India's Fighter Jet Boost: 200 Su-30s To Get Near 5th-Gen Upgrade In Rs 25,000 Crore Deal

India is facing a significant crisis due to a shortage of fighter planes, with the Air Force needing at least 42 squadrons to effectively manage threats from both China and Pakistan. However, it currently has only 29 squadrons, while Pakistan has 25 and China 66 squadrons.
Adding to the challenge, both adversaries possess fifth-generation fighter jets, whereas India's most modern aircraft is the Rafale, a 4.5-generation fighter jet, with just two squadrons in service.
Despite this alarming situation, the Indian government and military are actively seeking solutions to address the shortfall in fighter planes. The complexity of the issue lies in the necessity to acquire fifth-generation jets, which are scarce in the global market. Presently, only the United States, China, and Russia manufacture these advanced jets. Due to geopolitical tensions with China, India is left with only two viable options, the US or Russia.
The American F-35 fighter jet, although available, is prohibitively expensive and incompatible with India's existing military systems. Moreover, doubts about its capabilities have led the Indian government to decline this option.
What Is India's Only Option?
India's Homegrown Upgrade Plan
Given these constraints, the most practical solution for India appears to be developing its own fifth-generation fighter jets. However, this endeavour, encapsulated in the AMCA programme, is expected to take at least 10 years.
In the interim, India has devised a domestic solution to enhance its existing fleet of Sukhoi-30 aircraft. The Indian Air Force currently operates around 260 Sukhoi-30 jets, which are fourth-generation fighters. The plan involves upgrading 200 of these jets to near fifth-generation standards, significantly improving their capabilities.
Sukhoi Upgrade Gets Rs 19,000 Crore Boost
In 2023, the government approved a budget of Rs 19,000 crore for this upgrade, initially covering 84 fighter jets. This upgrade includes the installation of more powerful Saturn AL-31F Series 3 engines and indigenous Virupaksha AESA radars, increasing engine thrust from 12.5 tonnes to 14.5 tonnes and extending the service life to 4,000 hours. These improvements will enhance the jets' performance in challenging terrains like Ladakh.
The government now plans to upgrade 200 Sukhoi jets at an estimated cost of Rs 25,000 crore. This is seen as a highly cost-effective move, as each Rafale jet purchased from France in 2016 now costs around Rs 2,000 crore, while upgrading a single Sukhoi will cost only about Rs 125 crore.
Virupaksha Radar
The indigenous Virupaksha AESA radar system developed by DRDO is a key component of this upgrade. This advanced radar, featuring gallium nitride technology, can detect and track 40 enemy targets simultaneously at distances of 250 to 300 km and can electronically jam enemy aircraft, a critical capability of fifth-generation jets.
On this basis, it is said that equipping the Sukhoi with this radar brings it close to fifth-generation capabilities. With this upgrade, alongside the Rafale, India will have a fleet of near–fifth-generation fighter jets, enhancing its ability to effectively counter future threats.

Punjab CM Bhagwant Mann condoles demise of Satyapal Malik

Chandigarh: Punjab Chief Minister Bhagwant Mann on Tuesday condoled the demise of former Jammu and Kashmir governor Satyapal Malik. Malik died on Tuesday at a hospital in Delhi after a prolonged illness, his personal staff said. He was 79. In his condolence message, Mann said he was sad to hear the news of the demise of Satyapal Malik. "He always gave priority to the issues of farmers and the general public and fearlessly raised the voice of truth," Mann said in a social media post in Punjabi. Senior Congress leader and leader of opposition in the Punjab Assembly Partap Singh Bajwa too expressed grief over Malik's death. "Deeply saddened by the passing of Shri Satyapal Malik Ji, former Governor and a seasoned public servant. His contributions to Indian politics and governance will always be remembered. Heartfelt condolences to his family and loved ones," Bajwa in a post on X. Punjab Congress chief Amrinder Singh Raja Warring also expressed grief over the death. "The news of the demise of former Governor Chaudhary Satyapal Singh Malik ji is extremely saddening. He was a leader who fearlessly expressed his views and held clear opinions in the interest of the nation. His contributions will always be remembered, said Warring. Akal Takht officiating Jathedar Giani Kuldip Singh Gargaj too expressed deep sorrow over the demise of the former J-K governor. Gargaj said that Malik fearlessly raised his voice for Punjab and especially for the Sikh community'”a contribution that will never be forgotten. In a statement, Gargaj noted that during the farmers' agitation on the borders of Delhi, Malik had strongly spoken in favour of the farmers' rights and held the government accountable. Malik, who had also held the positions of governor of Goa, Bihar, Meghalaya, and Odisha, besides being a member of the Lok Sabha and Rajya Sabha in his long political career, died at 1.12 pm at the Ram Manohar Lohia hospital here. He was in the ICU of the hospital for a long time, getting treatment for various ailments, the staff said. In his gubernatorial role at Jammu and Kashmir, Malik oversaw the abrogation of Article 370 and the bifurcation of the state into two Union Territories on August 5, 2019.

