PM Modi's Brazil visit may cement key defence, anti-terror pacts
Prime Minister Narendra Modi will be on a state visit to Brazil on July 8 after the BRICS Summit on July 6-7 eyeing to firm up security partnership with a pact on countering international terror and a pact on safeguarding sensitive/classified information necessary for joint defence production and defence purchases.
Brazil is among India's key partners in the Global South, BRICS and G20, and New Delhi has been keen to conclude a counter-terror pact with Latin America's biggest country. The agreement could be signed during the PM's visit following New Delhi's request, ET has learnt.
The two countries are also looking to conclude a pact on safeguarding sensitive/classified information necessary for joint defence production and defence purchases, it has been further learnt.
From 2020 India and Brazil have been focusing on defence industry partnership.
A defence cooperation agreement signed in 2003 was ratified in 2006, creating a Joint Defence Committee (JDC) as an institutional mechanism. With a total of 14 exchanges at the level of defence chiefs, the last two years stand out with the Chief of the Air Staff of the Indian Air Force visiting Brazil and Chiefs of the Brazilian Army, Navy and Air Force visiting India in quick succession.

Since 2007, a total of 134 defence officers were trained from both sides, 70 from India and 64 from Brazil, in short to long-term courses in addition to the exchanges for joint exercises, sailing regattas etc. A 2+2 Political-Military dialogue was initiated which had its first meeting in 2024. Brazil's Air Force is in the process of modernizing its fleet and has shown interest to collaborate with India. Brazil has also shown keen interest in missile systems, particularly the BrahMos and Akash missiles.

The Emergency was declared on June 25, 1975, and lasted 21 months until March 1977. It was marked by the suspension of civil liberties, press censorship, and widespread arrests of political leaders.
