UK retailers demand return of tax-free shopping in tourism plan
Making purchases exempt from value added tax (VAT) could result in £3.7 billion (S$6.4 billion) of additional spending by visitors from the European Union, the Association of International Retail said in a submission to ministers published on Tuesday (Jul 22). That's on top of about £1.5 billion of spending by non-EU visitors, the lobby group said was diverted from the UK when it scrapped tax-free shopping in 2021.
The report sent to the Department for Culture, Media and Sport is the latest salvo in a long tussle between retailers and the government. Then Chancellor of the Exchequer Rishi Sunak used the UK's exit from the EU as a chance to end a system that let travellers reclaim the 20 per cent VAT sales tax on their purchases.
Since then, Conservative and Labour governments, with the exception of the short-lived administration of former Prime Minister Liz Truss, agreed with Sunak's assessment that the policy cost the Treasury more than it gained. Subsequent analysis by the Office for Budget Responsibility backed that view.
Reeves faces a fiscal shortfall heading into this year's autumn budget, after expensive U-turns on welfare cuts and amid reduced prospects for growth. That makes any change to her stance on tax-free shopping less likely, even as she faces calls to help companies after she raised payroll taxes this year.
But British retailers argue they have lost out to countries such as France and Spain that offer tax-free shopping to non-EU visitors, and have repeatedly put forward the argument that the Treasury is not taking into account the wider uplift in spending in considering the impact of the policy on the public coffers.
Hundreds of retailers including Mulberry Group, Fortnum & Mason and John Lewis signed an open letter to Reeves last year calling for the government to reinstate the policy.
According to the Association of International Retail, the UK would become the only country in Europe offering VAT rebates to 450 million EU consumers. It also cited figures showing visitor spending in the UK was 92 per cent of 2019 levels last year, compared with 106 per cent in Spain and 110 per cent in France. BLOOMBERG

'The more severe and complex the international situation, the more China and the EU must strengthen communication, enhance mutual trust and deepen cooperation,' Xi told von der Leyen and Costa, it said. 'Chinese and European leaders should ... make correct strategic choices that meet the expectations of the people.' The weeks before the summit were dominated by tit-for-tat trade disputes and hawkish European rhetoric, such as a July 8 accusation by von der Leyen that China was flooding global markets as a result of its overcapacity and 'enabling Russia's war economy'. Shortly before the summit, however, von der Leyen struck a more conciliatory tone, describing it as an opportunity to 'both advance and rebalance our relationship' in a post on X on Thursday. 'I'm convinced there can be a mutually beneficial cooperation,' von der Leyen added. The two EU officials are set to meet Chinese Premier Li Qiang later. Both sides are hoping to reach a modest joint statement on climate, currently one of the only bright spots in EU-China cooperation. But its exports of rare earth magnets to the EU surged in June by 245 per cent from May, to stand at 1,364 metric tons, though that was still 35 per cent lower than the year-earlier figure, customs data showed. The EU is likely to seal a trade deal with the United States for a broad tariff of 15 per cent on its exports after intense negotiations, avoiding a harsher 30 per cent figure threatened by President Donald Trump. 'We're not naive. We're not asking China to cut relations, but to step up the customs and financial controls.' Downward trajectory Beijing said this week ties with the bloc were at a 'pivotal juncture' as both economic giants contend with an aggressive US trade strategy under President Donald Trump. 'Against the backdrop of increasing international turbulence, rising unilateralism, and rampant protectionism', the summit 'serves the interests not only of both parties, but also of the whole world', foreign ministry spokesman Guo Jiakun said. Brussels has sought to temper expectations but pointed to areas like climate where it wants China to do more but where cooperation is seen as more feasible. But analysts say that concrete progress on any of the hot-button issues is unlikely. 'We should expect a very difficult moment,' Abigael Vasselier of the MERICS think tank told a briefing this week. 'This summit is not going to change the course of Europe-China relations, which is one of deterioration due to structural issues,' she said.
