Building a better future: the need for national dialogue in South Africa

President Cyril Ramaphosa made a call for National Dialogue in his address to Parliament shortly after the 2024 elections. Judging by the volumes of fake news and hate speech and more importantly the painful levels of unemployment, poverty and inequality experienced by most South Africans, the President's call must be supported and expedited.
Despite our daunting challenges as a nation, we should not forget the massive strides we have accomplished since our hard-won democratic breakthrough in 1994. Not only we have repealed the numerous racist laws that did so much damage, but the state today spends more than 61% of the Budget invested in uplifting working-class communities.
Yet with 43.1% overall and 72% youth unemployment rates, and our status as the world's most unequal society, we dare not rest.
The damage done by the decade of state capture and corruption are well known, and whilst we applaud the progress in uprooting this cancer and reintroducing a sense of transparency and accountability across the state, much more needs to be done to end this shameful chapter, in particular sending those politicians, officials and businesspersons who stole billions from the public to prison.
2025 has seen a flurry of fake news on social media aimed at not only undermining South Africa's hard-won democracy and sovereignty but also our constitutionally sanctioned transformation journey.
Whilst some instances of racist incitement must be dealt with by law enforcement, others need to be tackled by the President's call to a National Dialogue and more importantly by a concrete set of actions afterwards.
Judging by the vitriolic of much of our public discourse, we need to pay much greater attention to our entrenched socio-economic challenges fueling this deep sense of alienation across parts of society.
These must be anchored in government's Budget and legislation but also by tangible commitments by the private sector and ordinary citizens.
Much has been said about the 49 South African migrants who departed for the US, we have far greater concerns to worry about, including the brain drain of skilled workers over the past few decades to far wealthier economies across the world.
We must ask collectively, as government, business, labour and society, what is to be done and what are our specific contributions to building that better life for all?
First, we must fix the state to capacitate public services, municipalities and State-Owned Enterprises to provide the services that working class communities and the economy depend upon. This includes expediting the infrastructure investment programme and providing relief for the poor.
This requires a bold and progressive Budget be tabled at Parliament that invests and does not starve the state of the resources it requires to fulfill its constitutional mandates.
The private sector too must play its part. This includes respecting our labour laws, embracing the principles of decent work and paying workers a living wage. Employees at any workplace are its most valuable asset, employers need to treat them as such. Undermining workers' rights is a recipe for labour market instability and undermines productivity.
Employers need to hire South Africans first. We cannot sustain a society when four out of ten South Africans cannot find work, yet thousands of low skilled jobs are available and local youth are not prioritised. This trend across many sectors of the economy is extremely dangerous and has erupted into outbreaks of xenophobic violence in the recent past.
It is time that lip service to support locally produced goods, from clothes to food, from furniture to cars, is translated into concrete procurement by government, businesses and us as ordinary citizens. This is the most powerful way to support local businesses, create badly needed jobs and sustain economic growth.
Localisation must extend to our investment and pension funds. They need to prioritise investments in our mining, manufacturing and agricultural sectors amongst others. It is only when our companies shift their investments to South Africa, that we will be able to unlock the 3% economic growth needed to tackle unemployment.
Employers need to engage with unions in good faith and seek alternatives to retrenchments as required by the Labour Relations Act. We should not be adding to an already dangerously high unemployment rate.
This requires the Unemployment Insurance Fund's Temporary Employee Relief Scheme to be fixed and other public and private financial support for struggling businesses to be accessible to give these companies and their employees a fighting chance.
The Public Employment Programmes as well as internships and artisanships across the private sector need to be drastically ramped up to provide a path towards employment for millions of young people. This includes providing capital, training and market access for aspirant entrepreneurs.
If we are genuinely committed to social cohesion, then workers need to be paid a living wage. Well paid workers are not only motivated but also able to buy the goods that the economy produces. If we are serious about social cohesion, then we need to reduce the obscene wage gap, still so prevalent across the private sector between the highest and lowest paid employees.
These amongst other interventions can provide the foundations for not only a growing but a more inclusive economy and a progressive developmental state. These will lay the foundations for a more equal and just society. Much of the responsibility for these rests with the state and also the private sector.
There are elements that we as ordinary citizens are responsible for as well. Government puts in place our legislative and governance frameworks, but we must help ensure their implementation. We should not be content to outsource the nurturing of the democracy that generations sacrificed so much to secure, to others to nurture and defend.
Similarly, we must not take for granted our vision of a non-racial, non-sexist society. Our actions must constantly speak to this call of the Freedom Charter. This requires all of us to spend more time listening to and addressing the concerns of society, in particular the most vulnerable.

