10% dip in registration, one-third confirm travel plan post Pahalgam attack: J&K LG

Since the Pahalgam attack, there has been a 10.19% decline in the registration of pilgrims for Amarnath Yatra with only one-third confirming their travel plan so far, J&K lieutenant governor (LG) Manoj Sinha said on Thursday. He also said that a comprehensive and robust security plan was in place with additional security personnel on ground for the pilgrimage. Addressing a press conference in Srinagar, he said 2.36 lakh registrations were there till April 22. 'As many as 85,000 of them have confirmed their registration. This number is increasing. We are hoping that the registrations will pick up in the coming days. Last year, 2.12 lakh pilgrims, the highest number in 12 years, turned up. This year too a large number of registrations took place before April 22, but the registrations declined 10.19% after the Pahalgam attack.'
The LG said the Pahalgam attack had an impact on J&K, particularly in Kashmir. 'The confidence (among people) is now increasing owing to the security measures. With the success of this yatra, the confidence will get a further boost, and tourism, business and economy will improve,' he said.
Sinha said that the police, the army and the CAPF chalked out a robust arrangement for the annual pilgrimage that would commence on July 3 and end on August 9 (Raksha Bandhan). 'Aerial domination, three-tier security in base camps and deployments have been ensured. All security agencies, be it J&K police or CAPF companies, are more in number. Mock drills have been completed,' he said.
Sinha said the security of tourist spots and the pilgrimage routes have also been increased. 'That is why we have opened some of the tourist places in a phased manner. Other places will also be opened phase-wise,' he said.
Sinha also said that the pilgrims would travel in convoys right from Jammu while verifications of people associated with yatra have also been done. 'The convoy squad will start right from Lakhanpur. The yatra will start from Bhagwati Nagar, Jammu,' he said.
He appealed to the pilgrims to travel with convoys only. 'We are making such arrangements that all arrive with a convoy so that they reach safely and easily. Those coming in private vehicles are also welcome but I appeal to them to move with convoys only,' he said.
Owing to different reasons, the heli services have been closed this year. ' Security was also a reason (for no heli services). Around 8% pilgrims use the services of helicopters so it won't have any major impact on the Yatra,' he said.
He said that an RFID-based tracking system was already introduced. 'All pilgrims and service providers are provided cards. For live feed, high quality cameras have been established and integrated command and control centres are functional — one in Raj Bhawan and another with police,' he said.
The April 22 attack had left 25 tourists and a local man dead in Baisaran, Pahalgam, that forced India to launch Operation Sindoor on May 7, resulting in India targeting Pakistan's terror camps and later exchange of drone and missile strikes by the two nations.
On June 22, the National Investigation Agency had arrested two people from south Kashmir who allegedly provided shelter to the Pakistani terrorists who carried out the attack. The accused said that the attackers were three Pakistani men affiliated to the proscribed terrorist outfit Lashkar-e-Taiba (LeT).
Pahalgam is one of the two main base camps and routes of the Amarnath Yatra from where pilgrims trek 36-km to the mountainous paths. From central Kashmir's Baltal side, the Yatra route is shorter but steeper with yatris having to trek just 14 km.
Muharram procession from traditional routes
Shia Muslims will be allowed to take out Muharram-8 procession from its traditional route in Srinagar like it has been allowed for the past two years, J&K LG Manoj Sinha said on Thursday. Sinha said that there would be no change in the route of Muharram procession from last year's. The LG led government had allowed the Muharram-8 procession in 2023 and 2024 from its traditional route in Srinagar after 34 years.
The mourners, commemorating the martyrdom of Hazrat Imam Hussain (AS), would march from Guru Bazar through MA Road. The march would culminate at Dalgate. The procession was banned during militancy from the early 1990s owing to law and order issues.

