Tazias under 9 feet, no loudspeaker at night: Surat Police issues instructions for Muharram processions

Indian Express3 days ago
The height of Tazias should not exceed 9 feet, Tazia makers should ensure that religious sentiments of other faiths are not harmed, and no loudspeaker should be used from 10 pm to 6am: These are some of the instructions that Surat Police has issued ahead of the upcoming Muharram processions.
Tazia processions will be carried out on July 17 in Surat and are expected to see participation by hundreds of people.
On Wednesday evening, Surat police commissioner Anupam Singh Gahlaut held a meeting with members of Surat city Tazia committee and Shanti Samiti (peace committee). Apart from top police officials, people from both Muslim and Hindu communities attended the meeting in which an appeal was issued to strictly follow the notification and ensure peaceful conduct of the procession.
According to the notification issued by Gahlaut, Tazias should be kept at designated locations and should not be taken out on the roads, except on the day of the procession. The area where Tazias are made and kept should not create any road blockages or traffic issues, it added. Tazias should not be abandoned, it said. On the day of the procession, only those Tazias that have the permit will be allowed to pass through the allotted route, the notification said. A sound limiter should be installed in the sound system, it added.
Due to the ongoing work of the Metro rail project on Raj Marg, the route of Tazia procession has been changed. The procession will start from Zampa Bazaar area, reach Lalgate on Raj Marg, take a turn and pass through Shahpore, Muglishara, and finally culminate at Hodi Bungalow.
To ensure law and order, police officers will wear body-worn cameras, allowing for continuous monitoring of the procession and identification of those who could disrupt the atmosphere. Besides, the proceedings will be monitored through the CCTV network.
Surat city Tazia committee president Arshad Kalyani said, 'This year, we have got requests from 330 Tazia makers. We have given them permit numbers and also prescribed them the routes they have to follow on the procession day. Our volunteers will stand on the roads to ensure the procession passes by peacefully.'
Commissioner Gahlaut said, 'We held a meeting with the Tazia committee and Shanti committee leaders and asked them to ensure that the processions go by peacefully. We have acted on Supreme Court guidelines… The height of Tazia has been fixed at 9 feet.'

For the first time, SC introduces OBC quota for staff recruitment

The Supreme Court has for the first time introduced reservation for Other Backward Classes (OBCs) in recruitment of its staff. This comes after the top court came out with a roster specifying the post-wise quota for Scheduled Castes (SCs) and Scheduled Tribes (STs) in matters of recruitment and promotion. A gazette notification dated July 3 said that the Chief Justice of India, in exercise of the powers conferred by clause (2) of Article 146 of the Constitution, amended Rule 4A of the Supreme Court Officers and Servants (Conditions of Service and Conduct) Rules, 1961. As per the amended Rule 4A, 'Reservation in direct recruitment to various categories of posts specified in the Schedule, for the candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, Physically Challenged, Ex-servicemen and dependant of Freedom Fighters shall be in accordance with the Rules, orders, and Notifications issued from time to time by the Government of India in respect of posts carrying the pay scale corresponding to the pay scale prescribed for the post specified in the Schedule, subject to such modification, variation or exception as the Chief Justice may, from time to time, specify.' Though the court had a quota for SC/STs, the Rules did not have any provision for OBC quota. Now, it has happened for the first time under CJI B R Gavai. The roster specifying post-wise quota for SCs/STs was done in keeping with the five-judge Constitution Bench ruling in R K Sabharwal vs State of Punjab in 1995. The ruling said that in government appointments, reservation should be post-based (based on the number of posts in a cadre) and not vacancy-based (based on the number of vacancies arising in a given year). The judgment also said there should be separate rosters for direct recruitment and promotion. Under the roster, a post identified for a particular category will continue to remain with it even after the retirement of the person holding the post.

