khalid Ali Al Bustani, Director-General of the Federal Tax Authority (FTA), said that winning three Arab Region awards in both institutional and individual categories is another important achievement – adding to the Authority's track record of accomplishments under its innovation strategy.
The FTA's innovation strategy was established with the aim of achieving global leadership in tax revenue collection, establishing a culture of voluntary compliance to support financial sustainability, developing innovative solutions to continuously improve the services provided to customers, and promoting an institutional environment that supports and encourages creativity and innovation.
The three accolades awarded to the FTA included one institutional and two individual awards. The FTA won in the category of 'Institution Distinguished in Financial Innovation,' with two FTA employees picking up individual awards for 'Outstanding Arab Tax Manager' and 'Outstanding Arab Procurement and Contracts Manager'.
During a ceremony, held recently at the Sharjah Cultural Palace Theatre, Sheikh Mohammed bin Saud Al Qasimi, Chairman of the Sharjah Finance Department, congratulated and presented H.E. Khalid Ali Al Bustani with the FTA's institution award, in the presence of H.E. Sheikh Rashid bin Saqr Al Qasimi, Director of SFD and Secretary-General of the Award, along with a number of senior officials from government and private entities in Arab countries, local departments, and representatives of the financial sector from across the UAE.
The individual awardees included Saida Kaddoumi Osman, Tax Policy Consultant at the FTA, who took first place for the 'Outstanding Arab Tax Manager' award. This category awards outstanding individuals working in Arab government entities responsible for managing tax affairs, and is dedicated to mid-tier tax administration leaders.
Sulaiman Abdullah, Director of the Administrative Affairs Department at the FTA, was the other individual award winner, coming first in the 'Outstanding Arab Procurement and Contracts Manager' award category. This award recognises individuals with outstanding performance in the public finance departments of Arab government entities, specifically mid-tier tax administration leaders who are responsible for procurement, tendering and contract management processes that are carried out with a high level of excellence and transparency.
Following today's announcement, the FTA Director-General said: 'We are proud to win these prestigious awards, especially given the strong competition from many well-established entities with great expertise in public finance – from across the Arab world.
'Through continuous efforts to develop and update our technology infrastructure and human resources, the FTA has shown itself a clear leader across multiple award categories. This reflects our continuous efforts to implement development plans that maintain the highest standards and enhance both leadership and deliver excellence in the tax sector – both regionally and internationally.'
His Excellency added, 'This milestone is further testament to the FTA's advanced organisational maturity – despite being a relatively new institution. By adopting the concept of innovation as a core pillar for the sustainable growth and efficiency of the UAE's tax system, the FTA demonstrates its commitment to excellence and its growing role as a global leader in the field of tax administration.
The Director-General also praised the wider team at the FTA for their ongoing dedication to fostering a culture of creativity and innovation, ensuring that the Authority maintains its position as a leading global tax authority that supports financial sustainability in accordance with the highest standards of governance and transparency.'
The Sharjah Public Finance Award 'Institution Distinguished in Financial Innovation Award' category is presented to a government entity that has developed innovative solutions to enhance financial operations or address challenges encountered by the financial sector.
It was noted that the digital system implemented for the refund of Value Added Tax (VAT) to tourists was one of the primary submissions under consideration for this category. The FTA successfully overcame a significant challenge by transitioning from conventional, paper-based procedures for tourist VAT refunds, which were time-consuming and labour-intensive.
The FTA's solution was to launch the world's first integrated digital VAT refund system for tourists, which has overcome many procedural and processing obstacles, thereby delivering an exceptional experience for tourists, while supporting the digital transformation and sustainability goals of the UAE government. The VAT refund system also reinforces the UAE's leadership in innovation and smart government services.
Launched in 2016, the Sharjah Award in Public Finance, is the first Arab award specialising in government financial excellence. It was initiated by the Sharjah Finance Department in cooperation with the Arab Administrative Development Organisation of the League of Arab States. The of this was to help consolidate a regional culture of excellence, developing administrative ideologies and creating a collective identity of efficiency and excellence among different government entities.
The award also aims to encourage the optimal use of financial resources, the implementation of the most effective financial and administrative systems, and the development of government budgets to achieve sustainable development.

