Johannesburg Roads Agency (JRA) has confirmed that it is illegal for residents to repair roads, including filling potholes, without prior written permission.
This comes after Fourways Review published a story on June 18, detailing how Sunninghill residents, frustrated by JRA's delays, took it upon themselves to patch dangerous potholes in their area.
In response to queries about whether such community-led repairs are allowed, Mosa Makhalima, communications officer at the roads agency, said JRA welcomes help from the community, however, this should be done in line with the City of Johannesburg's Metropolitan Municipality code of practice for work on road reserve, published as City of Johannesburg public road and miscellaneous by-law, 2004, in the Gauteng provincial gazette 179 on May 21, 2004.

Makhalima said, the by-laws outlined under chapter four of the code of practice, which deals with works on, across, or under any public road, states that no person may make or cause to be made any hole, trench, pit, or tunnel on or under any road reserve, or remove any soil, metal, or macadam from the road reserve without the prior written permission of the council, and on payment of the prescribed fee, unless that person is authorised to do so in terms of any other law.
Furthermore, before performing any work in the road reserve, the person who has received written permission must then follow the procedures contained in the code of practice.

'JRA works on specifications for every roadwork, be it speedhumps, repairing potholes, etc, anything that is not within the specifications that might cause damage to the road reserve, or other vehicles or road users, and JRA might be held accountable. That is why only authorised people, with a permit, are allowed to work on the road reserves.
'Again, anyone intending to undertake work on the city's roads and road reserves must apply for, and obtain, a wayleave from JRA. Wayleave application procedure and application forms are available on the website: https://jra.org.za/wp-content/uploads/2021/10/wayleave_appl_july_2021.pdf.'
Makhalima said JRA welcomes partnerships with other businesses or forums in the fight against road defects, be it traffic lights, potholes, etc, however, this should be done within the aforementioned municipal by-laws.

'We urge community members to refrain from taking matters into their own hands. Residents are encouraged to become active citizens by reporting road defects to the City of Johannesburg or JRA through official channels.'

The City of Johannesburg has unveiled a R149.9 million investment to resurface key roads across the metro in the 2025/26 financial year. This is part of a multi-pronged strategy to address its worsening pothole crisis and decaying road network. The Johannesburg Roads Agency (JRA) said the funding will be used to comprehensively resurface main arterial and collector roads. It will prioritise areas such as Kliptown, Nasrec, Eldorado Park, Ivory Park, Sandton, Soweto Highway and stretches of the M1 North and South. 'This increased budget, up from R105 million last financial year, reflects our commitment to addressing roads that have deteriorated beyond repair,' said JRA CEO Zweli Nyathi. 'We understand the immense frustration caused by the current state of the city's roads.' Resurfacing 85km of road The resurfacing programme aims to upgrade 85 kilometres of road between July 2025 and June 2026. The work follows a Visual Conditions Assessment (VCA), which flagged many of these roads as being in 'very poor' condition, requiring urgent reconstruction or resurfacing. According to JRA, the upgrades will improve ride quality, enhance drainage, prevent new potholes from forming, and extend the lifespan of the roads. The asphalt will be supplied by JRA's own Booysens Asphalt Plant to ensure quality and efficiency. 'We are focused on delivering tangible improvements that will alleviate the daily challenges faced by commuters,' Nyathi added. It is also working on a regional road reinstatement programme to restore roads and sidewalks dug up during infrastructure repairs, particularly by Johannesburg Water. A Service Level Agreement between JRA and Johannesburg Water has helped cut the reinstatement backlog by 75% of 10 000 cases in the current financial year. 'Johannesburg's road infrastructure, in some areas, was not designed for today's traffic volumes. Resurfacing main arterial roads is critical to ensuring safe and efficient mobility,' he said. Last year's resurfacing work included projects in areas such as Kyalami Estates, Quellerina, Florida Park, Protea Glen, Birdhaven, and Suideroord. Andreas Brand has tended his resignation Image: Mercedes Benz/Facebook Mercedes-Benz South Africa (MBSA) CEO and executive director of manufacturing, Andreas Brand, will be stepping down at the end of November to take up a global executive post within the German automotive group. Brand, who has led MBSA since 2022, will move to Stuttgart, Germany, where he will assume the role of Executive: Production Network CKD and Mid Volume. In this new position, he will oversee seven of Mercedes-Benz AG's global manufacturing operations, including continued strategic oversight of the East London manufacturing plant. He will remain in his current role until 30 November to ensure a seamless handover. Brand joined the German automaker in 1997 in Rastatt, Germany, and has held several senior production and planning roles across the group. His career spans international assignments, including a stint in Hungary during the launch of the Kecskemet plant, and work in the Sindelfingen Factory 56 paint shop. He also played a key role in programme planning during the COVID-19 pandemic and global semiconductor shortages. Since taking the reins at MBSA, Brand has overseen a R13 billion investment into the East London plant and the rollout of the latest-generation C-Class model. His track record includes senior roles at Lonmin, GrafTech, and Samancor Manganese, as well as time spent in HR management at the City of Johannesburg and Denel's Naschem division. He has also served on the boards of Daimler Trucks and Buses Southern Africa, and currently chairs Mercedes-Benz Financial Services. In addition, Kgotle leads the Automobile Employers Organisation (AMEO), which represents South Africa's original equipment manufacturers in collective labour engagements. Chairperson of the MBSA board, Wilfried Porth, thanked Brand for his 'steadfast contribution and years of committed service,' and wished Kgotle well as he takes over the reins. MBSA has not yet named a successor to the executive director of manufacturing position, but said an announcement will be made in due course. IOL