Lieutenant Governor Manoj Sinha on Saturday described the annual Amarnath Yatra as a true people's pilgrimage, emphasising that every resident of Jammu and Kashmir plays a vital role in the sacred journey. He urged all stakeholders to turn the yatra into a vibrant expression of spirituality, unity, and communal harmony. 'Shri Amarnath Ji Yatra stands as a powerful symbol of Jammu and Kashmir's glorious past and its promising future. It is truly a peoples' yatra. Every citizen is a key stakeholder of this holy pilgrimage which also holds profound socio-economic, spiritual, and cultural significance for every section of society,' he said. Ahead of the annual Amaranth Yatra starting on July 3, the lieutenant governor interacted with various stakeholders here to discuss arrangements for smooth pilgrimage. Chief Minister Omar Abdullah was present at the interaction at the Sher-i-Kashmir International Conference Centre (SKICC) here in which members of the civil society, religious leaders, DDC chairpersons, members of business and trade associations, and MLAs also participated. 'I appeal to the civil society members, elected public representatives, religious, trade and business organizations to make this pilgrimage a vibrant celebration of spirituality, unity, love and communal harmony," Sinha said. The lieutenant governor welcomed the suggestions from various sections of the society and sought their active participation and cooperation in smooth conduct of the holy pilgrimage. He said the peaceful conduct of this holy yatra will send a strong message that the people of Jammu Kashmir stand united. 'Spiritual leaders, civil society members, public representatives, trade and business fraternity are respected members of J&K family and are carrying forward this thousands-of-years-old spiritual tradition with complete devotion. This year too, maintaining social harmony and social unity and ensuring peaceful and successful conduct of the holy pilgrimage is your responsibility," he said. Sinha highlighted the key initiatives by Shri Amarnath Ji Shrine Board, administration, J&K Police, security forces and other stakeholders for enhancing the pilgrim-centric facilities and making the yatra more secure and safer for the pilgrims. The lieutenant governor also urged the pilgrims to travel in the designated convoys. 'I have made an on-ground assessment of the facilities on the yatra tracks which were recently developed for the convenience of pilgrims. The number of pilgrims' registration have been increasing continuously and I am confident that the large number of devotees will visit the holy cave to pay their obeisance to Baba Barfani," he said. Sinha said Jammu Kashmir and its people have always rejected distinctions between sects and religions, consistently extending respect and acceptance to every faith and its unique forms of worship. 'With this very spirit, let us welcome the lakhs of devotees arriving for the Shri Amarnathji Yatra and, through our collective efforts, ensure a successful, peaceful and hassle-free pilgrimage for all the devotees," he added. The lieutenant governor said the administration has made preparations, including security-related, for comfort of the visiting pilgrims. 'Despite challenging weather conditions and tough terrain, efforts have been made to ensure better facilities for the pilgrims. Many of you are aware of this. Significant improvements have taken place," said Sinha in his address. 'I also know that people from Jammu and Kashmir, especially those involved in this yatra, have served with dedication and will continue to do so," he added. Speaking to reporters after the meeting, the lieutenant governor said the stakeholders have assured of all possible support to make the yatra a success. 'I had invited all the senior leaders and representatives of the political parties to the Raj Bhavan and requested them to make the Amarnath Yatra and Muharram successful. They assured me of support for both the yatra as well as Muharram," said Sinha. 'The members of the civil society, religious leaders, DDC chairpersons, office bearers of business and trade associations, and MLAs, were here for consultations today. Senior officers were also present. We have been doing this endeavour for the last four years," he added. The lieutenant governor said the stakeholders have assured him that the yatra belongs more to people than the administration and shrine board, and all will provide their support to make the yatra successful. The State government has informed the Madurai Bench of the Madras High Court that from 2022 to May 25, 2025, 237 foreign nationals have been deported to their countries. In a counter affidavit, Superintendent of Police, Security Branch CID, Chennai, N. Stephen Jesubatham, on behalf of the Director-General of Police, submitted that during this period, 66 cases were registered against 188 foreign nationals who were found to be overstaying in Tamil Nadu. Additionally, 14 cases were registered against 31 African nationals for transporting drugs and 65 cases were registered against 280 foreign nationals for other offences. According to the Bureau of Immigration, Ministry of Home Affairs, there are 17,770 foreigners overstaying in Tamil Nadu since 2011 (as on May 25, 2025). Several of them, who landed in Tamil Nadu, have travelled to other States. The Tamil Nadu Police and the Bureau of Immigration are taking regular efforts to trace these foreigners. Following the Pahalgam attack, the Under Secretary, Ministry of Home Affairs, has issued orders with regard to revocation of visas of Pakistani nationals. As per the order, all existing valid visas, except medical, long-term, diplomatic and officials visas, issued to Pakistani nationals stands revoked. Medical visa was valid till April 29. A total of 40 Pakistani nationals were reportedly staying in Tamil Nadu, of which 16 were granted long-term visas and 24 have applied for long-term visa extension. They are on valid stay as per the order of the Ministry of Home Affairs. Revised procedure A total of 95 Rohingyas (Myanmar nationals) were staying in the State. The Ministry has issued a revised procedure for the deportation of illegal Bangladeshi nationals/Rohingyas (Myanmar nationals). To restrict the movement of illegal/overstaying foreigners, one Special camp was functioning in Tiruchi. At present, 151 foreigners have been accommodated in Tiruchi Special Camp. Anticipating space constraints, the government has issued a G.O. re-notifying Cheyyar Special Camp in Tiruvannamalai district to accommodate foreign nationals till the disposal of the cases against them and deportation under the Foreigners Act. Bangladeshi nationals who stayed illegally have been arrested across the State and have been lodged in the Puzhal Central Prison. If they come out on bail, they will be lodged in special camps till their deportation. Commissioners of Police in cities and Superintendent of Police in districts who are the Foreigners Registration Officers (FRO) have been instructed to regularly locate, identify and physically verify overstaying foreigners in their jurisdiction and to regularise their stay or deport them. They were also instructed to ensure details are updated properly and defaulters are dealt with under relevant Acts/Rules. As per the directions of the Foreigners Regional Registration Office, FROs in cities/districts have nominated a DSP level officer as nodal officer for Foreigners Identification Portal (FIP) to monitor foreigners. If foreigners are arrested, proposals are initiated by FROs for their deportation under the Foreigners Act. The State government will issue deportation orders after arranging travel documents to the foreigner, if required, in consultation with the Ministry of External Affairs and the Ministry of Home Affairs. The authorities were monitoring the foreigners and if they indulge in any illegal activities, appropriate action will be initiated including to deport them, it was submitted. A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete directed the Central government to file its counter affidavit in three weeks and posted the matter for hearing after three weeks. The court was hearing the public interest litigation petition filed by K.K. Ramesh of Madurai who sought a direction to the authorities to take immediate action against foreign nationals who were staying in India even after the expiry of their visa.
