
L-G is interfering in functioning of J&K's Information Dept., delaying ‘Business Rules', says NC's Tanvir Sadiq
'Why is there interference in the functioning of the Director of the Information Department? The office of the Advocate General has been rendered non-functional since the elected government agreed to retain the same Advocate General, originally appointed by the Raj Bhavan, in October 2024,' NC leader and MLA Tanvir Sadiq said.
'The Business Rules, sent not once but twice [to the Governor] by the Cabinet, are yet to receive the necessary approval from the L-G. He needs to walk the talk,' he added.
Mr. Sadiq was reacting to a statement by L-G on his functioning in J&K. 'I don't cross the boundaries of governance. I only have control over the police,' Mr. Sinha had said earlier in the day.
There has been persistent friction between the J&K government and the Raj Bhavan ever since an elected government took over the reins of the Union Territory in October 2024.
The Omar Abdullah government in March this year forwarded the draft Business Rules to the Raj Bhavan for approval. The J&K government is mandated by the J&K Reorganisation Act, 2019 to prepare a draft proposal of the Business Rules for the Governor's approval. The Business Rules demarcate the functioning of the Raj Bhavan, the Chief Minister, and the Council of Ministers. The Act grants the L-G power to control the J&K Police, and all the matters related to law and order in the Union Territory.
Meanwhile, in a letter addressed to the Raj Bhavan, NC MLA Salman Sagar urged the extension of the traditional Muharram procession from the city's Sheeshgari Mohalla Khanyar to Chinkra Mohalla Habba Kadal. 'I am hopeful that the request will be considered in good faith, and the extension will be permitted this year,' Mr. Sagar said.

Centre moots ‘AVAS' sound alerts for e-vehicles when they move below 20kmph
The Central Government is planning to introduce a new regulation on electric vehicles that will require the manufacturers to install a device- called Acoustic Vehicle Alerting System (AVAS)- to generate sound if the vehicle is moving at the speed above zero to 20 kmph. The Ministry of Road Transport and Highways (MoRTH) has taken this step since most of the electric vehicles, including e-rickshaws, barely emit any sound at less than 20 kmph speed, increasing the chances of accidents if road users, especially pedestrians, are not alerted with some sound. AVAS is being mooted in the wake of the surge in the electric two- and three-wheelers and E-rickshaws have increased significantly over the years as their penetration even in the colonies of the city have gone high and they have become one of the most favoured vehicles for commuters for last mile connectivity. The ministry has published a draft guideline on automotive industry standards requiring fitting AVAS in electric vehicles for their reduced audibility. Sources said that the matter was discussed in the Central Motor Vehicles Rules – Technical Standing Committee (CMVR-TSC), which is the apex body for setting motor vehicle safety standards, and the final regulation will be issued soon. 'When an electric vehicle moves above 20 kmph speed, it generates some sound through its tyres. However, this is not the case when it is below 20 kmph. Given the government push, the number of electric and hybrid vehicles are increasing every year and especially E-rickshaws have grown in huge numbers even in much smaller cities. Considering the situation, there is a need to bring this regulation, so that any incident due to the sound can be avoided. Due to the quiet mode of these vehicles, Pedestrians, cyclists are not aware that a vehicle is coming from behind them, which leads to accidents,' said an officer. The officials said that the AVAS is mandated in electric and hybrid vehicles in countries like the United States, Japan. The Indian Institute of Technology, Delhi is also conducting a study on the need of AVAS in electric vehicles. 'The Society of Indian Automobile Manufacturers (SIAM), an apex body of vehicle manufacturers, approached for this study. It is still ongoing and we have not arrived at the conclusion yet. We are looking into the different aspects of the electric vehicle to find out if AVAS is needed in the electric vehicle or not,' said Dr Anoop Chawla, professor of Mechanical Engineering, IIT-Delhi. Delhi Court declares arms dealer Sanjay Bhandari a fugitive economic offender
New Delhi [India], July 5 (ANI): A Delhi special court on Saturday declared UK-based arms dealer Sanjay Bhandari a Fugitive Economic Offender under the Fugitive Economic Offenders (FEO) Act, in connection with an income tax case involving undisclosed foreign assets. The order was passed by Additional Sessions Judge Sanjeev Aggarwal following a plea by the Enforcement Directorate (ED), which alleged that Bhandari had deliberately evaded Indian legal proceedings and possessed foreign assets exceeding Rs 100 crore. The agency emphasised that the UK court's refusal to extradite Bhandari had no bearing on the current proceedings, which are independent and governed by Indian law. Bhandari, however, contested the ED's plea, arguing that his residence in the UK is lawful and backed by a ruling from the London High Court, which denied his extradition, citing concerns over his safety in Tihar jail. His counsel, senior advocate Maninder Singh, claimed the ED's application was vague, lacked jurisdiction, and failed to meet the legal threshold under the FEO Act. Singh further argued that the monetary value of the alleged offence did not exceed 100 crore, referencing a 2020 submission by the Income Tax Department. He also pointed out that Bhandari had been discharged by the UK High Court, and no fresh warrants were pending against him. Special Public Prosecutor Zoheb Hossain appeared for the Enforcement Directorate in the matter. The UK High Court had earlier blocked Bhandari's extradition on human rights grounds, citing risks of extortion and violence in Indian custody. Tension erupts as Muharram rally passes through Prayagraj's Sirsa market, 22 held
The Uttar Pradesh Police arrested 22 people who were part of a Muharram procession on charges of breach of peace after tension erupted on Thursday night between two groups for taking out the rally through Sirsa market. Local residents in Prayagraj district alleged that members of the procession were setting a new trend by taking the procession through Sirsa market, a Hindu dominated area, deviating from the traditional route. According to the police, tension erupted in Sirsa market when local residents and shopkeepers objected to the Muharram procession passing through the market and they gathered at Sirsa. The residents raised objections and questioned why the traditional route was not followed. They alleged that taking the procession through Sirsa market was a departure from the traditional route and part of an attempt to set a new trend. The situation escalated when both groups got into a heated argument. It was brought under control after a police team from Meja police station arrived and pacified both sides. The Meja police registered a case against five named individuals and 50 unidentified people. 'Prior permission is required to take a procession along a new route. In this case, no such permission was obtained from the district administration before the procession passed through the new route, said S P Upadhyay, Assistant Commissioner of Police, Prayagraj. He added that the police would investigate who was behind the incident and why the procession was taken along the new route.
