KOTA BHARU : A teenager was allegedly sexually assaulted after travelling over 500km with a friend to meet a man they met on social media, says Kelantan police chief Yusoff Mamat.
The two schoolgirls, both aged 14, left their homes in Tumpat without their parents' knowledge and journeyed to Kulim, Kedah, to meet the man, believed to be in his 30s.
'They rode a kapcai motorcycle from Tumpat but experienced a breakdown in Grik, Perak. After leaving the bike, they flagged down a passing car, which took them to Kulim,' he told reporters after attending a town hall discussion at Universiti Malaysia Kelantan today.
Once in Kulim, the suspect took one of the girls to a location where the alleged assault occurred.
After four days, the teenager returned home and, at her family's urging, disclosed details of her journey and the incident.
'A police report was filed after a medical examination supported the girl's statement,' Yusoff said, adding that Kedah police had arrested a suspect to assist in the investigation.
He urged parents to be more vigilant in monitoring their children's movements and online interactions, as social media platforms increasingly facilitate risky, unsupervised communication.

Man sentenced to death for abusing, killing girl, aged 3, in Langkawi

Ramlan Abdul Rashid had been asked to take care of the child by her mother, who commuted between her home and her job at an eatery. (Bernama pic) PETALING JAYA : An unemployed man has been sentenced to death by the Alor Setar High Court for abusing and killing a three-year-old girl before disposing of her body in a forest at Gunung Raya in Langkawi. Ramlan Abdul Rashid, 44, was convicted of murdering Nur Aisyah Aleya Abdullah between 9am and 10am on Feb 23, 2019 at the Langkawi Hospital's living quarters, Harian Metro reported. Justice Evawani Farisyta Mohammad said the defence failed to raise any reasonable doubt on the murder charge. Evawani said Ramlan had a history of physically abusing the victim by forcing her to eat food mixed with chilli, and was also the last person seen with her. 'While forensic pathologists could not determine the victim's cause of death because only her skull and two teeth were found, the circumstantial evidence produced before the court are solid and clearly show that the accused was the last person with the victim before she was found dead. 'The court is also satisfied that the victim had been beaten and abused by the accused over a prolonged period of time. 'The accused also showed no humanity in him by being willing to dispose of the dead child's body in a forest area at Gunung Raya,' she said. The victim's mother, the 24th prosecution witness, had left the child under Ramlan's care for two months while she commuted between her home and her job at an eatery. She filed a police report in February 2019 when she could not find her daughter when she visited the home of the accused. The accused claimed he had put the victim under another person's care, but refused to disclose who or where the child was at. While being questioned by police, Ramlan directed them towards a forest area at Gunung Raya, where the child's skull and two teeth were found. Ramlan's wife, a nurse, had testified that she heard the cries of a child on the night of Feb 23, 2019, though this had stopped not long after. When she entered a room at their home, she found the child in the nude and lying stiff on a mat. She also noticed that there were cigarette burns on the victim's thigh and bruises on both legs. She said the victim seemed lifeless, and when she asked her husband what happened, he claimed the child had experienced a seizure.

Bolder health reforms needed in 13MP, says think tank

Strategic actions remain imperative for the well-being and resilience of Malaysia's healthcare system, said the Galen Centre for Health and Social Policy. PETALING JAYA : A think tank has urged the government to execute bolder reforms for the health sector under the 13th Malaysia Plan, tabled yesterday, saying it falls short in several key areas. The Galen Centre for Health and Social Policy said the government could show more ambition in areas like healthcare financing, health workforce, and non-communicable diseases. Galen CEO Azrul Khalib said reforming healthcare financing was especially critical as the current tax-funded system was unsustainable. He also said the Rakan KKM programme, offering 'premium economy' services at selected public hospitals, and the proposed basic medical and health insurance and takaful (MHIT) product from the government were insufficient initiatives. 'What is needed is compulsory national health and social insurance to provide complementary funding to support health and aged care. 'Adopting a (salary deduction) rate similar to Perkeso contributions, we could raise at least RM6 billion annually to complement the annual health allocation under the federal budget,' he said in a statement. Azrul said the government should have also announced a health services commission under the 13MP, which would take over the task of managing public health workers from the public services department. 'This commission would potentially enhance governance, improve accountability, and better manage human resources, leading to improved service delivery, and stronger confidence by the public and healthcare workers,' he said. He said there was no clear vision or plan on how to stem the rise in non-communicable diseases, of which treating them takes up about 70% of the billions in Putrajaya's annual health expenditure. Azrul also said that failure to increase investment in effective treatments and care for NCDs could lead to more patients dying from suboptimal treatment. 'The 13MP should represent a bold and ambitious vision to ensure that the country's healthcare system continues to be fit for purpose. Strategic actions remain imperative for the well-being and resilience of Malaysia's healthcare system. 'We cannot afford to be timid,' he said. Prime Minister Anwar Ibrahim said Putrajaya will allocate RM40 billion for the health sector under the 13MP. Apart from building and upgrading health facilities in several states, he said, a framework for professional development will be developed to ensure talent retention in the health sector. Yesterday, Azrul said the RM40 billion should fund long-term investment in healthcare infrastructure, modernisation of medical equipment, and improvements to the workplace environment. He also said more must be invested in health literacy programmes that inform and empower people to take charge of their health.