Agra: Uttar Pradesh Chief Minister Yogi Adityanath on Tuesday inaugurated the Atal Puram Township project, touted as the Agra Development Authority's "largest" housing initiative in 36 years, officials said. According to an official statement, the project spans across 340 acres and is strategically located at the confluence of the Agra Inner Ring Road, Southern Bypass, and Gwalior Road. The Atal Puram will be developed in three phases across 11 sectors, offering housing for nearly 10,000 families. The plan includes 1,430 residential plots, 18 group housing plots, and 96 commercial plots, it said. World-class infrastructure is being integrated into the township, including underground utility ducts, sewerage systems, and a water treatment plant, the statement said. Additionally, essential public facilities such as a police post, a fire station, and a state-of-the-art convention centre will be constructed, it added. A key highlight of the project is that the Agra Development Authority purchased the land directly from farmers through mutual agreements by offering compensation at four times the prevailing circle rate, the statement said. This land acquisition model reinforces the government's commitment to farmer welfare, it said, adding that the land purchase cost amounted to Rs 784 crore, while an additional Rs 731 crore will be invested in the township's development. The project is a testament to the Adityanath government's vision of planned urban expansion and modern infrastructure, marking a new chapter in Agra's urban transformation, it said.

SC refers plea seeking lifetime ban on convicted MPs/MLAs to CJI

New Delhi, Aug 5 (UNI) The Supreme Court today took note of a Public Interest Litigation (PIL) seeking permanent disqualification of Members of Parliament (MPs) and Members of Legislative Assemblies (MLAs) upon conviction in criminal cases, and directed that the matter be placed before the Chief Justice of India (CJI) BR Gavai for listing before an appropriate larger Bench. The PIL, filed by Advocate Ashwini Kumar Upadhyay, challenges the constitutional validity of provisions under Section 8 of the Representation of the People Act, 1951, which currently bar convicted legislators from contesting elections only for six years after completing their sentence. Senior Advocate Vijay Hansaria mentioned the matter before a Bench of Justice Surya Kant and Justice Joymalya Bagchi, urging for an early hearing. 'This is a matter of grave concern. Orders have been passed from time to time. The February 10 order requires that it be listed before a three-judge bench,' Hansaria submitted. The Bench acknowledged the urgency and referred to paragraphs 4 and 5 of the February 10, 2025 order passed by a Bench led by Justice Dipankar Datta, directing that the matter be placed before the CJI for further directions. The plea is now expected to be heard finally on October 20, subject to the CJI's listing. In February 2025, the Union government opposed the plea, arguing that a lifetime disqualification of elected representatives was a matter purely within the domain of Parliament and not for the judiciary to decide. The Centre, through the Legislative Department, maintained that while the court may declare a provision unconstitutional under its power of judicial review, it cannot rewrite legislation to substitute "lifetime" for "six years" as suggested by the petitioner. 'The relief sought effectively asks the Court to read 'lifetime' instead of 'six years' in all sub-sections of Section 8. This is unknown to judicial review and constitutional law,' the Centre submitted. The government emphasized that Parliament has the discretion to decide what duration of disqualification is appropriate, keeping in view principles of proportionality and reasonableness. 'It is one thing to say that Parliament has the power to impose a lifetime ban, and another to say that it must necessarily exercise that power in all cases,' it said. The Centre further argued that the PIL failed to distinguish between the basis for disqualification (i.e., conviction) and the effect of disqualification (i.e., its duration). It noted that Indian penal statutes often impose time-bound restrictions on rights and freedoms post-conviction, and that extending these indefinitely would be unduly harsh and disproportionate. 'At the end of the prescribed time, penalties cease to operate automatically. Deterrence is ensured, while undue harshness is avoided,' the government stated. It also reiterated that any direction to Parliament on how to draft or amend laws would be beyond the constitutional powers of the judiciary. The PIL raises a larger question regarding the criminalisation of politics, an issue repeatedly flagged by the Supreme Court in the past. The Court has, over the years, issued directions for the expeditious trial of criminal cases against lawmakers and for greater transparency in candidate disclosures. As the matter now heads to a larger Bench, the decision could have far-reaching implications for electoral reforms, legislative accountability, and the scope of judicial intervention in matters of legislative policy.
