Time of India09-06-2025
Andhra Pradesh
is planning to offer financial incentives to families with more children,
Chief Minister N Chandrababu Naidu
said, as part of a wider strategy to address declining fertility rates in the state. The move marks a shift from the state's earlier policy, which barred individuals with more than two children from contesting local body elections.
Bigger families may receive higher financial support
'I am looking at giving financial incentives by taking a family as a unit. The bigger families may get higher incentives,' Naidu told The Times of India in an interview ahead of completing one year in office on June 12. The Chief Minister said this was part of a broader 'investment in human capital' plan.
Naidu added that the new approach would be linked to his 'Zero Poverty' initiative. 'As part of the 'Zero Poverty' initiative, I have already rolled out an interesting model in which wealthier people will adopt poor families. This will not only bridge income disparities, but also ensure welfare of the entire family,' he said.

Fertility rate concerns push policy shift
The Chief Minister said that the current demographic trends in Andhra Pradesh were concerning. 'Fertility rates in Andhra Pradesh need to increase. At the present rate, AP will face serious problems… That is why I am thinking of bigger families,' he said.
Naidu said the previous cap on maternity leave for female government employees had been removed. 'It was limited to two times only. We have removed the restrictions,' he said. The state government has also made it mandatory for organisations to provide childcare centres at the workplace.

Welfare linked to child development
To support families and children, the state is providing financial assistance directly to students' mothers. 'We give this money directly to the mothers of students,' Naidu said, referring to a Rs 15,000 per child support initiative. He also confirmed that the state government is planning to announce additional financial assistance for couples who have more children.
The earlier two-child limit for those contesting panchayat and municipal elections has also been scrapped.
Other states exploring similar steps
In 2023, Sikkim announced similar incentives to encourage indigenous families to have more children. Mizoram has also encouraged tribal families to increase their family size. Recently, Tamil Nadu Chief Minister M K Stalin said the Centre's push for population-based delimitation could force states like Tamil Nadu to revisit their population policies.

Difficult to project FY26 disinvestment mop-up at the moment: MoS for finance

ANI Minister of state for finance Pankaj Chaudhary The government on Monday said it is 'difficult' to anticipate the precise amount of its disinvestment proceeds this fiscal, as the process hinges on a number of factors, such as administrative feasibility, market conditions, economic outlook and investor interest. In a written reply in the Lok Sabha, minister of state for finance Pankaj Chaudhary said the FY26 budget estimate of Rs 47,000 crore under miscellaneous capital receipts indicates total mop-up from the government's management of equity investments and public assets through various mechanisms, and not just disinvestment. For other state-run firms and banks, disinvestment through minority stake sale is carried out via methods approved by capital markets regulator Sebi from time to methods are based on prevailing market conditions 'in order to unlock the value, promote public ownership and meet the minimum public shareholding to ensure higher degree of accountability'.'Profit or loss no criterion in divestment' The minister also said the profitability or loss of a state-run company is 'not among the relevant criteria' for its privatization or strategic said, 'The policy on strategic disinvestment/privatization is based on the economic principle that government should minimize presence in sectors, where competitive private sector has come of age and economic potential of such entities may be better discovered in the hands of strategic investor due to various factors such as infusion of capital, technological upgrade, efficient management practices, etc.'

Andhra Pradesh to roll out ‘Zero Fare Tickets' for women from August 15

Drawing on the financial strain witnessed in other States that rolled out similar welfare schemes, Andhra Pradesh Chief Minister N. Chandrababu Naidu has taken a calibrated yet determined approach as the State gears up to launch its ambitious free RTC bus travel initiative for women from August 15. At a review meeting held at the Secretariat in Amaravati on Monday, Mr. Naidu directed transport officials to issue 'Zero Fare Tickets' to all women passengers under the scheme. Each ticket will not only validate the free journey but also detail the travel route, the exact subsidy amount borne by the government, and the amount saved by the passenger. 'The aim is to make women clearly aware of the economic benefits they receive from this initiative,' the Chief Minister said, adding that the ticket itself should serve as a tangible representation of the government's support. To ensure transparency and accountability, the Chief Minister ordered the development of specialised software to capture and display all financial benefits directly on the ticket. Sustainability However, mindful of the budgetary implications, the Chief Minister held extensive discussions with officials on how such schemes have impacted the fiscal health of other States. He underscored the importance of avoiding delays in implementation but stressed that the long-term sustainability of the APSRTC must remain a priority. With the financial well-being of the APSRTC in sharp focus, Mr. Naidu laid out a broader vision for sustainable operations. He called for immediate steps to identify alternative revenue streams, cut operational costs, and draft a comprehensive profitability plan. In a progressive move, he announced that only AC electric buses would be procured going forward. He also proposed converting existing buses to electric models to reduce maintenance costs and setting up of charging infrastructure at all RTC depots. He floated the idea of in-house power generation to support the green fleet, a step aimed at long-term energy security and self-reliance. 'This transition is not just about cost savings, but also about building a sustainable and self-reliant public transport system,' he added. It may be recalled that the free bus ride for women in RTC buses is one of the promises made under Super Six as a run-up to the general elections in 2024. The scheme, while inspired by the goal of empowering women and promoting inclusive growth, comes with the awareness of pitfalls experienced elsewhere. Andhra Pradesh's strategy, however, combines welfare with fiscal prudence — striving to avoid the economic burdens that have beleaguered similar initiatives in other States. As the State readies for the August 15 rollout, all eyes are on how Andhra Pradesh balances social welfare and economic sustainability, setting what could be a new benchmark in public transport policy.
