Heading overseas for university? Here's what Emirati students need to know about UAE's higher education standards

MAYS IBRAHIM (ABU DHABI)To elevate the quality of higher education and better align academic outcomes with national goals, the UAE Government has a robust framework in place for Emirati students wishing to pursue studies abroad. Decision No. (5) of 2025, issued by the Education, Human Development and Community Development Council (EHCD), has introduced a defined set of standards for academic institutions and programmes. The decision, already in effect, governs the enrollment of UAE nationals in diploma, bachelor's, master's, doctorate, and equivalent degree programmes at international universities.
Why These Criteria Matter The framework was established not only to protect students and their families from investing in non-accredited or low-ranked institutions, but also to align international education with the UAE's economic goals and future skill demands.By setting clear thresholds for university rankings, the EHCD seeks to empower students to make informed decisions and avoid the risk of their qualifications being rejected for purposes such as government employment, promotion, or scholarship eligibility.The Ministry of Higher Education and Scientific Research (MoHESR) is the central authority students must consult before enrolling abroad, with formal procedures in place to verify whether a university or academic programme meets official standards.
What Are the Criteria?All Emirati students, whether self-funded or supported by government scholarships, must ensure that the chosen institution meets the ministry's approved global ranking requirements. The institution must be ranked among the top 50 universities worldwide in the intended field of study. If studying in the US or Australia, the institution must rank in the top 100 in the chosen field and top 100 overall.If studying in any other English-speaking country, the university must fall within the top 200 globally, both in the specific academic field and overall. In non-English-speaking countries, the institution must be ranked among the top 300 in the field and overall.Failure to meet these standards may result in non-recognition of the qualification, jeopardising employment, further studies, and professional entitlements in the UAE.
How Students Can Check Their OptionsMoHESR offers a free service to support students in navigating these academic criteria. Students can access these services by navigating to the 'Information Service about Academic Programmes Abroad for UAE Nationals' page on the ministry's official website, clicking 'Start New Application', then selecting 'Inquiry About Academic Programme'. Lastly, they need to enter the details of the university and academic programme they wish to enquire about. After uploading necessary documents (such as Emirates ID and passport copy) through the digital portal, students will receive an official response within 1–5 business days confirming the accreditation status.

Nearly 75% of business leaders say their organisations have already created or plan to create dedicated AI roles, such as 'Head of AI.'The same percentage believe AI will improve employee job satisfaction, while 71% report AI has directly boosted their company's is also a sense of urgency: 66% of respondents think their organisation risks losing market share within two years if it fails to advance its AI capabilities, while 35% warn this could happen in less than a year. According to Endava, around 30% of companies plan to significantly increase AI investments in 2025 compared to 2024.

This Emirati entrepreneur is changing that by providing timely and reliable expert guidance at farmers' Al Kirbi spent the past five years developing Fesilah, a mobile application that cuts through the barriers of distance and complex scientific literature. In an interview with Aletihad at the 21st Liwa Date Festival in Liwa City, he explained how this tech-solution operates as an all-in-one agricultural knowledge base. Its vast repository of resources includes more than 3,700 scientific articles, carefully curated and summarised to just two pages for easy reading - a crucial feature for busy farmers who may not have the time to sift through lengthy research range from seed selection and irrigation techniques to sustainability, plant diseases, post-harvest practices, and even agricultural app also catalogues over 750 varieties of domestic, foreign, and seasonal crops, along with details on more than 750 international and local agricultural exhibitions, and over 650 global conferences and information access, the smart application provides a virtual "Dr. Fesilah" service, according to Al allows farmers to communicate with a team of expert agricultural engineers for tailored advice on cultivation methods, irrigation systems, fertiliser use, pruning techniques, post-harvest handling, or diagnoses and treatments for plant health launched only five months ago, the application has already attracted over 15,000 agricultural users across the UAE, Saudi Arabia, Qatar, and Oman, with plans to expand globally and support additional languages. Inspiration Behind the App The idea was born from Al Kirbi's experience working in an administrative role in the public sector, where he witnessed firsthand the difficulties farmers face without immediate access to expert guidance."It's hard for agricultural engineers to be onsite all the time," he said. "Fesilah solves that by bringing expert advice directly to farmers' phones."Al Kirbi believes the app can play a vital role in bolstering regional food security. By offering accurate, localised guidance, Fesilah empowers farmers to increase yields, reduce waste, and adopt more sustainable practices, he said. The app's name, Fesilah, is derived from the Arabic word for a young offshoot of a date palm. According to Al Kirbi, the concept is also inspired by a hadith of the Prophet Muhammad (PBUH), which encourages planting trees even if the world were coming to an end.

Inspiring journey In his opening remarks, Hamad Ali Abdullah Al Mahmoud highlighted the significance of RUWAD, which was established in 2005 by His Highness Sheikh Dr Sultan bin Mohammad Al Qasimi, Supreme Council Member and Ruler of Sharjah. This initiative represents a key moment reflecting the leadership's belief in the important role that young people play in improving their communities and countries. The goal is to provide young entrepreneurs with the tools, resources, and support they need to make valuable contributions to the economy of Sharjah. Over the past twenty years, the Foundation has successfully created a model to help foster a vibrant environment for entrepreneurs. This model supports the growth of small businesses through effective organizational work and focuses on developing this important economic sector. It has assisted thousands of Emirati entrepreneurs, regardless of gender, by offering training, guidance, and resources to help them turn their ideas into successful businesses. These efforts not only boost the local economy but also enhance the variety and quality of services and products available in the community. Al Mahmoud emphasized that Ruwwad will continue to be a symbol of inspiration in Sharjah's commitment to investing in its people and nurturing their innovative ideas. Figures and achievements Fatima Al Ali, the Acting Director of RUWAD, highlighted that over the last 20 years, Sharjah has shown remarkable success by focusing on its most important asset—its people. She emphasized that supporting individuals is key to driving progress and achieving the city's goals. The Foundation is dedicated to creating a thriving environment for entrepreneurs in Sharjah, helping them reach new heights and continuous success. In 2024, RUWAD funded 13 new projects with a total investment of AED 2,860,000. They also welcomed 449 new projects into their membership network. Many existing projects renewed their membership, with 330 projects extending for a second and third year, and 135 projects continuing for their fourth and fifth years. The Foundation organized 57 training programs and workshops that benefited 1,414 participants. They provided 118 different consultations and conducted 220 visits to various projects. Additionally, 81 projects received support through a classification and evaluation program, and projects valued at AED 8,727,000 were given exemptions from government fees. Members of this organization made purchases amounting to about AED 3,485,000 last year. The number of projects joining business centers and incubation programs in Sharjah and beyond also grew to 36. Road to leadership and partnership Amina Mohammed, the Director of the Training, Research, and Events Department, spoke about how important government policies are in supporting entrepreneurship in Sharjah. She mentioned that these policies play a key role in boosting the local economy, encouraging innovation, and helping young leaders succeed. Amina highlighted that RUWAD serves as a vital connection between various projects and government agencies that support entrepreneurship. The organization organizes numerous activities and programs that foster partnerships and communication. She shared some successes from the past year, noting that there were 22 partnerships formed between projects, 17 visits and meetings organized with partners, 11 media visits, and 9 community initiatives launched. Additionally, RUWAD participated in 10 external events and forums, showcasing several member projects. On a more personal note, Amina mentioned that the organization has made significant strides in creating a positive work environment for its employees, achieving an impressive satisfaction rate of 88%. Furthermore, they have made notable progress in hiring Emiratis, reaching an Emiratisation rate of 97%.
