Minister seeks urgent NFC overhaul

Planning Minister Ahsan Iqbal has proposed to urgently review the National Finance Commission award and suggested freezing the population number at 241.5 million and including indicators such as water and climate vulnerabilities for the purpose of money distribution among the federating units.
Iqbal made the recommendations to Prime Minister Shehbaz Sharif, urging him to review the 15-year-old award that has outlived its five-year constitutional life and requires a revision to ease "acute stress" on the federal government. The president of Pakistan is extending the award every year due to a disagreement between the provinces and the Center over the new formula.
The recommendation has been made at a time when the 10th National Finance Commission has expired on July 21st and the Finance Ministry, which is the Secretariat to the Commission, is in the process of forming a new Commission.
Sindh has retained Asad Sayeed and Khyber-Pakhtunkhwa might again be represented by Musharraf Rasool Cyan in the 11th Commission. Nasir Khosa may represent Punjab as its technical member but there is no official notification yet, which has to be issued after the approval of the president of Pakistan. Balochistan has nominated Mr Farman.
The planning and development minister has proposed new multi-criteria, for the distribution of resources by focusing on development-oriented formula instead of demographic-dominated award.
The minister has suggested to the prime minister that the population numbers should be frozen at the latest census (241.5 million) and its weightage should be reduced from the current level to promote population stabilisation.
The 82% of the NFC is distributed on the basis of the population among the provinces, which is an incentive against controlling the population and exaggerating the number too.
Pakistan's annual population growth rate is 2.6%, which is near the annual economic growth rate and is highly unsustainable. The current horizontal distribution is heavily weighted (82%) towards population.
While population is an essential indicator, this creates adverse incentives against population control and penalizes provinces with better demographic management, stated Iqbal.
The planning minister has also recommended including provincial revenue performance as a new criterion to distribute resources. He has written that there is a need to reward provinces with higher tax-to-GDP ratios and stronger digital tax infrastructure.
Provinces do not have incentives to expand their narrow tax bases and heavily rely on their shares under the NFC.
The minister has also proposed including environmental resilience as a new criterion by adding indicators such as forest cover, climate adaptation investments, and reforestation efforts.
According to another important recommendation, Human development outcomes should be linked with transfer of resources and the province should prioritize education, health, and gender equity.
The Constitution requires all the five governments to unanimously agree on the new formula and even if one government disagrees no change can be made in the award.
The minister also recommended including water vulnerability as another new criterion and suggested allocating funds for provinces investing in sustainable water infrastructure and management.
The minister has underlined national unity and inclusion as benchmark for the distribution of money between the Center and the provinces. The Center gets only 42.5% share and is also responsible for expenditure on Azad Jammu & Kashmir, Gilgit Baltistan, and ICT from the divisible pool to ensure full participation in national development for their citizens.
The minister said that over Rs150 billion are annually spent by the federal government on development and recurrent obligations in AJK, Gilgit-Baltistan and merged districts and the Islamabad capital territory all from the federal share, while these regions are entitled to have their own share in the divisible pool like other provinces.
The federal government is also funding the Benazir Income Support Programme (BISP) to the tune of Rs716 billion, despite social protection being a devolved provincial subject post-18th Amendment.
Iqbal said that there was a need to immediately initiate the process for a new National Finance Commission (NFC) Award, adding, it is both a constitutional obligation and a fiscal necessity.
Iqbal said that the 7th NFC Award has now been in effect for nearly 15 years — far beyond its intended duration and merits consideration in wake of new realities.
He said that the federal government was facing fiscal pressures due to anomalies in the present NFC Award. A fresh NFC Award is, therefore, imperative to ensure that fiscal federalism remains dynamic, equitable, and responsive to Pakistan's evolving development landscape while protecting provinces rights, he added.
Due to limited fiscal space and higher spending on debt servicing, the federal government is not left with enough fiscal space for development expenditure. The minister said that the Public Sector Development Programme (PSDP) has shrunk alarmingly - from 2.6% of GDP in 2018 to just 0.8% in 2025.
This regression represents not only a constraint on national development but a systemic distortion of constitutional fiscal responsibilities with federal subjects getting underfunded, he added.
He also emphasized upon encourage fiscal responsibility and own-revenue generation at the provincial level, and more importantly operationalization of Provincial Finance Commissions (PFCs)
The constitutional promise of equity cannot be realized without intra-provincial resource distribution. Provincial Finance Commissions (PFCs), which were envisioned to decentralize resources within provinces, remain largely dormant or non-transparent in their functioning, he added.
The new NFC Award should make PFCs' operationalization mandatory as part of the NFC framework, recommended the Planning Minister.
Without adequate federal fiscal space, the implementation of flagship national programmes - including Special Economic Zones (SEZs), Digital Pakistan, national grid, dams, human resource development and multi model connectivity infrastructure — remains compromised, stated the Minister.

