Garment manufacturers and exporters have said that Pakistan's first-ever National Carbon Market Policy, launched in November last year, demonstrates the country's commitment to emissions reduction but it lags behind regional counterparts in ambition, sector-specific coverage and global integration, potentially limiting its effectiveness in attracting climate finance and investment.
In a statement, Pakistan Readymade Garments Manufacturers and Exporters Association (PRGMEA) Regional Chairman Dr Ayyaz Uddin observed that the new policy marked a significant step towards integrating carbon trading into the broader climate strategy. The policy suggested that the government could encourage investment in carbon capture and storage as well as renewable energy through public-private partnerships, besides revising the high Carbon Adjustment Factor to a more flexible rate by ensuring participation of startups and SMEs.
He recommended the launch of nationwide awareness campaigns and capacity-building programmes to involve communities and private sector as well as called for decentralising governance, encouraging regional collaboration and enabling cross-border carbon trading. Ayyaz Uddin stated that the government had pledged to reduce greenhouse gas (GHG) emissions by 50% by 2030, with 15% being unconditional and 35% depending on international support.
Meanwhile, India has pledged 45% reduction in emissions intensity by 2030 and China has set the goal of peaking emissions by 2030 and achieving carbon neutrality by 2060.
Bangladesh's Nationally Determined Contributions (NDCs) envisage an unconditional reduction of 12 million tons (5%) in GHG emissions from the business-as-usual scenario by 2030 and conditional reduction of 24 million tons (10%) with support from the international community. Bangladesh also has a strong focus on renewable energy.
The PRGMEA regional chairman was of the view that sector-specific coverage for Pakistan was narrow, where sectors having high emissions such as cement, steel and transportation were underrepresented in the country's strategy while regional peers – India and China – prioritised those industries. Advanced technologies such as carbon capture and storage, and green hydrogen production were also areas where Pakistan lagged behind, he stated.
He noted that the government was currently developing a nascent voluntary carbon market and was operating without a formal compliance framework. In comparison, India's market is more mature with a well-established PAT Scheme (since 2012) and discussions underway for a broader carbon trading mechanism.
Meanwhile, Ghana is in an emerging phase, with initiatives largely centred on REDD+ (Reducing Emissions from Deforestation and Forest Degradation) projects.
Ayyaz Uddin pointed out that Pakistan's carbon market efforts were currently focused on sectors such as agriculture and a developing energy sector. This contrasts with India's emphasis on heavy industry, including cement, steel, aluminium and power, Ghana's focus on forestry alongside renewable energy and transport, and Bangladesh's concentration on renewable energy (primarily solar and wind) and agriculture.
By addressing such challenges, Pakistan can strengthen its carbon market policy, attract international investments and become a key player in global climate action. While the 2024 policy was a step forward, bold reforms and enhanced integration with international markets would be crucial for achieving climate targets, he remarked.

