15-0.5% in 6 months: Technology helps UP slash its licence backlog

Time of India19-06-2025
Noida: UP has drastically cut its backlog of pending driving licence applications through tighter monitoring and greater use of technology, the state's transport commissioner, BN Singh, said.
Official data shows the pendency rate fell to just 0.5% between Jan 1 and June 10, from an earlier 15%.
According to data from the transport department, the Ghaziabad RTO region, which includes Noida, Hapur, Ghaziabad, and Bulandshahr, received 24,115 applications in this period, with only 15 cases still pending. The pendency rate is just 0.06%.
Data shows a total of 7,889 applications were cleared, with only one application pending.
More than 90% of districts have maintained pendency levels below 0.5 percent. Transport commissioner attributed this progress to consistent departmental oversight and impactful awareness campaigns run via social media and other platforms.
The commissioner said that the transport department recently launched a 24x7 WhatsApp chatbot service to make transport-related services more accessible. "Citizens now receive step-by-step guidance on applying for learner and permanent licences, checking challans, requesting NOCs, or requesting new vehicles through the chatbot at 8005441222.

This also significantly increased awareness among people," the commissioner said.
The chatbot currently lacks a payment gateway, so users can only retrieve information and make transactions. Siyaram Verma, ARTO (administration), Noida, explained that applicants can apply for a driving licence through the Parivahan portal, where they can submit an application form and pay the required fee. A driving test slot is then assigned, and if the applicant passes the driving test, the licence is issued—typically within 10 to 15 days.

By early next yr, you won't have to pay toll at Kherki Daula toll plaza

Gurgaon: Residents of new sectors and Manesar businesses could finally get relief from regularly paying toll charges on NH-8 from next year. The National Highways Authority of India (NHAI) has prepared an estimate of Rs 18 crore to shift the existing toll plaza from Kherki Daula to Pachgaon, some 15km apart. An NHAI official said on Monday that the proposal for the new facility, which will have 12 lanes, has been sent to the authority's headquarters in Delhi for approval. NHAI has set a target of four months to complete construction of the plaza. But technical components such as digital toll infrastructure will be handled by the Indian Highway Management Company Ltd (IHMCL), and this could take a few more months. "The new toll plaza is expected to be operational only by early next year," the official said. TOI reported last month that Pachgaon was chosen to shift the toll plaza because it lies beyond Gurgaon and Manesar, and was close to an interchange to take the Western Peripheral Expressway. The relocation of the toll from Kherki Daula has been a long-pending demand from residents of new sectors along the Dwarka Expressway , and industrialists in Manesar. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Is it better to shower in the morning or at night? Here's what a microbiologist says CNA Read More Undo Commuters argue that the toll puts financial burden on residents and impedes free movement of vehicles and goods to and from industrial hubs in the region. The Haryana govt in 2014 promised to relocate the Kherki Daula toll, and a similar announcement was made by Union road transport and highways minister Nitin Gadkari in Aug 2017. Multiple timelines were floated, but execution was repeatedly delayed due to inaction and land acquisition problems. The opening of Dwarka Expressway last year increased traffic in the area and gave fresh impetus to residents' and commuters' demands. In a written reply to a question in Lok Sabha this March, the road transport ministry admitted that toll collected on NH-8's Delhi to Gurgaon stretch – called the Delhi-Gurgaon Expressway – was around Rs 2,775 crore, 11% higher than the cost incurred to build this portion of the highway. According to the proposal, the Pachgaon plaza will be a multi-lane free flow system, a toll without barriers that will allow transactions through FASTag. It will also be equipped with cameras and RFID (radio frequency identification) readers that will recognise vehicle registration numbers. A senior NHAI official said the authority will take possession of 28 acres of land where the new toll plaza will come up. "We are in the final stages of land takeover. Once the site is physically handed over to us, civil work will begin. The project will be executed in coordination with IHMCL, which will install and commission the technical components," the official said. To expedite this work, NHAI plans to change the scope of work to an agency, which was awarded the contract to renovate stretches along NH-8 in Gurgaon. "The agency is engaged for development of flyovers on NH-8. Now, it will also handle construction of the new toll plaza. We are amending the project scope to include this component. This will save time on carrying out the tender process all over again," the official said. Construction work will involve building lanes, setting up canopy, putting up road markings, signage, lighting, and the administrative office. IHMCL, a company promoted by NHAI to implement and manage electronic toll collection (ETC) systems, will be responsible for installing automatic number plate recognition (ANPR) cameras, sensors and other equipment for the plaza. Ravi Kant Sharma, a resident of Winter Hills in Sector 77, said he "hopes" the toll plaza is finally shifted out of Kherki Daula. "Every year, we hear that the toll plaza will shift, but it never happens. The idea of having to pay a toll to get home is absurd. It is an everyday burden. And for years, we have been penalised just for making 'new Gurgaon' our home. We can only hope this time that the shifting actually happens," Sharma said.

