KUWAIT CITY, May 21: 'The relationship between France and Kuwait is excellent. We collaborate extensively in several fields,' says French Ambassador to Kuwait Olivier Gauvin.' Gauvin made the statement to journalists on the sidelines of a symposium he hosted at his residence entitled, 'Artificial Intelligence: A Catalyst for Women's Success.' He disclosed that 'two days ago, we concluded a very successful archaeological mission, which reflects the strength of cooperation between the two countries in this area; apart from coordination in many other fields, such as education, Science, law and culture.'
On the defense and security cooperation with Kuwait, Gauvin affirmed, 'We are fortunate to have a solid foundation which we could build on. Our countries stood side by side during the Liberation War, which created a very fertile ground for expanding cooperation in this area. Currently, we have a strong defense cooperation. For example, joint military exercises were conducted in Kuwait a few weeks ago, and there will be more. Kuwaiti forces are being sent for training in France, and some are learning French. There are also reciprocal visits.'
Asked if there are deals in the military field, he said, 'There are no new deals or contracts in this area at the moment. A few years ago, a contract was signed to purchase 30 French Caracal helicopters, which are now in Kuwait. This was an important milestone in our bilateral military relations.'
Regarding his assessment of Kuwait's role in supporting regional stability, he stressed that Kuwait plays a very positive role, and continues to do so; because it has adopted a position similar to that of France -- based on respect for international law, stability and dialogue, in addition to rejecting the use of force or the violation of humanitarian law. 'France and Kuwait share common ground in the way we approach international relations,' he asserted.
About the lifting of sanctions on Syria, he disclosed that 'since the fall of Bashar Al-Assad's regime, France has been focusing on the Syrian people, not the regime or the factions. Our concern has always been the people. From the beginning, the French President has been keen on supporting a peaceful and comprehensive political transition in Syria. He also expressed this when he invited the new Syrian leader to Paris two weeks ago. Our goal is to promote political dialogue and ensure that our priorities are taken into account by the Syrian leadership.'
Regarding visas, he affirmed that the French consulate is currently operating at full capacity in terms of issuing visas -- processing about 250 visas per day. 'We have a small team, but everyone is working diligently to ease travel for Kuwaitis to France. The waiting time for an appointment is currently about a month. Despite our efforts, we cannot reduce the waiting period any further. However, the situation is better than it was in previous years, when the wait times were longer. Overall, the situation has improved this year, because Kuwaitis are now aware of the importance of early planning for visa applications.' He urged those wishing to travel to his country to plan, especially during this busy season. He stressed the need to book visa application appointments as soon as possible, as this will make the process easier for everyone. On the number of visas, he clarified there are no daily figures, but annual figures indicate that in 2024, 36,000 visas were issued, while in 2023, the number was about 42,000.'
On the trade and economic cooperation with Kuwait, Gauvin revealed, 'We are working intensively with our Kuwaiti partners.' He said he was in Toulouse, France, last week with a Kuwaiti delegation to celebrate the delivery of the new Airbus A321 to Kuwait Airways, and that there will be more such cooperation in the future. He confirmed France's commitment to promoting comprehensive and ethical technological cooperation, citing the Artificial Intelligence Action Summit held in Paris earlier this year. He praised the active participation of the Kuwaiti Minister of Communications and his accompanying delegation. He stated, 'This participation reflects Kuwait's commitment to strategic issues related to artificial intelligence and opens up prospects for strong cooperation between France and Kuwait in this field.'

