
Greater Hyderabad municipal corporation (GHMC) panel clears Rs 5 breakfast scheme; allows officials to cancel unused building permit
Greater Hyderabad Municipal Corporation
(GHMC) standing committee has delegated powers to deputy commissioners (DCs) for revocation of building permissions obtained under instant registration and instant approval categories.
This applies only in cases where the work commencement was not issued, duly following the procedure laid out. Powers have also been delegated to zonal commissioners (ZCs) with the work commencement letter by DCs.
Under the Section 119 of the GHMC Act, 1955, in the case of applications filed under the Section 455A of the GHMC Act, powers could now be delegated by the commissioner to the ZCs for examining the applications received within the purview and limits of circle offices seeking regularisation under the provisions of the Section 455A of the HMC Act for constructions made without obtaining permission.

The committee also approved a breakfast scheme by establishing special containers at Indiramma canteens, with an estimated cost of 19 for each breakfast. The net grant to be borne by GHMC would be 14, after a beneficiary contribution of 5.

Jaipur officials commend Hyd'bad's urban devpt initiatives
Hyderabad: A delegation from the Jaipur Development Authority (JDA) has lauded the Greater Hyderabad Municipal Corporation's (GHMC) Transferable Development Rights (TDR) and 'Build Now' policies. The JDA Commissioner, Anandi, led a team that included Planning Director Preeti Gupta, IT Advisor R.K. Sharma, Assistant Town Planner Rushikesh Kolte, and IT Deputy Director Pankaj Sharma on a visit to GHMC on Thursday to study these successful urban planning and permission systems. Officials at the GHMC headquarters welcomed the delegation. Commissioner R.V. Karnan delivered a detailed PowerPoint presentation, explaining the nuances of the TDR Policy, especially the key features and benefits of the updated policy introduced in 2017. He also highlighted 'Build Now', GHMC's single-window platform for building and layout permissions. Commissioner Karnan emphasised that these policies have greatly facilitated land acquisition for government development projects within GHMC limits. He also noted a significant increase in transparency, efficiency, and accountability in civic services, along with a reduction in the time taken for permission processes and streamlined rule implementation. The visiting JDA team expressed their appreciation for GHMC's policies, stating their intention to implement similar systems in Jaipur to enhance city administration and improve public accessibility. GHMC Chief City Planner Srinivas Rao, Additional Chief City Planners Gangadhar and Pradeep Kumar, Study Tour Coordinators Raj Kumar and Wilson, along with various Town Planning Officers, were also present at the meeting.

Devotee donates property worth Rs 3 cr to TTD
Tirupati: In a display of devotion and philanthropy, the Tirumala Tirupati Devasthanams (TTD) received substantial contributions from two Hyderabad-based donors on Thursday at Ranganayakula Mandapam in Tirumala. Late Y V S S Bhaskar Rao, a retired IRS officer, bequeathed a residential property worth Rs 3 crore and a cash donation of Rs 66 lakh through his will, while Trinity Combine Private Limited Company donated Rs 2 crore to the Sri Venkateswara Annaprasadam Trust. The property donated by Late Bhaskar Rao, a 3,500 sq ft building named 'Ananda Nilayam' in Vanasthalipuram, Hyderabad, was offered to TTD for conducting spiritual activities, as specified in his will. His cash contribution of Rs 66 lakh was distributed among various TTD trusts: Rs 36 lakhto Sri Venkateswara Annaprasadam Trust, and Rs 6 lakh each to Sri Venkateswara Sarva Sreyas Trust, Veda Parirakshana Trust, Go Samrakshana Trust, Vidyadana Trust, and SRIVANI Trust. Fulfilling his final wish, trustees M Devaraj Reddy, V Satyanarayana, and B Lokanath handed over the property documents and cheques to TTD additional EO Ch Venkaiah Chowdary. The additional EO felicitated the trustees, commending their efforts in honoring Bhaskar Rao's noble intentions. In a separate contribution, representatives of Trinity Combine Private Limited Company presented a demand draft of Rs 2 crore to the Sri Venkateswara Annaprasadam Trust, handed over to the additional EO at the same venue. These generous donations underscore the deep commitment of devotees to supporting TTD's spiritual and charitable initiatives.

GHMC to adopt CRS for issuing birth & death certificates
Hyderabad: In the wake of multiple irregularities concerning birth and death certificates, the Greater Hyderabad Municipal Corporation ( GHMC ) is set to transition from its existing software to the Civil Registration System (CRS) for issuing these essential documents. This system will be operated by the Office of the Registrar General of India (ORGI). A few days ago, the state govt granted permission to migrate to the ORGI's CRS for the registration of births and deaths within GHMC limits. This move aims to maintain a unified database of all such certificates, in compliance with the amendments to the Registration of Births and Deaths (RBD) Act. The decision follows the discovery of more than 22,000 fraudulent birth and death certificates. On average, GHMC issues around 20,000 such certificates annually within the city. States including Andhra Pradesh, Maharashtra, Bihar, Uttar Pradesh, Madhya Pradesh, and Haryana have already implemented this system. Recently, GHMC observed that some MeeSeva centres were abusing the instant approval system by generating birth and death certificates without uploading the requisite supporting documents. First Information Reports (FIRs) were filed against the respective MeeSeva centres by registrars of all circle offices. Additionally, the civic body terminated 16 health assistants and 15 outsourced employees who were involved in the issuance of fraudulent certificates. An investigation into 74 birth certificates by GHMC revealed that four home births had not occurred. Registrars of the respective circles were instructed to file criminal cases against the parents, neighbours, advocates, and others involved. A thorough enquiry also found that 65 birth certificates and 8 death certificates had been fraudulently issued at a hospital. Despite various measures, the problem of fake certificates continues. Officials believe that implementing the CRS could help curb such irregularities. The software assigns a unique identification number to every birth and death across the country. Hospitals can submit their registers online, with information only being recorded upon authorisation by the registrar. The system also enables linking Aadhaar with the National Population Register and allows integration of UID numbers for birth certificate modifications. CRS software receives regular updates in line with govt regulations.
