Labour Minister Chris Sun on Sunday rejected fresh calls to suspend the importation of workers, saying there was an acute labour shortage in many sectors.
This came after trade unionist lawmaker Bill Tang said imported labour for the catering sector should be suspended as many locals were concerned about their jobs.
Speaking on a TVB programme, Sun said the Enhanced Supplementary Labour Scheme already ensured that locals got priority, as employers can only import workers if they are unable to hire a local after a four-week recruitment exercise.
The minister told reporters the government had received more than a hundred complaints of employers sacking locals after hiring imported labour but that, so far, initial evidence suggested there had been just two such cases.
"Because we're talking about initial evidence, we cannot implement executive sanctions right away. We need to give the employers time to explain their case to us," Sun said.
"But given the evidence, we have put them on our watch list, which means their ongoing import applications have been suspended."
Sun said if the violations are substantiated, the authorities will impose sanctions "without hesitation".
That means all import applications for the employer concerned will be withdrawn and the employer won't be able to apply to import workers for two years.
Meanwhile, the minister said in another related case, an initial probe had found that an employer had refused to hire a local during the four-week recruitment period.
Sun said the authorities are now waiting for the employer's reply.

Foreign media slammed for NSL comments

Foreign media slammed for NSL comments The Office of the Commissioner of the Foreign Ministry in Hong Kong says some foreign media outlets tarnished the reputation of the NSL. File photo: RTHK The Office of the Commissioner of the Foreign Ministry in Hong Kong on Tuesday strongly condemned certain foreign media, including BBC News Chinese and Japan's Nikkei newspaper, for their reports relating to the recent fifth anniversary of the implementation of National Security Law (NSL) in Hong Kong. In a statement, the office said the media outlets deliberately tarnished the reputation of the NSL and made disparaging remarks about the successful implementation of One Country, Two Systems in Hong Kong. It told them to remove their "coloured glasses" and stop making erroneous remarks about Hong Kong. The commissioner's office also said Hong Kong has returned to stability with the economy back on track following the implementation of the NSL.

'Govt can't go against court on same-sex recognition'

'Govt can't go against court on same-sex recognition' Chief Executive John Lee says the government will assist lawmakers in scrutinising a bill on a framework to recognise same-sex partnerships in Hong Kong. File photo: RTHK The government is obliged to draw up an official framework to legally recognise same-sex partnerships in Hong Kong following a landmark ruling by the top court, Chief Executive John Lee said on Tuesday. But he added, ahead of the Executive Council meeting, that authorities would respect the final decision of the legislature on whether to approve or reject the bill on the legal framework. The administration has proposed that same-sex couples be allowed to register under a mechanism to recognise their unions in response to the decision of the Court of Final Appeal (CFA), which has been met with strong opposition from lawmakers. "The CFA's ruling has the force of law, and it's legally binding on the government," Lee said. "The government must not act in violation of the court's ruling. Otherwise, it'll be against the rule of law. "The rule of law is the cornerstone of Hong Kong's economy, investor confidence and its long-established success. Violating the rule of law will mean serious consequences." A lawful union in Hong Kong is between a man and woman, Lee said, adding that the court's ruling affirmed that the right to marriage protected under the Basic Law is limited to heterosexual marriages. Lee also noted that the Legislative Council is responsible for scrutinising, amending and voting to pass or reject bills introduced by the authorities. "The government will make every effort to facilitate Legco's scrutiny of the bill introduced by [the Constitutional and Mainland Affairs Bureau], assist Legco in completing the scrutiny expeditiously, and respect Legco's final decision," he said.