A military statement said that troops had completed overnight 'a mission involving on-site questioning of several suspects involved in weapons trafficking in the Hader area in southern Syria', near the annexed Golan Heights. 'Troops entered four locations simultaneously and located numerous weapons that the suspects had been trafficking,' the statement said. Footage released by the military showed uniformed Zionist troops in armored vehicles and on foot operating at night. A Zionist army division remains 'deployed in the area, continuing to operate and prevent the entrenchment of any terrorist elements in Syria, with the aim of protecting civilians, and in particular, the residents of the Golan Heights', the military said. As an Islamist-led offensive late last year toppled Syrian president Assad, Zionist entity deployed troops to the UN-patrolled buffer zone on the Golan Heights which has separated Zionist and Syrian forces following their 1973 war. In July, Zionists bombed Syrian government forces in the capital Damascus and in Sweida province to force their withdrawal from the southern region amid a wave of sectarian violence. Zionist entity said it was acting in defense of the Druze community, but some diplomats and analysts say its goal is to weaken the Syrian military and keep the forces of the new government away from the frontier. Zionist entity launched hundreds of strikes on military sites following Asaad's overthrow in December, saying at the time it wanted to prevent weapons from falling into the hands of the new authorities it considers jihadists. Prime Minister Benjamin Netanyahu has demanded the demilitarization of southern Syria. In another development, renewed sectarian clashes in southern Syria's Druze-majority Sweida province killed at least four people on Sunday, a war monitor said, as Damascus accused local groups of violating last month's ceasefire. The province witnessed deadly clashes between Druze fighters and Sunni Bedouins in July that drew the intervention of government forces and tribal fighters who came to support the Bedouins. A ceasefire put an end to the week of bloodshed - which killed 1,400 people, according to the Syrian Observatory for Human Rights - but the situation remained tense, flaring into violence again on Sunday. The Observatory said three Syrian security forces personnel were killed 'as clashes erupted with local factions around Tal Hadid in the western Sweida countryside'. The Observatory also reported the death of a 'local fighter'. Tal Hadid, controlled by government security forces, is a 'key control point' at a relatively high altitude, according to the monitor, allowing whoever holds it to overlook neighboring areas. Fighting also erupted around the city of Thaala, the Observatory said, 'following bombardment of the area with shells and heavy weapons launched from areas under the control of government forces, while the sound of explosions and gunfire was heard in various parts of Sweida city'. Syrian state-run news agency SANA accused Druze groups loyal to influential spiritual leader Hikmat Al-Hijri of breaching the ceasefire by attacking government troops in Tal Hadid, killing one security forces officer and injuring others. In a statement, the Syrian interior ministry accused local groups of 'launching treacherous attacks against internal security forces in several locations and striking some villages with rockets and mortars, resulting in the killing and wounding of a number of security personnel'. A security source told Syrian state television that government forces regained control of Tal Hadid and other areas that were attacked on Sunday. 'Force inhabitants to comply' According to the monitor and Sweida locals, Damascus has been imposing a siege on the province, with the Observatory saying the government wants to 'force inhabitants to comply'. On Friday, Sweida residents held protests across the province to demand the withdrawal of government forces and the opening of an aid corridor from neighboring Jordan. The road linking Sweida to Damascus has been cut off since July 20. Damascus accuses Druze groups of cutting it, but the Observatory says armed groups allied with the government took control of the area and have been blocking travel. KUWAIT CITY, Aug 4: Acting Undersecretary of the Ministry of Social Affairs and Chairman of the Debtors Committee Dr. Khaled Al-Ajmi has announced the approval to settle the debts of the second batch of citizens, whose debts range between KD5,000 and KD10,000. In a press statement Monday, Al- Ajmi stated that the total number of indebted citizens reached 767; stressing they met the conditions and criteria approved for the third national campaign. He said the Supreme Committee, in coordination with the participating entities, submitted the names of the beneficiaries to the Enforcement General Department at the Ministry of Justice, in preparation for completing the settlement procedures according to the legal and administrative procedures. He asserted that this is an advanced stage of the campaign, which is based on a humanitarian vision for alleviating the financial burdens of struggling groups. He confirmed that the technical and legal committees emanating from the Supreme Committee; which includes representatives from the Ministry of Interior, Ministry of Justice (Civil Execution Department), Ministry of Islamic Affairs, Zakat House, Secretariat General of Awqaf, and Ministry of Social Affairs; conducted a thorough review of the applicants' files and verified that they met the basic conditions. These conditions include that the beneficiary be a Kuwaiti citizen, that they have not benefited from previous campaigns in 2023 and 2024, that the debt is due for enforcement, and that they have an existing enforcement file with the Ministry of Justice. Al-Ajmi disclosed that the committee has started reviewing the files of the third batch of debtors -- whose debts do not exceed KD 15,000 -- in preparation for moving to new phases that cover all eligible cases according to available resources. He added that the total number of beneficiaries from the first and second batches reached 1,178 – a manifestation of the extent of the work accomplished and the institutional commitment to deliver aid to those who deserve it, in a manner that achieves social justice. He said the committee has been keen to facilitate communication with beneficiaries through the 'Sahel' application, which allows inquiries and monitoring of the status of applications with complete transparency. He explained that debtors whose debts have been approved for repayment will receive an official notification via the application indicating the completion of repayment. He asserted that the third national campaign to pay debts embodies the State of Kuwait's commitment to the values of compassion, responsibility and solidarity
