
Supreme Court issues notice to Karnataka seeking response on ‘Thug Life' ban
The Supreme Court on Friday sought the State of Karnataka to respond to a petition seeking to ensure the safe and unimpeded screening of Kamal Haasan's Tamil movie Thug Life in the State. A Vacation Bench headed by Justice PK Mishra was also asked by petitioner, M. Mahesh Reddy, represented by advocate Athenam Velan, to take action against elements who have issued threats and incited violence against theatres and the makers of the film.
Issuing notice to the States, the court scheduled the case on Tuesday.
The Bench recorded Mr. Velan's submission that a duly CBFC-certified Tamil feature film was not allowed to be screened in theatres in Karnataka.
'The so-called ban under threat of violence stems not from any lawful process but from a deliberate campaign of terror, including explicit threat of arson against cinema halls, incitement of large-scale violence targeting linguistic minorities,' Mr. Velan argued.
Earlier this week, the petitioner, a Bengaluru resident, had sought urgent listing, saying 'fringe elements' were threatening arson against theatres which screen the film.
Mr. Velan had said the move to appeal the apex court was necessitated by the fact that the Karnataka High Court had 'distressingly appeared to prioritise appeasement' in proceedings seeking the judicial protection of the fundamental right to free speech and expression.
'Instead of a clear directive to the State to stop the illegal threats and protect a certified film's exhibition – fundamental to restoring law and order – the discussion reportedly focused on whether Mr. Kamal Haasan should apologise to the very fringe elements intimidating him and threatening public order. This effective endorsement of coercive censorship by suggesting compromise with perpetrators makes the High Court pathway currently ineffective for securing justice, compelling this urgent appeal in the Supreme Court as the ultimate guardian of the Constitution,' the petition had submitted.
The petition has questioned the Karnataka government's 'flagrant failure' to maintain law and order in the State and protect constitutional freedoms.
It said the 'unconstitutional extra-judicial ban' in Karnataka stems not from any lawful process but from a deliberate campaign of terror and a chilling call for a repeat of past anti-Tamil riots.
'This serious situation occurs within a disturbing societal context where chauvinistic elements have targeted linguistic minorities such as Hindi speakers in Bengaluru with impunity, fostering a climate of fear that now directly threatens constitutional order over this film…,' the petition has highlighted.

(Photo: Rajib Dhar/AP) Over the past one year since the ouster of former Prime Minister Sheikh Hasina, Bangladesh has slipped into a state of lawlessness under the interim government of Muhammad Yunus, the octogenarian propped by the agitators and the military as the country's unelected ruler. Amid cyclic attacks on the country's religious minorities, particularly Hindus, mob violence has increasingly become the norm in Bangladesh that has not even spared the country's police personnel. Since August 5, 2024, at least 637 people, including 41 police personnel, have been lynched in Bangladesh, according to Canada-based Global Centre for Democratic Governance's (GCDG) data carried by The Economic Times. They have waged a campaign of retribution against political opponents, particularly the workers, activists, and leaders of Hasina's Bangladesh Awami League (BAL). They have also attacked the country's minorities, particularly Hindus, whom they accused of siding with Hasina. In the past year, Hindus have been attacked in their houses, their houses have been burnt, and their temples have been attacked. Instead of making the protection of minorities' protection a priority, Yunus has presided over the state patronage of extremists, which has included acts like the release of jihadist leaders from jail. Most lynching victims were from Hasina's party Of those lynched, around 70 per cent of victims were from Hasina's BAL, local human rights bodies have said. These victims have largely been from Hindu and Ahmadiya Muslim communities, which have been a favourite target of Islamists in the country. Even though agitating groups said they were fighting for democracy, they have propped an unelected regime of Yunus with little accountability. The regime has not yet announced a date for elections and continues to run the country without any mandate from the people. There was a PIL filed for better administration of the temple before the high court and directions were passed," Nataraj said. He said the ordinance was issued for better administration of the temple which witnesses about two-three lakh devotees every week. Live Events The bench then told Nataraj that his arguments might be good, but could be made when the challenge to the ordinance is relegated to the high court. Nataraj handed over the proposal of the state government to the bench, which upon examination was found to be the same as suggested by the court on August 4. Senior advocate Kapil Sibal , appearing for the petitioners, urged the bench to be allowed to give a proposal and suggestions on the issue of administration of temple by August 8. The petitioners have challenged the validity of Uttar Pradesh Shri Bankey Bihari Ji Temple Trust Ordinance, 2025, for reportedly taking over the management of the ancient temple and the recall of the top court's May 15 order. On May 15, the top court allowed an impleadment application filed by the state while paving the way for a Uttar Pradesh government scheme to develop the corridor. It allowed the state's plea to utilise the funds of the Banke Bihari temple only for the purchase of a five-acre land around the temple to create a holding area. The top court, however, said the land to be acquired for the purposes of development of the temple and the corridor should be in the name of the deity or the trust. The bench posted the matter for August 8 while allowing the petitioners to give their suggestions on the issue. On August 4, the bench deprecated the approach of the state government in moving the court in "clandestine manner" and questioned the hurry for enacting an ordinance. The top court has said that it would appoint an interim committee headed by a retired high court or district judge to manage the affairs of the temple in the interest of lakhs of devotees besides including the main stakeholders in the managing committee. It asked Nataraj to seek instruction and submit a proposal for administration of the temple and clarified that the court was at present not adjudicating the constitutionality of the ordinance and the high court will look into it. The plea before the bench, filed through advocate Tanvi Dubey, of the management committee of the Thakur Shree Banke Bihari Ji Maharaj Temple in Mathura, challenges the ordinance, which vested the control of the shrine's administration with the state.