Trade bodies have expressed concern over the imposition of the normal tax regime under the Finance Act and proposed several measures to resolve their pressing problems. They have advocated that the final tax regime for the export sector should be reinstated and under this mechanism the tax rate can be increased gradually. They suggested tax rates of 1.5% for FY25, 1.75% for FY26 and 2% from FY27 onwards, adding that this approach would ensure the required increase in revenue without the need for complex tax filings or audits. A high-level delegation comprising representatives from the Sialkot Chamber of Commerce and Industry, Pakistan Readymade Garments Manufacturers and Exporters Association and Pakistan Hosiery Manufacturers Association met with Special Assistant to Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan on Monday. They discussed crucial matters including the final tax regime versus the normal tax regime, industrial policy and measures to improve the ease of doing business. A major worry was the emerging practice of tax officers, who were demanding an additional 0.5% advance tax from exporters to meet revenue targets. This raises the effective tax burden by 150%, a level that is utterly unsustainable for the value-added export sectors, especially those dominated by small and medium enterprises (SMEs), the representatives of trade bodies said. The final tax regime was introduced in fiscal year 1991-92 with a 0.5% fixed tax on exports. It was a remarkable success as tax collection rose from Rs343 million in 1990-91 (pre-final tax regime) to Rs855 million in 1991-92, reflecting a staggering 149% growth. They stressed that it not only boosted government revenue with minimal administrative cost but also paved the way for exponential growth in exports, particularly from regions like Sialkot, while significantly reducing corruption and discretionary interventions. Over the decades, the final tax regime provided exporters with a simple, transparent and harassment-free taxation model, but the imposition of the normal tax regime increased the burden, they said. The new policy allows a 2% deduction at source on export proceeds (a 100% increase), an unprecedented move that undermines export viability. They pointed out that there was 1% minimum tax and 1% advance tax (total 2%) at source, and 29% tax on companies and 45% on individuals/Association of Persons (AOPs) after assessment. The trade representatives also raised the issue of 10% surcharge on income exceeding Rs10 million for AOPs/individuals and super tax of 1-10% for income exceeding Rs150 million. They were of the view that the shift to the normal tax regime would have significant implications with the potential for unfair practices. The introduction of refunds and complex tax assessments may incentivise exporters to manipulate financial statements to maximise refunds. The normal tax regime could also reduce the inflow of export proceeds as businesses may seek to avoid higher tax burdens by resorting to under-invoicing. Exporters may deliberately declare lower values for goods or services to reduce the taxable income, leading to minimum tax liabilities and parking of funds abroad. Addressing the concerns, SAPM Haroon Akhtar assured the delegation that the government was fully aware of the challenges faced by the business community. "We are committed to taking all possible measures to resolve these issues," he stated. He revealed that a proposal would be drawn up to include a comprehensive and standardised definition of SMEs in the new industrial policy. "A stable and predictable policy framework is essential for attracting investment and ensuring sustainable industrial growth," the PM aide remarked.

ISLAMABAD: Pakistan's energy intensity — the amount of energy needed to produce $1 of GDP — was 4.2 megajoules (million joules, MJ) per USD compared to 1.9 MJ/USD in Bangladesh and just 1.7 MJ/USD in Sri Lanka, says the World Bank. Pakistan's energy intensity of GDP is relatively high compared to other countries in the region, presenting substantial potential for improvement in demand-side efficiency, the Bank stated in its latest report, 'Pakistan Energy Efficiency, Industrial Energy Efficiency and Decarbonization (Ee&D).' Pakistan has faced rapidly rising energy costs in recent years with electricity tariffs doubling and gas tariffs increasing five-fold. This surge in energy prices has placed a significant strain on industrial operations and profitability, necessitating infrastructure upgrades and making a compelling case for industrial energy efficiency (IEE) improvements. Furthermore, IEE is a crucial component of Pakistan's Nationally Determined Contributions (NDCs), targeting the country's globally uncompetitive carbon intensity and regionally uncompetitive energy intensity, the report noted. Investments in IEE offer a tangible solution by yielding energy savings, lowering costs, and stimulating economic growth. Additionally, As the industrial sector accounts for over 37 per cent of energy use in the country (over 14 million tonnes of oil equivalent or MTOE in fiscal year (2023), reducing the energy intensity of industrial production through energy efficiency and decarbonization interventions in priority sectors