Panthers Party chief files plea seeking by-polls for Nagrota, Budgam seats

Hindustan Times7 days ago
President of the Panthers Party (India), Harsh Dev Singh on Tuesday filed a writ petition before the high court of Jammu & Kashmir for issuance of a writ of mandamus directing the Election Commission of India (ECI) to hold assembly elections in Nagrota and Budgam constituencies immediately. The petitioner further submitted that the ECI did not seem to have any intention of holding the elections in J&K as it was behaving as a mute spectator while having activated its election machinery in Bihar. The two assembly constituencies were declared vacant on October 1, 2024, in conformity with the law laid down on the subject by the Supreme Court and in consonance with its mandate of Section 151 A of Representation of Peoples' Act.
Alleging inordinate and inexplicable delay, Singh, said, 'Writ petition in person has stated that by-elections in the said two assembly constituencies have been denied on extraneous considerations and in violation of plethora of rulings of various courts and the provisions of Section 151 A of RPA Act, which mandate holding such elections within a period of six months from the date of occurrence of such vacancies.'
He pointed out in the petition that existing laws required the said elections to be held before ending March 2025.
'The said elections were arbitrarily denied while issuance of election notification on January 7, 2025, and the ECI had given a statement that by-elections on the said two seats can't be held due to massive snowfall deliriously oblivious of the fact that Nagrota constituency has never ever experienced snowfall in its history,' stated Singh in his petition.
The petitioner further submitted that the ECI did not seem to have any intention of holding the elections in J&K as it was behaving as a mute spectator while having activated its election machinery in Bihar. He stated that the Supreme Court bench headed by Chief Justice of India DY Chandrachud in a significant ruling had observed that: ' There must be some duty cost on the Election Commission to proceed with alacrity the moment a vacancy arises'. The ECI having failed to initiate the election exercise for the last 10 months and giving lame excuses has brazenly defied not only the SC but also the prevalent law on the subject. Seeking indulgence of the HC, Singh pointed out that elections are never held in J&K until and unless the court intervenes and orders restoration of democracy.

August 6, 1985, Forty Years Ago: Assam Voter List

The prospects of holding early parliamentary elections in Assam appeared to recede when a team of the student agitation leaders arrived in New Delhi and demanded a fresh revision of rolls with a 'clear set of directives'. The leaders met the Chief Election Commissioner, R K Trivedi, and emphasised in a memorandum that the assumption that any non-citizen entering Assam before 1971 had automatically acquired citizenship was not legally tenable. The Union Cabinet has given its approval to increase the number of Supreme Court judges from 18 to 30, it is learnt. The Cabinet is also believed to have agreed to raise the strength of high court judges. The government will now bring a bill in Parliament to this effect. What was worrying the government was the accumulation of a large number of cases in high courts and the Supreme Court. A conspiracy to cause disorder in Haryana and kill very important persons, including CM Bhajan Lal, family members of Gen R S Dayal, who led the military action in the Golden Temple last year, and the senior superintendent of police, Ludhiana, was unearthed by the Kurukshetra police following the arrest of five persons. One foreign-made .455 bore revolver, hand grenades, two guns and a large quantity of ammunition have been recovered. The legendary Bob Marshall outclassed second seed Subhash Agrawal and Indian national champion Geet Sethi beat holder Michael Ferreira to set up a clash between experience and youth in the final of the 25th World Amateur Billiards Championship on August 6. The 75-year-old Marshall beat Agrawal in all departments of the game to record a convincing 2809-1872 win while Sethi forged ahead in the last hour to topple holder Ferreira 2513-2379.

Local body polls likely after Diwali, to be held in phases: SEC

Maharashtra state election commissioner Dinesh Waghmare on Tuesday said that local self-government elections are likely to be held after Diwali and may be conducted in phases due to limited availability of resources like electronic voting machines (EVMs). He clarified that voter verifiable paper audit trail (VVPAT) slips will not be used during the elections, as these are not single-candidate contests but involve multiple candidates in each ward. (HT) Waghmare was speaking to reporters after reviewing preparations for the upcoming elections in Nashik. 'Considering the limited availability of resources such as EVMs, the state election commission is planning to conduct the elections in a phase-wise manner. A decision will be taken on whether to first hold elections for zilla parishads and panchayat samitis, or for municipal councils and municipal corporations. The final schedule is yet to be decided,' he said. He clarified that voter verifiable paper audit trail (VVPAT) slips will not be used during the elections, as these are not single-candidate contests but involve multiple candidates in each ward. Waghmare underlined the complexity of local self-government elections compared to general elections. 'These elections require fresh ward delimitation, restructuring of wards, and updating of voter lists. Once the voter list revision drive is completed, the commission will announce the election schedule, and polls will be conducted within 35 to 40 days thereafter,' he said. Most municipal corporations and zilla parishads in the state have been under administrators for nearly three years, due to delays caused by court cases and pending decisions on OBC reservation and ward structures. The Supreme Court, in a recent order, directed the state government and election commission to hold local body elections within four months. Following the order, the state government issued a notification and instructed the commission to begin the ward delimitation process and publish updated voter rolls.

Over ₹1,000 crore siphoned off through cyber frauds in 4 years in Madhya Pradesh; recovery rate below 0.2%

Madhya Pradesh has recorded cyber fraud cases of ₹1,054 crore in the past four years, of which only ₹1.94 crore have been recovered and handed back to the victims, the government has said in the Assembly, which is less than 0.2% of the total amount. In response to a question raised by Congress MLA Jaivardhan Singh, the Home Department said that between May 1, 2021 and July 13, 2025, ₹1,054 crore have been siphoned off in cyber fraud related cases in the State. Citing the National Cyber Reporting Platform (NCRP) data, the department headed by Chief Minister Mohan Yadav said that ₹1.94 crore has been recovered from the fraudsters and handed back to the victims, while ₹105.21 crore has been on hold in the same period. The State has also recorded 6,046 cases of cyber fraud in over five years — January, 2020 to July 15, 2025 — with highest 1,193 cases being reported in 2024, the government said, citing the Crime and Criminal Tracking Network & Systems (CCTNS) data. Speaking to The Hindu, Mr. Singh said that the low recovery rate in cyber scam cases reflects that the police are 'not at all equipped to deal with the problem of cyber fraud'. 'The Prime Minister [Narendra Modi] has been promoting online transactions through UPI but this but if Madhya Pradesh alone has recorded cyber fraud of more than Rs1,000 crore, it shows how careless and weak our digital infrastructure is,' Mr. Singh said, while also blaming the low recovery rate on lack of coordination between investigating agencies and financial institutions. 'The CM himself heads the Home Department in our State. He should focus on improving the police's functioning in such cases. In most cases, the police are aware who the accused are but still fail to recover the money as they are not able to work with the banks in coordination,' he added.
