The project will be implemented by the United Nations Development Program (UNDP). The official launch ceremony, held at the Lebanese Army Headquarters in Yarzeh, was attended by Army Commander General Rodolph Haykal, EU Ambassador to Lebanon Sandra De Waele, UNDP Resident Representative in Lebanon Blerta Aliko, and representatives from the Office of the United Nations Special Coordinator for Lebanon. "This EU-funded project responds to the ongoing impact of the 13-month war, which continues to claim lives and damage infrastructure and public services across the country," an EU Delegation statement said. "It will help the Lebanese Armed Forces support communities in Southern Lebanon to recover and rebuild. This includes clearing rubble and unexploded ordnance, repairing critical infrastructure—such as water networks and public health centers—and strengthening cooperation with local communities," it added. In his remarks, Army Commander Haykal stated that "this project represents a critical milestone for the military institution, which bears immense responsibilities at the national level." "The army continues to exert tremendous efforts to uphold the authority of the state across all Lebanese territory, implement international resolutions —particularly Resolution 1701 —and safeguard the country's security and monitor its borders," he added. " "The project strengthens the army's capacity and sustainability, contributing directly to Lebanon's security and stability and to the safety of its people,' Haykal said. EU Ambassador Sandra De Waele said: 'This project -- along with our longstanding partnership with Lebanese security institutions -- reflects the European Union's unwavering commitment to Lebanon and to promoting peace and stability across the country. Together with EU Member States, we are providing over $600 million in support to conflict-affected areas in Lebanon, underscoring this commitment. These efforts complement our diplomatic work to push for the full implementation of U.N. Security Council Resolution 1701 and for all parties to abide by the November 2024 ceasefire agreement.' 'We at UNDP will continue to support LAF and local communities—because stability is the foundation upon which lasting peace, recovery, and inclusive development must be built,' said Blerta Aliko, UNDP Resident Representative in Lebanon. This project is part of the Tripartite Memorandum of Understanding signed in May 2025 by the Ministry of National Defense, UNDP, and UNSCOL, to coordinate international assistance for the Lebanese Armed Forces.

Hezbollah also denied what it called the 'other lies' reported by the two networks. 'These reports are totally baseless and are mere false accusations fabricated by the imagination of those channels to serve suspicious agendas seeking to sow confusion and undermine stability in Lebanon,' Hezbollah's media relations department said in a statement. 'Accordingly, the media relations department calls on all media outlets to ignore those fabricated reports and not to capitalize on them in analyses and stances, reiterating the importance of contacting the relevant department in Hezbollah to inquire about its stances and viewpoints on the events and developments, especially amid these critical and sensitive circumstances,' the Hezbollah statement added. Al-Hadath had earlier reported that Hezbollah's 'military wing' had informed Speaker Nabih Berri that it would not hand over its arms and that it is 'not interested in an economic conference or in reconstruction,' quoting unnamed sources. 'No one in Hezbollah's leadership can take a decision to hand over the weapons and Hezbollah will not implement any decision even if anyone pledges that,' the sources said. 'Hezbollah is saying that it will not turn in its arms even if Israel withdraws and that it is ready to clash with the (Lebanese) state,' the sources claimed, adding that Berri has informed U.S. envoy Tom Barrack that 'he does not promise that arms will be removed north of the Litani before the year's end even if Israel withdraws.' President Joseph Aoun and Prime Minister Nawaf Salam, however, intend to press on with 'declaring a pledge to monopolize weapons,' the sources said, adding that Aoun and Salam will not allow 'Hezbollah's intransigence' to prevent 'the return to the Arab and international fold.' 'The Lebanese state has been infuriated by Hezbollah's insistence on wasting the chance,' the sources alleged.

'Barrack himself was optimistic and my optimism is due to his optimism,' Berri said in an interview with the al-Modon news portal, noting that this positive atmosphere had contributed to dispelling the anxious atmosphere that had prevailed over the past two days. Declining to reveal the reasons behind his optimism, the Speaker denied that a 'new agreement' has been reached with Barrack. 'There is no new agreement, but rather an existing agreement that we will work on implementing, and this can halt the (Israeli) aggression,' Berri said. Al-Modon meanwhile said that there is a 'hidden stitch' that materialized in the meeting between Barrack and President Joseph Aoun, which was characterized with 'positiveness,' especially in light of 'what Aoun and Berri agreed on and what Aoun sent to the Speaker at night.' 'In Ain el-Tineh, Barrack heard what was agreed upon by the two presidents. And according to reports, Aoun paved the way for Barrack's meeting with Berri, saying that it will be pivotal,' al-Modon said. 'The Speaker proposed, within the agreed Lebanese framework, that Israeli attacks stop for a period of six months and Israel begin gradual withdrawal, and accordingly Lebanon would start a serious dialogue with Hezbollah about disarmament,' the news portal added.
