
ED takes note of leading dailies for ‘surrogate ads' of illegal betting platforms ‘preying' on users
This and other such apps are not only being endorsed by celebrities—including former cricketers like Shikhar Dhawan and actors like Sonu Sood—but their ads also appear prominently on the front pages of major Indian publications, for which they have been paid more than Rs 50 crore, ThePrint has learnt. Dhawan's team has denied he is associated with the betting app.
Once a person scans and clicks the link, they are redirected to '1xBet', a betting platform.
New Delhi: A full front-page advertisement in three prominent newspapers urges readers to scan a QR code to join 1XBAT Sporting Lines, a sports merchandise brand allegedly linked to an offshore betting platform.
The Enforcement Directorate (ED), which is investigating several illegal gaming cases, has now taken note of these 'surrogate advertisements'. Thousands of people are falling prey to this misleading promotion daily through these QR codes, a source said.
A source familiar with the matter said this practice—promoting betting platforms under the name of sports merchandise brands 1XBAT and 1XBAT Sporting Lines—violates multiple laws and regulations, including the Information Technology Act, Benami Transactions (Prohibition) Act, Foreign Exchange Management Act (FEMA), Prevention of Money Laundering Act (PMLA), and advisories issued by Ministry of Electronics and Information Technology and the Ministry of Information and Broadcasting (MIB).
'There are 22 crore Indian users of various betting apps. 11 crore are regular users. Moreover, by looking at these ads in the papers, many more people are joining these applications and falling prey on a daily basis,' a source said.
When the investigators approached the media outlets to ask who were giving these ads, no clear answers were given. 'They said a company based in Switzerland was giving the ads,' the source said.
ThePrint reached out to 1XBAT over social media with queries but no response was received. Their website 1xbatsporting.com does not mention any email address or details of the company's owners. This report will be updated as and when a response is received.
According to ED sources, 1xBet, FairPlay, Parimatch, Lotus365 are heavily promoted by celebrities. For example, 1xBet is promoted by Harbhajan Singh, Yuvraj Singh, Sonu Sood, Suresh Raina, Urvashi Rautela and several social media influencers, despite bans.

'Rs 27000 crore evaded every year'
According to sources in the agency, in just the first three months of 2025, more than 1.6 billion visits happened on illegal betting websites.
'The online betting market in India is now worth over $100 billion, growing 30 percent every year,' a source said. 'As per estimates, top betting apps are evading Rs 27,000 crore in taxes every year.'
The officer explained that many apps use the name of 'skill games' to appear legal, which in reality is not the case. The results of these games are not based on skill but purely on luck. 'Fantasy games involve money and rigged algorithms. If money is at stake, it is not a game, it is gambling,' the officer said.
'It is a menace. It is not just an addiction but causes stress, depression and even leads to suicides as it pushes people in debt,' a second officer said.
'In India, thousands including students and housewives have died by suicide due to online betting losses. A PIL says over 1,023 suicides happened in Telangana alone. Poor people suffer the most. They fall into the trap of easy money and lose everything,' the officer explained.
The officer added that there have been many instances that came to their notice of school and college children getting involved in these games and losing money just in a bid to 'get rich fast'.
According to a second source, dummy accounts were made on the platform by officers probing the cases and details of deposit and withdrawal through mule accounts were identified.
The ED has identified several Benami accounts till now and action has been taken. But this is a rampant problem and a challenging one, the source said.
'They use accounts for only a few hours. By the time we identify the VPA handle, call details from NPCI (National Payments Corporation of India) and send directions to the Bank; money is already gone,' the source explained.

'Need for regulation'
Alerted by the high volume of transactions and the scale of money involved, the Centre is also undertaking a deep look into the multi-billion dollar online gaming industry, red-flagged by investigating agencies for fraud and money laundering.
Although several meetings have taken place in this regard, nothing concrete has yet been decided.
Sources in the security establishment told ThePrint that various ministries, departments, and agencies were collectively working on a comprehensive report on the extent of growth of the online gaming industry and its national security ramifications to recommend regulations for the industry.
The primary aim is to bring the online gaming companies under anti-money laundering laws, subjecting them to stricter compliance and financial scrutiny, to curb unchecked mushrooming of online gaming apps—already under probe—duping users.

