Poor coordination delays Kochi's pre-monsoon works, raising flood risk as rains arrive early
The situation is worryingly dire, with the southwest monsoon having made early landfall. On Sunday, district collector N S K Umesh visited National Highways Authority of India (NHAI) work locations and directed the authority, railways, and other departments to complete the dredging of canals and drains.
'The public works department had been entrusted with cleaning the drains in MG Road, Banerjee Road and Shanmugham Road. That work is yet to be completed. In the 2025-26 budget, `10 crore was allocated for Operation Breakthrough. The amount has not been utilised. Moreover, the water authority is yet to remove the old pipes obstructing water flow,' said Manoj Kumar, president of the Merchants Chamber of Commerce.
Areas such as Panampilly Nagar, BRM Nagar, Vasanth Nagar, and other areas experienced waterlogging in the past few days.
Seena Gokul, chairperson of the public works committee, said pre-monsoon cleaning activities were started early this time, but were delayed due to several reasons.
'We had instances of contractors abandoning work, besides other issues. We have completed desilting and dredging of most of the canals using the suction-cum-jetting machine,' she said. On Friday, the Kerala High Court observed that only 30-50% of the pre-monsoon activities had been completed.

Drains along M.G. Road in Kochi to be renovated to increase carrying capacity
Drains along M.G. Road will be widened enough to increase their carrying capacity to accommodate water from intense spells of rain within a short period as experienced during recent years. This will be one of the works to be undertaken by the Public Works department (PWD) using the ₹10 crores to be sanctioned under Operation Breakthrough (OBT). Renovated drains with footpath atop and twin duct for utilities, including one exclusively for the KSEB, will be part of the works. The PWD will seek technical sanction once the amount is credited to its account. Out of the 9.40-km stretch of M.G. Road, 2.60 km from Pharmacy Junction is likely to be covered in the initial phase. The PWD prefers a left side-oriented work considering that more shops are on that side, and, therefore, pedestrians are also likely to be more there. 'M.G. Road has traditionally suffered from lack of flow of water through the drain leading to waterlogging warranting slope correction. Also, the unscientific installation of prefabricated drains on an existing drain has affected the proper drainage of water into the drains, which also need to be corrected. Missing slabs on the footpath also need to be replaced,' said Mayor M. Anilkumar. The works will be carried out in accordance with a detailed project report (DPR) for drains along M.G. Road, prepared by the PWD two years ago after the Mayor wrote to the Public Works Minister. However, as per the DPR, the total cost of the works is ₹16 crore. 'A meeting will be held with the Minister to explore ways to secure the remaining ₹6 crore needed to complete the project,' said Mr. Anilkumar. A proposal worth around ₹20 crores for laying an eastern-centric outlet to discharge water from the drains directly to the backwaters also remains pending. At present, the discharge outlet through M.G. Road is west-centric. The proposal is to draw an outlet from near the South railway station across M.G. Road directly to the backwaters through DH Road. A majority of OBT works have been focused on the restoration of Mullassery Canal, resolving waterlogging near High Court Junction, and the construction of a culvert at Kammattipadam.

A final decision is expected after a high-level meeting to be chaired by the general education minister V Sivankutty, who is also the local MLA, on July 25. T he project was proposed after dropping the plan for an underpass near Lulu Mall. Local residents and traders opposed NHAI's project design, which involves a three-pillar flyover with 20-metre gaps between pillars and the remainder supported by retaining walls which they felt would hurt the region's commercial activity. The local community demanded a five-pillar structure with 30 metres between the pillars. Following the protests, ongoing piling work for two of the pillars has been temporarily halted. "NHAI should construct the flyover as per people's wishes. Constructing a retaining wall will affect the commercial prospects of the region. Hence, the construction of pillars is a suitable solution," said MLA Antony Raju who represents the nearby Thiruvananthapuram constituency. NHAI officials are not convinced. If the govt puts forth any proposal, we will consider it. But if the govt insists on a five-pillar flyover, we may drop the project," the official said. According to NHAI, persistent local resistance could lead to the plan being permanently shelved, reverting the junction to its pre-project status. The authority maintains that it already compromised on the original design by dropping the underpass proposal and moving ahead with the flyover to ease traffic congestion and ensure better connectivity on the NH 66 corridor. The July 25 meeting will bring together representatives from the state govt, Public Works Department, local legislators and NHAI. The confusion over the flyover is the latest in the ongoing tensions between development and local interest, with residents calling for infrastructure that aligns with commercial realities and civic needs and the authorities struggling to balance feasibility and community's consensus of opinion. The contractor is Kochi-based Cherian Varkey Constructions Ltd.
