
New UAE resolution to ensure validity of qualifications from foreign universities for recognition
Under this, key conditions are set in place to ensure authenticity of the qualification and to make sure that the university is legally established, licensed and accredited by the relevant accreditation body in its home country.
These will also ensure the validity of qualifications while reducing the time, effort and documentation required during the process.
Students and graduates coming from foreign higher education institutions can apply for the recognition service by visiting the service page on the authority's website.
The decision falls under the Zero Government Bureaucracy programme which saw the number of requirements being reduced by over 70 per cent compared to the previous system, and the number of students with recognised qualifications rise from 5,780 to 12,180 compared to last year.
The number of required documents was reduced from 14 to four, improving access to recognition data and lowering declined requests from 8.3 to 3.5 per cent, according to pilot launch data.
The Ministerial Resolution No. (34) of 2025 will integrate with various local scholarship bodies to streamline the recognition of foreign qualifications, using two unified standards across all specialisations and universities. This will enhance the graduate experience, simplifying certificates recognition for employment or continuation of postgraduate studies.

What Are the Criteria?All Emirati students, whether self-funded or supported by government scholarships, must ensure that the chosen institution meets the ministry's approved global ranking requirements. The institution must be ranked among the top 50 universities worldwide in the intended field of study. If studying in the US or Australia, the institution must rank in the top 100 in the chosen field and top 100 studying in any other English-speaking country, the university must fall within the top 200 globally, both in the specific academic field and overall. In non-English-speaking countries, the institution must be ranked among the top 300 in the field and to meet these standards may result in non-recognition of the qualification, jeopardising employment, further studies, and professional entitlements in the UAE. How Students Can Check Their OptionsMoHESR offers a free service to support students in navigating these academic criteria. Students can access these services by navigating to the 'Information Service about Academic Programmes Abroad for UAE Nationals' page on the ministry's official website, clicking 'Start New Application', then selecting 'Inquiry About Academic Programme'. Lastly, they need to enter the details of the university and academic programme they wish to enquire about. After uploading necessary documents (such as Emirates ID and passport copy) through the digital portal, students will receive an official response within 1–5 business days confirming the accreditation status. UAE Forms Advisory Committee to Align Higher Education with Future Skills
The Ministry of Higher Education and Scientific Research has launched the Advisory Committee for Higher Education and Future Skills to advance the UAE's higher education sector and align it with national development goals and global labour market trends. Chaired by Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, the committee is a sub-body of the Higher Education Committee under the Education, Human Development and Community Council. The initiative aims to build a flexible, forward-looking education system that supports a knowledge-based economy. The committee will develop plans, assess institutional performance, and drive collaboration between higher education institutions (HEIs) and key economic sectors such as technology, energy, health, and tourism. During its inaugural meeting, the committee reviewed the current state of UAE's higher education system, discussed global competitiveness, and introduced a pilot initiative to integrate artificial intelligence into higher education.