could reduce the energy intensity of GDP, improve industrial competitiveness, and provide economic and environmental benefits. Heavy reliance on coal in particular makes industry a disproportionate contributor to air pollution and greenhouse gas (GHG) emissions. At 55.13 grams of carbon dioxide (gCO2)/MJ, Pakistan's carbon intensity of industrial energy consumption is nearly 38 per cent greater than that of North America, and 50 per cent more than in the European Union (EU). Industrial energy efficiency targets for manufacturing sectors aim to reduce industrial emissions by 5.33 metric tonnes of CO2 equivalent (MtCO2e) through 2030, according to Pakistan's NDCs. Specific measures selected for industrial decarbonization include upgrading industrial processes and technologies, promoting energy efficiency, and conducting energy audits, with the highest sector-specific. The bank highlighted several barriers to improving industrial energy efficiency in Pakistan. It stated many companies in Pakistan believe that investments in energy efficiency raise production costs and erode competitiveness. Textile industry: PHMA, PRGMEA for implementation of budget proposals through FBR's body

LAHORE: The Pakistan Hosiery Manufacturers & Exporters Association (PHMA) and the Pakistan Readymade Garments Manufacturers & Exporters Association (PRGMEA) on Monday urged the government to consider and implement the textile industry's key budget proposals through the FBR's Budget Anomaly Committee. The demand came during a post-budget joint meeting of both associations, which was attended by PHMA Chairman Abdul Hameed, PHMA former chairmen Naseer Butt and Shehzad Azam Khan, PRGMEA Chairman Dr Ayyazuddin, and PRGMEA former chairmen Ijaz Khokhar and Sohail Afzal Sheikh. It was clarified that these are proposals from the textile export sector currently being submitted to the committee for review. The participants stressed that the government must not only examine these industry recommendations through the Anomaly Committee process but also implement the committee's final report once compiled. While addressing the meeting, PHMA Chairman Abdul Hameed pointed out that Pakistan's value-added textile, apparel, bedwear, home textile, and towel sectors contribute over $11 billion in annual exports and provide livelihoods to millions. He expressed concern over the replacement of the simplified Final Tax Regime (FTR) with the more complex Normal Tax Regime (NTR), which now subjects exporters to both a 1% minimum tax and a 1% advance tax on export proceeds —regardless of actual profit. PHMA former chairman Naseer Butt, while speaking at the meeting, said that this dual taxation is counterproductive for an already distressed export sector. He warned that many SMEs are operating on thin margins and may be forced to close down if this policy is not reversed immediately. PHMA former chairman Shehzad Azam Khan highlighted the issues of refund delays, rising production costs, and inflation. He stressed that exporters are burdened with more taxes than their earnings, and demanded that the government urgently facilitate timely refunds and provide stable energy pricing. PRGMEA Chairman Dr Ayyazuddin, in his address, raised concerns over changes to the Export Facilitation Scheme (EFS), particularly the removal of zero-rating on local purchases and the imposition of sales tax on imported cotton yarn. He emphasised that these changes undermine the very objective of the EFS, which was introduced to reduce liquidity pressure and digitize export procedures. PRGMEA former chairman Ijaz Khokhar said that Pakistan's regional competitors like Bangladesh and Vietnam provide tax-free access to raw materials for exporters, giving them an edge in international markets. He called for restoring the original EFS framework under SRO 957(I)/2021, which allowed zero-rated invoicing on local inputs and exempted key materials from sales tax at the import stage. PRGMEA former chairman Sohail Afzal Sheikh demanded the immediate restoration of Regionally Competitive Energy Tariffs (RCET), which were earlier suspended. He noted that the discontinuation of RCET has led to high manufacturing costs and forced many SME exporters to scale down or shut operations. He also called for the revival of Duty Drawback on Local Taxes and Levies (DLTL) under the Textile & Apparel Policy 2025–30 and the release of long-pending DLTL and Technology Upgradation Fund (TUF) claims stuck with the State Bank of Pakistan. All participants in the meeting stressed that further burdening exporters with complex taxation, refund issues, and high input costs will shrink the country's export base and push more businesses out of the formal economy. They emphasized that the textile sector is the backbone of Pakistan's economy and requires urgent policy support. PHMA Chairman Abdul Hameed urged Prime Minister Shehbaz Sharif, Finance Minister Muhammad Aurangzeb, and Commerce Minister Jam Kamal to intervene personally and ensure the textile sector's proposals are properly addressed. He said the industry remains committed to cooperation, but warned that failure to implement the Anomaly Committee's recommendations could lead to irreversible losses in exports, jobs, and global market share.