Cong threatens mass protest over OBC quota implementation delay

Bhopal: The Congress on Saturday warned of a statewide agitation if the BJP govt in the state fails to implement 27% reservation for Other Backward Classes (OBCs) without further delay. Congress state unit president Jitu Patwari and LoP Umang Singhar, addressing a joint press conference, said the party would launch protests, rallies and public awareness drives across the state in support of the backward classes. "The BJP's anti-OBC face has been exposed, the Congress will fight till the end," Patwari said. "The BJP govt has crossed all limits of fraud, betrayal and shameful injustice with the OBC community. The state govt is also tampering with the basic structure of the Constitution to prevent the OBC class from getting its rights. Disregarding the repeated, clear and strict instructions of the Supreme Court, the BJP govt is depriving the OBC brothers and sisters of their constitutional right of 27% reservation. This is the most disgusting and cruel face of the anti-OBC mentality, which is killing democracy, constitution and social justice. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it legal? LOP Singhar said on Friday, the Supreme Court reprimanded the MP govt in the hearing of OBC reservation case. "The court expressed strong displeasure over the failures, inaction and procrastination of the govt," the LOP said. "The chief secretary was ordered to file an affidavit, in which it has to be clarified what obstacles are coming in the appointments to 13% posts that have currently been put on hold," he said. In 2019, the erstwhile Kamal Nath govt increased reservation for OBCs from 14% to 27% taking total reservations quota to 63%. Patwari said: "The Madhya Pradesh govt makes excuses of those petitions which were filed against the ordinance, whose hearing is pending in the Supreme Court." The Congress leaders said on 25 June, the Supreme Court asked the state govt that when there is no legal obstacle, why is 27% reservation not being implemented? "Still, the BJP govt is engaged in carrying out its anti-OBC conspiracy," Patwari said. Singhar said the Congress demands 27% OBC reservation should be implemented immediately. He said the appointments of OBC candidates selected in the recruitments which were stopped by the govt, should be restored immediately or else the Congress will start its state-wide protests.

Thousands show support for trans people at Pride in London

LONDON: Amid a sea of rainbow flags and sequined costumes, hundreds of thousands joined Pride in London on Saturday, showing their support for transgender people in the wake of a recent UK court ruling. They included Chase, 23, who cheered as dancers on floats paraded through Piccadilly Circus. As a transgender man, Chase came to let the government know that the community was "still here", even if it is "at the bottom of the barrel" at the moment. Like thousands of others in the United Kingdom, Chase will no longer be allowed to use certain single-sex spaces -- men's toilets and changing rooms in this case -- following the publication of new guidelines by the UK's equality regulator (EHRC) at the end of April. The guidelines were issued days after the Supreme Court ruled that the legal definition of a woman is based on biological sex, impacting transgender people's access to hospitals and sports clubs. The new rules "invalidate us completely", said Chase, face covered in glitter and bedecked in a transgender flag, adding that the guidelines were "just the beginning" of a tougher approach against their community. This edition of Pride in London should therefore serve to "show solidarity with the trans community", said Jake Hills, the event's communications head. The transgender community has been "scapegoated for so many problems in this country", lamented Dominic, a 26-year-old linguist who came from Reading, west London, to attend the gathering. "A lot of people are going out their way to show support for the trans community. And I think we should," he added. Like last year, organisers expected nearly 1.5 million people to attend the event. Rising intolerance Political parties of all stripes have been banned from this year's Pride parades in London, Birmingham, Brighton and Manchester, due to their "refusal to platform those who have not protected our rights". Shortly after the Supreme Court's ruling, Labour Prime Minister Keir Starmer refused to repeat statements made in 2022, when he said that "transgender women are women". "We are very disappointed with the backsliding on LGBTQ+ rights that's currently taking place in the UK. We think there is a rising tide of intolerance, diminishing government support in the UK for our trans siblings," said Hills. Many in the parade were draped in the white, blue, and pastel pink transgender flag, chanting: "What do we want? Trans rights! When do we want it? Now!" They hope that the EHRC will amend its guidelines before passing them on to the government. Concerns about the rights of LGBT+ people have grown in several countries in recent months, notably in the United States and Hungary, where 200,000 people marched last weekend despite a ban by Prime Minister Viktor Orban. Claire Bennet, a 56-year-old property manager, accompanied her 13-year-old transgender son Ash Tillotson to the parade. Tillotson admitted being a little nervous and overwhelmed "surrounded by so many queer people" in the festive atmosphere of Piccadilly Circus. "Gay and queer groups in England are very strong and I think they will continue to be very strong... and that we can overcome that," Tillotson said.
