FSA issues warning to Barka water and power company
MUSCAT:
The Financial Services Authority (FSA) has issued an official warning to Barka Water and Power Company (SAOG) for breaching disclosure requirements under the Executive Regulations of the Capital Market Law.
According to Administrative Decision No. 12/2025, the company failed to comply with Articles 291, 293, and 298 of the regulations issued under Decision No. 1/2009. The violations pertain to the company's failure to disclose, in a timely manner, material information regarding the extension of power and water purchase agreements with Nama Power and Water Procurement Company (SAOC).
Additionally, Barka Water and Power Company did not adequately disclose information about the awarding of a contract related to power and water desalination using the multi-stage flash distillation method. The company also neglected to confirm, deny, or correct material information that had been publicly disclosed by one of its major shareholders.
The FSA's action is based on Article 58/A of the Securities Law issued by Royal Decree No. 46/2022, which authorises the Authority to impose necessary penalties in cases of disclosure violations.
The Authority reiterated its commitment to upholding transparency and discipline in the financial market. It underscored the importance of listed companies adhering to timely and accurate disclosure of material information in order to safeguard investors' interests and enhance confidence in the market.
The FSA urged all public joint-stock companies to fully comply with the applicable legal and regulatory frameworks governing the capital market.

CAA records RO105mn in 2024 revenue, highlights global safety rankings
Muscat – The Civil Aviation Authority (CAA) announced on Wednesday that it recorded revenues amounting to RO105 million in 2024, underscoring its operational efficiency and financial sustainability. The announcement was made during the Authority's annual media briefing held in Muscat under the patronage of H.E. Dr Abdullah Nasser al Harrasi, Minister of Information. The event was attended by senior officials, strategic partners, and key stakeholders. Reviewing its performance over the past year, the CAA reported a 95.95 per cent compliance rate with aviation safety standards, placing Oman fifth globally in the effective implementation of aviation safety oversight. Major achievements included the activation of the southern runway at Muscat International Airport, the approval of the General Civil Aviation Policy, and the signing of nine international air transport agreements. The Authority also issued new regulations to enhance passenger rights protection and introduced a revised licensing framework for drone registration and air traffic management. As part of its digital transformation efforts, the CAA revamped 113 electronic services, implemented a document management system, obtained information security certification, and upgraded Oman's numerical weather prediction systems and wadi flood forecasting models. In terms of operational expansion, the CAA granted permits to 19 foreign airlines. Cybersecurity and aviation security policies were ratified, while operational manuals were activated for both Duqm and Marmul airports. Additionally, a new air navigation radar was installed in Jalan Bani Bu Ali to strengthen national airspace surveillance. Aviation performance indicators reflected growth, with a 2 per cent increase in passenger traffic compared to 2023, and over 120,000 flights recorded. Air cargo volumes surpassed 150,000 tonnes, while more than 540,300 aircraft transited Omani airspace – a 14 per cent rise year-on-year. The national meteorological monitoring network grew to include 80 stations across the country. Meanwhile, 520 consumer complaints were addressed and resolved efficiently. Internationally, Oman attained a 94.4 per cent compliance score in aviation security under the International Civil Aviation Organization's (ICAO) Continuous Monitoring Approach. The sultanate ranked fourth among G20 nations and third in the Middle East. Oman also achieved full compliance with aviation facilitation standards under Annex 9 of the Chicago Convention. Looking to the future, the Authority confirmed that detailed design work is nearing completion for Musandam Airport, with accelerated progress anticipated in early 2025. The tender for construction of the passenger terminal at Sohar Airport is expected to be issued before the end of the year. Meanwhile, a new aircraft hangar at Muscat International Airport is set to be inaugurated later this year, positioning Oman as a regional centre for aircraft maintenance. The event also marked the launch of an upgraded digital platform for Oman Meteorology, offering real-time weather updates. A commemorative postage stamp was unveiled to celebrate 50 years of Oman's membership in the World Meteorological Organization (WMO). H.E. Eng. Naif Ali al Abri, Chairman of the CAA, stated that the year's achievements reflect Oman's unwavering commitment to aviation safety and its alignment with international best practices. 'These results are a testament to our clear strategic vision and the strong collaboration between all partners. The civil aviation sector is a pillar of national development and plays a vital role in enhancing Oman's global connectivity,' he said. The commemorative stamp, released in partnership with Oman Post, highlights the sultanate's enduring contribution to international climate cooperation since becoming a member of the WMO in 1975.