Prime Minister Mostafa Madbouly this morning witnessed the signing of a contract to develop and transfer usufruct rights for a 2.86-square-kilometre plot of land within the Ain Sokhna industrial zone, part of the Suez Canal Economic Zone (SCZONE). The agreement was signed by the SCZONE, the Main Development Company (MDC), and Egypt TEDA Special Zone Development Company at a ceremony held at the New Alamein Government Headquarters, attended by Vice Prime Minister for Industrial Development and Minister of Industry and Transport Kamel Al-Wazir. The new contract coincides with TEDA Egypt nearing completion of infrastructure works on its previously allocated 7 square kilometres, bringing its total developed area within the Ain Sokhna industrial zone to nearly 10 square kilometres. This step underlines SCZONE's commitment to developing and optimally utilising industrial land through partnerships with experienced developers. Under the agreement, the developer will undertake new infrastructure works with total investments of $100 million, expected to attract a wider range of industrial projects and support the Authority's goal of establishing integrated, sustainable industrial communities. Prime Minister Madbouly stressed the importance of this collaboration in accelerating industrial development within the Suez Canal Economic Zone, noting that the zone has the potential to become one of the region's key manufacturing and logistics hubs. He also highlighted the government's broader efforts to strengthen cooperation with local and international private sector partners to drive development and create job opportunities. For his part, Walid Gamal El-Din, Chairperson of the SCZONE, described the contract as a strategic milestone in advancing the development framework of the Ain Sokhna industrial zone. He emphasised the Authority's dedication to maximising the investment value of industrial land and making full use of existing infrastructure, adding that the partnership with MDC and TEDA Egypt aligns with SCZONE's strategy to localise industries and deepen local manufacturing. Gamal El-Din noted that TEDA Egypt's latest expansion demonstrates the success of the partnership over recent years, both in attracting investments and in creating an integrated industrial community within the zone. He reaffirmed SCZONE's ongoing commitment to facilitating and sustaining this success, which he described as a model of productive economic cooperation and sustainable industrial development. He further explained that this expansion will help localise priority industries and attract more Chinese companies looking to access regional and global markets. Over the past three years alone, the SCZONE has secured over $4bn in Chinese investments, with shared objectives between the parties paving the way to double this figure in the near future. TEDA Egypt is among the leading industrial developers in the Suez Canal Economic Zone, renowned for its expertise in establishing industrial communities and attracting Chinese and other international investors. Meanwhile, the MDC acts as one of SCZONE's investment arms, tasked with developing and managing industrial assets within the zone.

As part of the broader international promotional initiative "Egypt… Unmatched Diversity," the Ministry of Tourism and Antiquities has launched a new digital campaign targeting Arab travellers, in partnership with WEGO, a leading Middle East-based travel search engine and booking platform. Running through June 2026, the campaign aims to spotlight Egypt's diverse tourism offerings using modern, data-driven marketing strategies. It focuses on expanding digital outreach through specialized global platforms to attract a wider audience across the region. Ahmed Youssef, Assistant Minister for Strategic Affairs and Acting CEO of the Egyptian Tourism Authority, stated that the campaign highlights Egypt's commitment to innovation in tourism marketing and its strategic focus on key regional markets to drive sustainable growth. The campaign's promotional content highlights experiences tailored to Arab tourists, including beach escapes, water sports, cultural heritage, shopping, and entertainment. Special attention will be given to emerging destinations, such as New Alamein City, which is being promoted as a premier travel hub due to its modern infrastructure and rising appeal. The campaign includes a bilingual media plan (Arabic and English) across YouTube, Google, and smart out-of-home advertising in cinemas and shopping centres in key Arab countries. Advertising will intensify during peak holiday and festive seasons. Suzanne Mostafa, Director General of Tourism Promotion, said the campaign aims to generate over 500,000 bookings and attract more than one million visitors from the Arab world. The Mohammed bin Rashid Al Maktoum Knowledge Foundation (MBRF) and the United Nations Development Programme (UNDP) will jointly organize the fourth edition of the 'Youth Knowledge Forum' (YKF) under the theme 'Knowledge Economy and Human Development' in the Arab Republic of Egypt. The event will be held in partnership with the Egyptian Ministry of Youth and Sports (MOYS) in Cairo from 20 to 21 July 2025. YKF will be organized as part of ongoing strategic collaborations aimed at fostering innovation and enhancing the role of youth in advancing knowledge-based development, while empowering them to become key drivers of sustainable development. YKF is a leading intellectual platform that convenes the youth and key decision-makers from various sectors to exchange vital insights and explore solutions to mitigate prevalent challenges. Its primary aim is to devise innovative solutions, which can help bolster the knowledge economy, support entrepreneurship, equip youth with future-ready skills, and reinforce regional and international cooperation among stakeholders invested in youth empowerment. The event builds on the dedicated efforts of MBRF and MOYS, which played a key role in the success of the forum's previous edition. It aims to expand on the achievements made and further enhance its impact.