Government announces when Aarto demerit system will start
The national implementation of the Aarto Act has been confirmed with government rolling out regulations in phases Clauses relating to the Administrative Adjudication of Road Traffic Offences (Aarto) demerit system will come into effect next year. In a bulk gazette that contained 16 notices and proclamations, national government on Friday declared the commencement dates for certain sections of the Aarto Act and its subsequent amendment. Implementation of the act will be done in phases, beginning in December for some municipalities. The Aarto Act was passed in 1998, with the amendment containing the demerit system signed by President Cyril Ramaphosa in 2019. Friday's gazette stated that the whole of the 1998 Act, with the exception of Section 29(g), will come into effect for 69 municipalities in 1 December. Sections 17 to 20, section 23 and sections 29 to 35 of the 2019 amendment will also come into effect for those 69 municipalities on 1 December. These municipalities include Johannesburg, Tshwane, Ekurhuleni, Mangaung, eThekwini and Cape Town. Five months later, 144 municipalities receive the same stipulations on 1 April 2026. These include the Knysna, Drakenstein, Bela-Bela, Umvoti and 140 other local municipalities. Section 24, which covers the demerit system, as well as sections 25 to 28 will come in effect for all municipalities from 1 September 2026. Constitutional court case The Organisation Undoing Tax Abuse (Outa) challenged the amendments and took the matter all the way to Constitutional Court. The civil society group asserted that the amendments did not adequately deal with road traffic safety and that it hampered municipalities' ability to regulate their own affairs. 'Outa is of the opinion that the Aarto practical challenges are largely due to poor enforcement, a lack of administrative discipline when it comes to traffic infringement management, and a variety of problems in the management of vehicle and driver licencing,' the organisation stated at the time. In July 2023, the court ruled against Outa, with then Chief Justice Raymond Zondo's judgment declaring that the amendments were constitutional. Employee implications Section 17 of the Act deals with the responsibilities of those who employ drivers. 'Aarto will make employers potentially face administrative and financial burdens for their employees' non-compliance where their driving falls within the employees' key duties and responsibilities,' Weber Wentzel advised previously. The Act requires a company to appoint a proxy to represent company vehicles but the firm state that the proxy will not accumulate demerit points on the drivers' behalf. 'However, the proxy must ensure that the demerit points are allocated to the correct driver.' 'Should the proxy not do so, the employer will be liable to pay the fine at three times the value applicable to ordinary license holders,' WeberWentzel stated. Ramokgopa dismisses claims US tariffs target BEE policy but admits it needs ‘tweaking'
Electricity minister said 'South Africa is not being targeted and isolated as a country'. Electricity and Energy Minister Kgosientsho Ramokgopa has denied allegations that the United States (US) imposed a 30% tariff on South Africa due to its broad-based black economic empowerment (B-BBEE) policy. The tariffs on South African goods are set to take effect on 7 August, after the South African government failed to secure a trade agreement with the US ahead of President Donald Trump's deadline. In response, the government is preparing a support package for companies expected to be affected by the 30% tariffs. Experts have warned that the automotive industry, as well as citrus farmers, will be the hardest hit by the US tariffs. ANC NEC meeting focuses on economy, US tariffs On Friday, the ANC's national executive committee (NEC) commenced its much anticipated four-day meeting at the Lakewood Conference Centre in Ormonde, south of Johannesburg. The committee last met in February. Key issues on the agenda include the state of the economy, the functioning of the government of national unity (GNU), and preparations for the 2026 local government elections. The NEC is also set to receive reports from both the national working committee (NWC) and the integrity commission. The ANC's economic transformation committee (ETC) held a media briefing on Saturday to update the public on discussions thus far. Given that the US remains South Africa's second-largest trading partner, Ramokgopa stressed the importance of maintaining the relationship. 'It has got huge economic implications to South Africa and the most direct is in relation the number of jobs that potentially could be lost as a result of these tariffs,' the ANC NEC member said. He said negotiations between South Africa and the US were ongoing, expressing hope that both countries would be able to 'find each other'. Ramokgopa highlighted the tariffs had accelerated South Africa's efforts to diversify its trade markets. Watch the briefing below: ANC defends B-BBEE Ramokgopa rejected suggestions that the US tariffs were a reaction to domestic policies such as B-BBEE or the Expropriation Act. 'South Africa is not being targeted and isolated as a country; there's over 90 countries that are subjected to these tariffs and some of them are historic.' The minister also emphasised that B-BBEE remains a core government policy, though he acknowledged it might require 'some degree of tweaking'. 'As is the case with any other policy, there are moments of reflecting on the efficacy of that policy and how we are discharging that policy. 'It remains a central pillar of our request to ensure that we fundamentally alter the economic relations of society. Ramokgopa added that B-BBEE has often been misinterpreted, which has led to exploitation. 'It's important that we are able to distinguish a criminal enterprise that abuses what we mean by black economic empowerment and the honest intentions of how we want to incorporate the participation of local communities.' Furthermore, he made it clear that economic growth and the implementation of B-BBEE were not mutually exclusive. 'You can achieve both.' The proposal, made public on Thursday, drew swift criticism from Finance Minister Enoch Godongwana the following day. The finance ministry criticised Sarb for making what it described as 'unilateral announcements that pre-empt legitimate policy deliberation'. The ministry clarified that there had been no official change to the inflation target and that such decisions would not be made during the upcoming medium-term budget policy statement (MTBPS). The Ministry emphasised the need for broad consultation involving the National Treasury, Cabinet, the Reserve Bank and others. 'What the Reserve Bank has been doing historically since the introduction of the tariff ban was to pursue a mid-point of 4.5%,' he said. While acknowledging Kganyago's suggestion to shift the inflation target ceiling closer to 3%, Ramokgopa said the ANC welcomes the debate. 'I must say we did not have sufficient time to conclude on that because it's something that has become topical and the ETC never had an opportunity to discuss that in its completeness,' he said. He confirmed that the NEC has tasked the ETC with conducting a more in-depth discussion and formulating a recommendation. 'The NEC has assigned the ETC to have a much deeper conversation and provide guidance on how best we can respond to these proposals.