SME Authority hosts 16th Social Protection Services dialogue
MUSCAT: The Small and Medium Enterprises Development Authority held its 16th dialogue session in Muscat, centring on social protection services for SMEs, in alignment with the strategic goals of Oman Vision 2040. The event brought together Halima bint Rashid Al Zari'iya, Chairperson of the Authority, officials from the Social Protection Fund, SME owners, and stakeholders from relevant entities. Deliberations focused on increasing partnership and integration between small and medium enterprises (SMEs) and interested stakeholders, enriching supportive policies to encourage SME development. They were also aimed at imparting entrepreneurs with the passion to introduce new ideas that drive the development of priority economic sectors. To this end, steps are being taken to improve the overall business environment and make it more favorable for SMEs and to scout for viable opportunities for such businesses in various economic sectors. The meeting was intended to foster cooperation, innovation, and operational efficiency across the SME sector—objectives that align with Vision 2040's diversification of the economy, empowerment of the private sector, and sustainable development agenda. Discussions on issues of current concern such as insurance coverage, subscription to the Social Protection Fund, and mechanisms for SME support were designed to help the Authority establish a better business environment and enhance resilience of small business. With Oman's move towards a knowledge economy, the inclusion of SMEs in social protection systems ensures a more inclusive growth and efficient social safety net—two pillars of utmost importance to the Vision. Authority for Projects, Tenders and Local Content: New phase in development
MUSCAT: Amending the name of the Secretariat-General of the Tender Board to the Authority for Projects, Tenders and Local Content, in accordance to the Royal Decree No. 57/2025, represents an important step to build on the achievements made and ensuring their sustainability by complementing work to create an integrated system to enhance the efficiency of government spending related to government projects and procurement and promote local content. The Authority's mandate includes proposing policies related to increasing the efficiency of government spending and promoting local content related to government projects and procurement, national policies and strategies related to local content development as well as laying down plans, programmes, and initiatives for promoting local content in the Sultanate of Oman and setting local content targets in all sectors at the national level. Among the Authority's powers is developing frameworks and methodologies to enhance the efficiency of planning and implementing government projects with the aim of ensuring their quality, expediting implementation, reducing change orders and adhering to approved budgets. Engineer Badr bin Salem al Maamari The Authority will monitor and manage the implementation of government projects in coordination with relevant authorities. It will also organise technical processes and procedures related to tender management to achieve transparency, equal opportunities, equity and freedom of competition. It will also provide unified procurement services including strategic analytical studies of government procurement needs based on quantum economics. It will also review local content requirements in contracts, purchases, and tenders subject to the Tenders Law and follow up on these requirements in coordination with relevant authorities. It will also conduct a legal review of draft contracts and change orders before they are signed and implemented by any unit of the state administrative apparatus and other public legal entities. The amendments include the addition of purviews related to proposing policies to increase the efficiency of government spending and enhance local content related to government projects and purchases, national policies and strategies related to local content development, and responsibilities related to the national local content system, which includes managing, organising, and monitoring local content in all sectors at the national level. The name of the Directorate-General of Local Content will be changed to the National Office for Local Content in the organisational structure, and the responsibility for managing the execution of government projects will be added in coordination with relevant authorities. Authority for Projects, Tenders and Local Content: New phase in development Engineer Badr bin Salem al Maamari, Chairman of the Authority for Projects, Tenders and Local Content, said: 'The amendment represents a qualitative shift in the governance of public projects and procurement as well as a strategic shift towards managing this vital system according to an integrated institutional approach with a significant developmental and economic dimension.' Al Maamari pointed out that the change in the name builds on the achievements made and ensures their sustainability through comprehensive governance of projects and procurement, based on the priorities of Oman Vision 2040 and its strategic objectives related to economic diversification, financial sustainability, private sector empowerment and enhancing spending efficiency. The Chairman of the Authority for Projects, Tenders and Local Content explained that the approval of the National Local Content Policy represented a pivotal milestone in the comprehensive development process. The Authority is working to develop clear indicators and measurable methodologies for monitoring and evaluating local content across various sectors, encompassing all units of the state's administrative apparatus, government companies, and the private sector. This will contribute to maximising local value-added from government projects and procurement. The Authority, through this institutional transformation, represents the technical reference body and national centre of excellence for all matters related to project governance, procurement, and tendering, as well as enhancing local content in the Sultanate of Oman.