In a step toward that ambition, an agreement was reached on Sunday between the Ministry of Planning and China's Development Research Center (DRC) to enhance economic cooperation. The understanding was formalized during a meeting between Minister Ahsan Iqbal and Lu Hao, President of China's Development Research Center (DRC) and Center for International Knowledge on Development (CIKD). Uraan Pakistan is a national initiative aimed at transforming Pakistan into one of the world's leading economies by prioritizing innovation, inclusivity, and sustainability. Guided by the 5Es Framework, it focuses on five critical areas: exports, digital transformation, environment and climate change, energy and infrastructure development, and equity and empowerment. The initiative seeks to diversify the economy and enhance Pakistan's global market position through export growth. Through joint research, training programs, and expert exchanges, China will assist Pakistan in strengthening its economic foundations. 'Strong economic cooperation between Pakistan and China is the key to national development,' said Ahsan Iqbal. Pakistan wants to promote trade and exports with China Minister for Planning Iqbal emphasized Pakistan's intent to draw lessons from China's economic growth and reforms. 'Pakistan is eager to learn from China's economic and reform successes,' he said. 'China's scientific planning is a guiding light for long-term and sustainable economic development.' Speaking about the domestic economic outlook, Iqbal said the government's 'Uraan Pakistan' initiative is aimed at stabilizing and growing the national economy. 'Through the Uraan Pakistan program, the national economy is moving toward stability,' he said. 'The goal of 'Uraan Pakistan' is to make Pakistan a one-trillion-dollar economy by 2035,' the Minister added. He noted encouraging signs from the economic front. 'International institutions are confirming the positive indicators of the Pakistani economy,' he said. 'The policy rate has decreased from 23% to 11%,' he added. Referring to market performance, the Minister stated, 'The Pakistan Stock Exchange has surpassed 140,000 points.' Highlighting trade potential with China, Iqbal said, 'China imports approximately $2 trillion annually, whereas Pakistan's share in it is extremely small.' He stressed, 'Pakistan wants to promote trade and exports with China.' He further said, 'Gaining access to Chinese markets is an important economic objective.' Concluding, the Minister pointed out challenges faced in the past. 'In the past, political instability and disruptions in policy continuity affected the development process,' he said.

Textile industry slams EFS changes

Listen to article The Pakistan Textile Council (PTC) has strongly criticised the Federal Board of Revenue's (FBR) recent amendments to the Export Facilitation Scheme (EFS), warning that the changes pose a direct threat to the survival of the country's textile and apparel exports. PTC, which accounts for over 30% of the country's textile and apparel exports, has submitted a formal set of objections and recommendations to the FBR in response to SRO 1359(1)/2025 dated July 29, 2025. The PTC's submission, in line with the five-day window provided for feedback, strongly criticises the recent amendments to the EFS, warning that the changes could paralyse Pakistan's value-added export sector at a time of heightened global economic uncertainty. It stressed that the EFS ensures competitiveness for textile and apparel exporters. However, the amendments have not only overlooked recommendations of a high-level government committee, led by Planning Minister Ahsan Iqbal, but have also introduced restrictive and impractical conditions that threaten the sector's survival. One of the most damaging provisions, according to the PTC, is the exclusion of cotton, cotton yarn and grey cloth from the scope of the EFS. "This clause must be immediately withdrawn," the council stated, as it was never agreed that those materials would be excluded. At most, a refundable general sales tax (GST) on cotton yarn above a certain count was under discussion. "Their blanket removal from the scheme is unjustified and economically reckless." PTC Chairman Fawad Anwar termed the move a "tax on exports," saying that it would impose a severe financial burden on exporters already grappling with global protectionism, rising input costs and new trade barriers, including the recently imposed reciprocal duties by the United States. "The timing could not be worse. Exporters are under stress and instead of supporting them, the government is pushing policies that increase costs and complicate operations," he said. The PTC's policy note recommended that input utilisation period should remain at 18 months, with the possibility of a six-month extension by the regulatory authority. Any extension beyond that should be subject to approval by an FBR-appointed committee. Additionally, the council suggests that unused input materials should be allowed to be carried forward into the following year upon submission of a reconciliation statement. The authorisation mechanism for input acquisition should be more flexible. For new EFS users, the regulatory authority may approve provisional authorisation up to 50% of the claimed production capacity, with the remainder granted upon capacity verification by the Input Output Coefficient Organisation (IOCO). Furthermore, annual authorisation should be automatically triggered following submission of reconciliation statements via the Web Based One Customs (WeBOC) or Pakistan Single Window (PSW) system, subject to post-audit adjustments. The council urged the FBR to shift from bank guarantees to insurance guarantees, noting that the latter would significantly reduce the compliance burden and financial stress for exporters. It highlighted the operational impracticality of new vendor restrictions in toll manufacturing. Under the current amendment, goods sent for outside processing must be returned within 60 days, vendor details must be pre-recorded and any subsequent changes require prior collectorate approval. The PTC argued that these requirements are unnecessarily rigid and disrupt operational flexibility and negotiations with sub-contractors. It urged the removal of excessive data requirements, such as vehicle numbers, and called for the extension of toll manufacturing duration. The council rejected the proposed rule mandating physical sampling to verify the utilisation of imported inputs. It called for the reinstatement of the original examination-marked sampling provisions, emphasising that the new rule would delay exports and create bottlenecks in the verification process. Finally, and most critically, the PTC demanded the immediate reversal of the exclusion of cotton, cotton yarn and grey cloth from the EFS. These materials are fundamental to the textile value chain and excluding them will force exporters to bear upfront import duties and taxes despite being net foreign exchange earners.
