HUMAN RIGHTS TRIBUNAL FEASIBILITY STUDY TO BE COMPLETED IN OCTOBER – KULASEGARAN
KUALA LUMPUR: The feasibility study on the proposed establishment of a Human Rights Tribunal in Malaysia is expected to be completed by October this year, said Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran.
He said the study was conducted by the Feasibility Study Committee on the Human Rights Tribunal(JKKTHAM), which was established in June, and involved examining various perspectives and inputs relevant to the tribunal's proposed formation.
'This effort began with an initial meeting that I chaired on Nov 21, 2024, to discuss the proposal to establish the tribunal. Following that, JKKTHAM was set up to conduct a comprehensive feasibility study,' he said.
Kulasegaran said this in response to a question from Teresa Kok Suh Sim (PH-Seputeh) who asked about the latest status of the government's plan to establish a Human Rights Tribunal during the oral question-and-answer session in the Dewan Rakyat today.
2,812 RKAT UNITS COMPLETED, OVER 3,000 MORE UNDER CONSTRUCTION NATIONWIDE
The Ministry of Defence (MINDEF) has completed six Armed Forces Family Housing (RKAT) projects nationwide, comprising a total of 2,812 units since 2022.
Defence Minister Datuk Seri Mohamed Khaled Nordin said 10 more RKAT projects involving 3,206 units, implemented under the 12th Malaysia Plan (12MP) at a cost of RM1.002 billion, were currently under construction and scheduled for completion by 2026.
'Eight new RKAT construction projects involving 2,456 units are still in the procurement phase, with an estimated cost of RM1.4 billion,' he said in reply to a question from Manndzri Nasib (BN-Tenggara) on the status of military housing nationwide during the oral question-and-answer session in the Dewan Rakyat today.
He said under the MADANI Government, the RKAT maintenance allocation had increased to RM426.5 million in 2025, up 6.62 per cent compared to RM400 million in 2024 and RM236.7 million in 2023.
TASK FORCE SET UP TO DEVELOP COMMON BAR COURSE CURRICULUM
The Legal Profession Qualifying Board has formed a task force to design the curriculum, training methods, pedagogy and standards of the Common Bar Course (CBC), which will replace the Certificate of Legal Practice (CLP), said Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran.
He said the decision was made at a meeting on July 23 after taking into account and agreeing to a proposal paper by the CBC Curriculum Committee titled 'Study on the Development of Curriculum, the Method and Practice of Training (Pedagogy) and Standards of the Common Bar Course to Replace the Certificate of Legal Practice'.
'This CBC Task Force comprises experts from public and private higher education institutions, as well as representatives from the Bar Council.
'It will begin conducting the study and developing the CBC on Aug 1, 2025, and the work is expected to be completed within eight months, by March 31, 2026,' he in response to a question from S. Kesavan (PH–Sungai Siput) on the latest status of the implementation of the CBC by the Legal Profession Qualifying Board during the oral question-and-answer session at the Dewan Rakyat today. - Bernama

THE Opposition has proposed the formation of a bipartisan committee to review the targets that were not met in the 12th Malaysia Plan (12MP). Opposition leader Datuk Seri Hamzah Zainudin ( pic ) said the committee, which would include representatives from the government and the Opposition, will also explore more effective implementation strategies for the success of the 13th Malaysia Plan (13MP) and beyond. 'In the spirit of transparency and accountability, Tambun (Prime Minister Datuk Seri Anwar Ibrahim) and the Cabinet must 'walk the talk' and explain to the public what happened with the unachieved targets,' he said, adding that a special cross-party committee should be established to scrutinise the gaps in 12MP's achievements and to explore more effective implementation measures for the future. 'There is nothing wrong with the Prime Minister taking a step back to reflect, assess the achievements of 12MP, and ensure we all remain grounded before new figures are presented in the 13MP. 'The 13MP is a national effort to shape the future of the country. It is a five-year development plan meant for all Malaysians. 'Whoever governs in Putrajaya must accept the reality that this plan is not the exclusive domain of any single political party; it belongs to all of us,' said Hamzah, who is the Larut MP, during the debate on the 13MP in the Dewan Rakyat yesterday. He also said the government needs to clarify all matters compromised in the reciprocal tariff negotiations with the United States. The 13MP targets GDP growth of between 4.5% and 5.5%, the creation of 1.2 million new jobs, and a gross national income per capita of RM77,200, according to official government projections. However, concerns remain over the plan's viability, with questions raised about the government's fiscal capacity to fund the RM611bil allocation without placing additional strain on the public. He also questioned whether there is sufficient political will to implement meaningful institutional reforms, the effectiveness of proposed strategies in delivering social justice, and whether the plan's indicators and targets are robust enough to guide Malaysia's progress over the next five years. Hamzah also congratulated and commended the Prime Minister for his key role in arranging a ceasefire between Thailand and Cambodia. He said the coalition welcomed any Malaysian involvement in efforts to strengthen regional stability. 'Whatever role played by the Prime Minister, even if described by some as simply that of a host, it remains a contribution that will be recorded in history. 'What's important is that Malaysia continues to be respected as a sovereign nation and is regarded as a credible balancing power in the region,' he said. On July 28, Thailand and Cambodia agreed to an unconditional and immediate ceasefire following a special meeting in Putrajaya chaired by Anwar.

Datuk Seri Fadillah Yusof. – Bernama file photo KUCHING (Aug 4): The federal government has approved RM72.8 million for a riverbank protection project along Batang Sadong at Kampung Hulu and Kampung Hilir in Serian to address ongoing erosion and flooding issues. Deputy Prime Minister and Minister of Energy Transition and Water Transformation Datuk Seri Fadillah Yusof said the project, to be implemented through the Department of Irrigation and Drainage (DID), was approved under the Fifth Rolling Plan (RP5) of the 12th Malaysia Plan (12MP) for 2025. 'The main scope of the project involves the construction of riverbank stabilisation structures to overcome the problem of collapsing riverbanks in the affected areas,' he said in his written answer to Serian MP Dato Sri Richard Riot Jaem in Parliament today. The parliamentary reply was shared to The Borneo Post by Riot's office. Fadillah said survey and detailed design works will be carried out this year, while physical construction is expected to begin in mid-2027.