Fine rainy spell & capex push help lift vehicle sales in June

New Delhi: Vehicle registrations, a proxy for retail sales, increased by 4.8% to more than 2 million units in June with plentiful monsoon rains, and higher government spending helping support demand for two-wheelers, tractors, and construction equipment. Retail sales of passenger vehicles grew 2.4% last month to 297,722 units, and commercial vehicles reported a 6.6% rise to 73,367 units, showed data collated by lobby group Federation of Automobile Dealers Associations (FADA) from the Vahan portal of the ministry of road, transport & highways (MoRTH). Two-wheeler sales rose by 4.7% to over 1.44 million units last month, while three-wheelers, tractors, and construction equipment recorded increases of 6.7% (100,625 units), 8.7% (77,214 units) and 55% (8,558 units), respectively. FADA president CS Vigneshwar termed auto retails in June as "healthy". As per initial industry estimates, carmakers dispatched fewer vehicles last month-about 320,000 units compared to the year-ago period-to align stocks in the channel. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like She Was The Dream Girl In The 80s, This Is Her Recently Learn More Undo In the two-wheeler segment, while festival and marriage-season demand provided a boost to sales, financing constraints and intermittent variant shortages dampened overall volumes. Early onset of monsoons and rising EV penetration also shaped buying patterns. Live Events Distributors are cautiously optimistic of the momentum picking up in the coming festive period, amid prevailing geopolitical challenges. "Several dealers cited compulsory billing and forced stock lifts-often via auto-debit wholesales-leading to mandated high days of inventory aligned with festival-season targets," said Vigneshwar. "Overall, June demonstrated a resilient two-wheeler performance amid mixed market signals." In the passenger vehicle segment too, heavy rains and tight market liquidity weighed on customer footfalls and sales conversion, even as elevated incentive schemes and fresh bookings lent selective support. Inventory in channel is at around 55 days. Meanwhile, early-month deliveries buoyed truck and bus sales before monsoon-induced slowdowns, while liquidity constraints dampened enquiries and conversions. Dealers said there was some adverse impact of new CV taxation and mandatory air-conditioned cabins, both of which increased ownership costs. In the near term, above-normal monsoon rains-forecast at over 106% of the long period average in July, with regional variances-should bolster rural demand even as regions with heavy rainfalls could offer logistical complexities, FADA said. Early Kharif sowing augurs well for farm incomes and two-wheeler intake in rural markets. Robust government spending in the June-August period in road, railway, metro, and green-energy projects will likely underpin the CV and construction equipment segments. However, Vigneshwar said evolving geopolitical tensions and potential spillover from US tariff measures warrant vigilant supply-chain management and could temper consumer sentiment. "Also, challenges in securing rare earth materials have stalled component production, further constraining supply and retail volumes," he said.

Toll collection up 20% in June quarter

Toll collection across India's highways surged 19.6% to a record ₹20,681.87 crore in the first quarter of this financial year, compared to ₹17,279.86 crore in the corresponding quarter of 2024-25, on the back of low base, increase in charges and addition of new toll roads, official data showed. The rate of growth was more than double of 9.49% in April-June 2024-25. As per the National Electronic Toll Collection data, the number of toll users increased 16.2% to 1,173.30 million in the quarter to June from 1,009.87 million a year ago. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Elegant New Scooters For Seniors In 2024: The Prices May Surprise You Mobility Scooter | Search Ads Learn More If the growth momentum sustains, toll collection could surpass ₹80,000 crore for the first time in a fiscal, adding record revenue to the government kitty. The toll collection in 2024-25 stood at ₹72,931 crore. Live Events A senior government official told ET that fast-track development of toll roads and increased economic activity are adding to toll collection. "The government's focus on building and maintaining toll roads at world-class level to substantially reduce travel time and enhance user experience has significantly added to toll user base, resulting in surge in toll collection," said the official, who did not wish to be identified. The NHAI had increased toll charges by 4-5% with effect from April 1, an annual exercise to revise the rates linked to the changes in the wholesale price index-based inflation. "The 19.6% growth is attributable to a smaller base of last year due to the general election and various state elections which led to subdued growth in the first three quarters of the calendar year," said Jagannarayan Padmanabhan, senior director and global head, consulting, CRISIL Intelligence.