Puri stampede: Odisha Govt orders administrative inquiry
Bhubaneswar, June 29 (UNI) With the tragic death of three devotees and at least fifty others injured in a stampede near Sri Gundicha Temple in Odisha's Puri during Lord Jagannath Rath Yatra during wee hours on Sunday sparking shock waves across the state and exposing the gaping holes in the efficiency of government machinery, Odisha Chief Minister has issued a statement tending apology and ordered an administrative inquiry and suspended two police officers of Superintendent of Police rank. The corrective measures and cracking whips on the officers in the charge of Rath Yatra observance were very much on the cards given the fact the BJP Government in the state was on the line of fire due to the inordinate delay in the pulling of chariots, stampede-like situation and indiscriminate distribution of cordon passes during the nine-day annual festival of Lord Jagannath that commenced on Friday. Expressing deep regret over the stampede deaths, Chief Minister Mohan Majhi had earlier tendered an apology over it and owning moral responsibility for today's tragic death. A high-level administrative inquiry has been constituted under the stewardship of the development commissioner (an officer of chief secretary rank) to detect the lapses and negligence on part of the authorities. Besides the Collector and SP Puri has been removed from Puri with immediate effect. Two police officers- deputy commissioner of police, Bishnu Pati and Commandant Ajay Padhee- were placed under suspension for failure on their part to effectively carry out the crowd management. 'The Rath Yatra of Lord Jagannath is the pride of Odisha. Negligence in discharging duty will not be tolerated. All those responsible for today's stampede will be meted out exemplary punishment', Chief Minister Majhi said in a statement. Meanwhile the State Government has announced Rs 25 lakh ex-gratia compensation to bereaved families who lost their loved ones in the stampede. The three victims – Basanti Sahu, Premakant Mohanty and Pravati Das- died of asphyxiation as the crowd trampled over them. "My government and I seek apology from all Jagannath devotees. We express our condolences to the families of those devotees whose lives were lost at Sharadhabali and pray to Mahaprabhu Jagannath to imbibe them the strength to bear with the loss of their near and dear ones," the CM said in a statement. The Opposition BJD and Congress also strongly criticized the BJP Government here for abysmal failure on part of the government to control the crowd. BJD President Naveen Patnaik assailing the government said the incident laid bare the glaring failure to ensure a safe and orderly Rath Yatra for devotees. 'I extend my heartfelt condolences to the families of the three devotees who have lost their lives in the tragic stampede at Saradhabali, Puri and I pray to Mahaprabhu Jagannatha for the swift recovery of the devotees injured in this devastating incident', Naveen Patnaik stated in 'X'. The Odisha Pradesh Congress Committee Bhakta Charan Das also commenting on the same line lambasted the government. The mishap took place at around 4.20 am in front of three chariots of Lord Jagannath and his His siblings—Lord Balabhadra and Devi Subhadra. Poor crowd management and inadequate police deployment resulted in the tragic mishap. There was no presence of police or security forces anywhere near the chariots as the crowd surged to catch a glimpse of the deities during morning hours. It was some of the devotees and local youths who tried to control the crowd and saved several people from getting stuck in the stampede. Former Indian Premier League (IPL) head Lalit Modi has approached the Supreme Court, seeking a directive for the BCCI (Board of Control for Cricket in India) to pay a Rs 10.65 crore penalty imposed on him by the ED. Previously, the Bombay High Court had rejected Lalit Modi's petition, which sought a directive for the BCCI to cover this penalty imposed by the Enforcement Directorate (ED) for alleged violations of the Foreign Exchange Management Act (FEMA) during the 2009 IPL season in South Africa. The court refused his claim that the BCCI's by-laws required them to indemnify him, stating that the requested reliefs were 'wholly misconceived." Not only was Lalit Modi's writ petition dismissed, but a bench of Justices M.S. Sonak and Jitendra Jain, in their order dated December 19 last year, also directed him to pay costs of Rs 1 lakh within four weeks. In his special leave petition (SLP) to the Supreme Court, Lalit Modi argued that according to the Rules and Regulations to the Memorandum of Association, the BCCI is obliged to indemnify its office bearers for losses and expenses incurred during their official duties. Citing Rule 34 of the Rules and Regulations of the Memorandum of Association of BCCI, the plea, filed through advocate Vikas Mehta, pointed out that Modi served as Vice President of BCCI from 2005 to 2010 and Chairman of IPL from 2007 to 2010. The SLP highlighted the 'discriminatory manner" in which the BCCI indemnified Honorary Secretary N. Srinivasan and Treasurer M.P. Pandove against penalties imposed on them. It added that Lalit Modi paid the Rs 1 lakh costs to avoid being seen as non-compliant or in contempt of court, though the payment was made without prejudice to his right to challenge the Bombay High Court's decision. Shortly after the conclusion of IPL 2010, Lalit Modi was suspended from BCCI following accusations of misconduct, indiscipline, and financial irregularities. The BCCI launched an investigation against him, and a committee found him guilty of these charges, leading to a lifetime ban in 2013.
